The independent Migration Advisory Committee (MAC) was created in 2007 after a decade in which the share of foreign-born workers in the British labour force doubled to 13 per cent. The initial core mandate of the MAC was to provide “independent, evidence-based advice to government on specific skilled occupations in the labour market where shortages exist which can sensibly be filled by migration.” The MAC's answers to these 3-S questions, viz, is the occupation for which employers are requesting foreign workers skilled, are there labour shortages, and is admitting foreign workers a sensible response, have improved the quality of the debate over the “need” for foreign workers in the UK by highlighting some of the important trade-offs inherent in migration policy making. The MAC can clarify migration trade-offs in labour immigration policy, but cannot decide the ultimately political questions about whose interests should be prioritised and how competing policy objectives should be balanced.

This chapter provides a Bayesian model of strength of evidence in cases in which there are multiple items of independent evidence. The author uses this Bayesian model to evaluate the strength of evidence for theism if, as Plantinga claims, there are two dozen or so arguments for theism. The model turns questions of the overall strength of multiple arguments into a simple summation problem. Moreover, it provides a clear framework for advancing questions about how relationships between the arguments bear on the overall strength of evidence for theism. The Bayesian model developed in this chapter has a wide-range of applications for modeling strength of evidence in cumulative case arguments.

Climate is a fundamental and independent variable of human existence. Given that 50 percent of the Earth’s surface and much of its population exist between 30oN and 30oS, paleoenvironmental research in the Earth’s tropical regions is vital to our understanding of the world’s current and past climate change. Most of the solar energy that drives the climate system is absorbed in these regions. Paleoclimate records reveal that tropical processes, such as variations in the El Niño-Southern Oscillation (ENSO), have affected the climate over much of the planet. Climatic variations, particularly in precipitation and temperature, play a critical role in the adaptations of agrarian cultures located in zones of environmental sensitivity, such as those of the coastal deserts, highlands, and altiplano of the Andean region. Paleoclimate records from the Quelccaya ice cap (5670 masl) in highland Peru that extend back ~1800 years show good correlation between precipitation and the rise and fall of pre-Hispanic civilizations in western Peru and Bolivia. Sediment cores extracted from Lake Titicaca provide independent evidence of this correspondence with particular reference to the history of the pre-Hispanic Tiwanaku state centered in the Andean altiplano. Here we explore, in particular, the impacts of climate change on the development and ultimate dissolution of this altiplano state.

AbstractNational Immunization Technical Advisory Groups (NITAGs) are defined by the World Health Organization as multidisciplinary groups of health experts who are involved in the development of a national immunization policy. The NITAG has the responsibility to provide independent, evidence-informed advice to the policy makers and national programme managers, on policy issues and questions related to immunization and vaccines.This paper aims to describe the NITAG in Israel. The Israeli NITAG was established by the Ministry of Health in1974. The NITAG’s full formal name is “the Advisory Committee on Infectious Diseases and Immunizations in Israel”. The NITAG is charged with prioritizing choices while granting maximal significance to the national public health considerations. Since 2007, the full minutes of the NITAG’s meetings have been publicly available on the committee’s website (at the Ministry of Health website, in Hebrew).According to the National Health Insurance Law, all residents of Israel are entitled to receive universal health coverage. The health services basket includes routine childhood immunizations, as well as several adult and post - exposure vaccinations. The main challenge currently facing the NITAG is establishing a process for introducing new vaccines and updating the vaccination schedule through the annual update of the national health basket. In the context of the annual update, vaccines have to “compete” with multiple medications and technologies which are presented to the basket committee for inclusion in the national health basket. Over the years, the Israeli NITAG’s recommendations have proved essential for vaccine introduction and scheduling and for communicable diseases control on a national level. The NITAG has established structured and transparent working processes and a decision framework according to WHO standards, which is evidence-based and country-specific to Israel.The recent global COVID-19 pandemic is a major concern for all countries as well as a challenge for NITAGs. Currently, the NITAGs have a key role in advising both on sustainment of the routine immunization programs and on planning of the COVID-19 vaccination campaigns, with ongoing updates and collaboration with the Ministry of Health and health organizations.

Abstract. Paleoclimate reconstructions reveal that Earth system has experienced sub-millennial scale climate changes over the past two millennia in response to internal/external forcing. Although sub-millennial hydroclimate fluctuations have been detected in the central Andes during this interval, the timing, magnitude, extent and direction of change of these events remain poorly defined. Here, we present a reconstruction of hydroclimate variations on the Pacific slope of the central Andes based on exceptionally well-preserved plant macrofossils and associated archaeological remains from a hyperarid drainage (Quebrada Maní, ∼21° S, 1000 m a.s.l.) in the Atacama Desert. During the late Holocene, riparian ecosystems and farming social groups flourished in the hyperarid Atacama core as surface water availability increased throughout this presently sterile landscape. Twenty-six radiocarbon dates indicate that these events occurred between 1050–680, 1615–1350 and 2500–2040 cal yr BP. Regional comparisons with rodent middens and other records suggest that these events were synchronous with pluvial stages detected at higher-elevations in the central Andes over the last 2500 yr. These hydroclimate changes also coincide with periods of pronounced SST gradients in the Tropical Pacific (La Niña-like mode), conditions that are conducive to significantly increased rainfall in the central Andean highlands and flood events in the low-elevation watersheds at inter-annual timescales. Our findings indicate that the positive anomalies in the hyperarid Atacama over the past 2500 yr represent a regional response of the central Andean climate system to changes in the global hydrological cycle at centennial timescales. Furthermore, our results provide support for the role of tropical Pacific sea surface temperature gradient changes as the primary mechanism responsible for climate fluctuations in the central Andes. Finally, our results constitute independent evidence for comprehending the major trends in cultural evolution of prehistoric peoples that inhabited the region.

In the somatic macronucleus of the ciliate Tetrahymena thermophila, the palindromic rRNA gene (rDNA) minichromosome is replicated from an origin near the center of the molecule in the 5' nontranscribed spacer. The replication of this rDNA minichromosome is under both cell cycle and copy number control. We addressed the effect on origin function of transcription through this origin region. A construct containing a pair of 1.9-kb tandem direct repeats of the rDNA origin region, containing the origin plus a mutated (+G), but not a wild type, rRNA promoter, is initially maintained in macronuclei as an episome. Late, linear and circular replicons with long arrays of tandem repeats accumulate (W.-J. Pan and E. H. Blackburn, Nucleic Acids Res, in press). We present direct evidence that the +G mutation inactivates this rRNA promoter. It lacks the footprint seen on the wild-type promoter and produces no detectable in vivo transcript. Independent evidence that the failure to maintain wild-type 1.9-kb repeats was caused by transcription through the origin came from placing a short DNA segment containing the rRNA gene transcriptional termination region immediately downstream of the wild-type rRNA promoter. Insertion of this terminator sequence in the correct, but not the inverted, orientation restored plasmid maintenance. Hence, origin function was restored by inactivating the rRNA promoter through the +G mutation or causing termination before transcripts from a wild-type promoter reached the origin region. We propose that transcription by RNA polymerase I through the rDNA origin inhibits replication by preventing replication factors from assembling at the origin.

SummaryThe palaeoecologic significance of post-Palaeozoic green calcareous algae is evaluated with what is known of the environments of comparable living algae. Here requirements and tolerances of temperature, bottomsediment, salinity and water-energy may be observed; depth is apparently significant only as it influences these. In the extinct algae, only a minority show clear taxonomic relationship to living algae, in palaeo-environmentsdeduced from independent evidence. Codiaceae and Dasycladales seem to have had environmental preferences like their living descendants, with preferredmicroenvironments in some genera.

The diet of surface-swimming Australian barracouta was studied from over 10,000 stomachs. The principal prey organisms in Bass Strait are the euphausiid Nyctiphanes australis Sars, the anchovy Engraulis australis (White), and young barracouta, in that order; and in eastern Tasmania Nyctiphanes, Engraulis, and the sprat Clupea bassensis McCulloch, in that order. The pilchard Sardinops neopilchardus (Steindachner) is not an important item of the diet in these regions although it is so in New South Wales, South Australia, and Western Australia. The jack mackerel Trachurus declivis Jenyns is a significant item in eastern Tasmania and New South Wales but not in Bass Strait. These and other features of the fish diet of the barracouta reflect actual availability of the various small fish species in the waters. Barracouta eat Nyctiphanes by herding them into dense masses (or finding them already concentrated) and swallowing them. The movements of the anchovy make it unavailable to Bass Strait and eastern Tasmanian barracouta for much of the summer and autumn period, when the barracouta are thus dependent upon Nyctiphanes for the bulk of their food. A close positive relationship between the availability of barracouta and Nyctiphanes might therefore be expected at those seasons. There is evidence of such a relationship between mean availability (catch per boat-month) of barracouta and mean percentage of barracouta stomachs containing Nyctiphanes, at those seasons, from year to year. For southern Victorian coastal waters both show a downward trend from 1948-49 to 1950-51 and then an upward trend to 1953-54; for eastern Tasmania both show a downward trend (for autumn only) from 1949-50 through 1952-53. The records of catch per boat-month furnish independent evidence that the main variations in this index were effects of availability (population distribution or behaviour) rather than abundance (population size), at least for southern Victoria. It is therefore considered that when scarcity of barracouta occurs in summer and autumn in the coastal fishing areas it may be due to scarcity of Nyctiphanes, forcing the fish to go offshore for this food which is known to be available there. This would take the fish out of range of the fishermen.
