This paper is based on a study consisting of two semantic blocks. In the first block, the existing tools for increasing effective demand in the market of new buildings in Moscow are considered. The most popular tools for increasing effective demand are identified. The second block provides an overview of the characteristics of real and potential buyers of residential real estate in Moscow. Identifying the characteristics of real buyers is based on data published by analytical and consulting companies, as well as real estate developers. Identification of the characteristics of potential buyers was carried out on the basis of official statistics and information published by the Recruitment Agency. The analysis of the characteristics of buyers was carried out in the context of economic activities, in the context of specialization and qualifications, and the level of wages. The areas of employment, specialties are identified, and the level of wages of a person who is potentially more accessible to purchase housing is estimated. The number of people who, in accordance with the size of their salary, can buy housing in the property is estimated. As a result of the work, the expediency of analyzing the buyer’s portrait (including potential one) on a regular basis is justified in order to implement more flexible regulation of the housing sector, taking into account the needs of city residents and the socio-economic situation.

В статье изложен обзор современного состояния теории и практики предупреждения мошенничеств, совершаемых осужденными с помощью средств мобильной связи из учреждений уголовно-исполнительной системы России. Исследованы и оценены изменения законодательства, регулирующего рассматриваемую сферу правоотношений, предложения ученых относительно повышения эффективности борьбы с указанным видом мошенничеств, практические материалы. Обозначена проблема, связанная с отсутствием в данных официальной статистики о состоянии преступности в России сведений о количестве мошенничеств, совершаемых осужденными с помощью средств мобильной связи, что бывает необходимо для проведения научных и прикладных исследований, выработки мер по предупреждению и оценки их эффективности в борьбе с анализируемым противоправным деянием. Сформулированы рекомендации, направленные на повышение эффективности предупреждения «телефонных» мошенничеств, совершаемых осужденными в период отбывания наказания в исправительных учреждениях, в частности предложение правового характера, регулирующее сферу индивидуальной профилактики правонарушений, совершаемых осужденными, и предложение в области статистического учета преступлений и отчетности.The article presents an overview of the current state of the theory and practice of fraud prevention committed by convicts using mobile communications from institutions of the criminal Executive system of Russia. The changes in the legislation regulating the sphere of legal relations, the proposals of scientists on improving the effectiveness of combating this type of fraud, practical materials are studied and evaluated. There is a problem related to the lack of information in the official statistics on the state of crime in Russia on the number of frauds committed by convicts by means of mobile communication, which is necessary for scientific and applied research, the development of measures to prevent and assess their effectiveness in combating the illegal act in question. Recommendations have been made to improve the prevention of «telephone» fraud committed by convicted persons while serving their sentences in correctional institutions, in particular a legal proposal regulating the scope of individual prevention of offences committed by convicted persons and a proposal in the field of crime statistics and reporting.

The Impact

To demonstrate the impact of informal economy on the official money multiplier in currency supply, we present an extension of the basic money multiplier model. The influence of economic policies may differ if they are based only on official statistics without considering the informal sector. Since most of the activities in informal sector are hidden from authorities, it is widely assumed that these activities are based on cash transactions, a part of total currency that cannot be attracted towards deposits due to the holder’s fear of prosecution and taxation, etc. Therefore, it is expected that such currency holdings can give biased results by playing a role in the money multiplier, a phenomenon that is usually ignored while attempting to alter money supply. The article also indicates that because of informal sector, the currency deposit ratio in the money multiplier is smaller than expected (depending on size of the informal sector), leading to a larger multiplier effect. Never has there been a more exciting time to be an official statistician. The data revolution is responding to the demands of the CoVID-19 pandemic and a complex sustainable development agenda to improve how data is produced and used, to close data gaps to prevent discrimination, to build capacity and data literacy, to modernize data collection systems and to liberate data to promote transparency and accountability. But can all data be liberated in the production and communication of official statistics? This paper explores the UN Fundamental Principles of Official Statistics in the context of eight new and big data sources. The paper concludes each data source can be used for the production of official statistics in adherence with the Fundamental Principles and argues these data sources should be used if National Statistical Systems are to adhere to the first Fundamental Principle of compiling and making available official statistics that honor citizen’s entitlement to public information.

The Hellenic Statistical Authority (ELSTAT), the National Statistical Institute of Greece, as the guarantor of the quality of official statistics in Greece, has been pursuing, since 2016, an ambitious strategy aiming to foster Statistical Literacy, focusing on strengthening ties with citizens in their dual capacity both as providers of data and ultimately as users of statistics, and thus, operate as crucial enablers of a smoothly functioning virtuous circle of official statistics. Objectives include the development of an understanding of basic methodologies and tools used in official statistics, along with the awareness of its institutional foundations and core principles. This critically contributes to the value of official statistics being spread and effectively communicated, making, at the same time, a convincing case for fact-based decision making in the daily lives of the main stakeholders. This article motivates the approach followed in developing a specific strategy on statistical literacy, outlines its philosophy and main objectives and browses through the array of initiatives and actions undertaken over the last five years. In addition, it explores the responsiveness of citizens to these initiatives and the extent to which these initiatives lead to an increased engagement of key targeted stakeholders.

With the advancement of technology, digitalization, and the internet of things, large amounts of complex data are being produced daily. This vast quantity of various data produced at high speed is referred to as Big Data. The utilization of Big Data is being implemented with success in the private sector, yet the public sector seems to be falling behind despite the many potentials Big Data has already presented. In this regard, this paper explores ways in which the government can recognize the use of Big Data for official statistics. It begins by gathering and presenting Big Data-related initiatives and projects across the globe for various types and sources of Big Data implemented. Further, this paper discusses the opportunities, challenges, and risks associated with using Big Data, particularly in official statistics. This paper also aims to assess the current utilization of Big Data in the country through focus group discussions and key informant interviews. Based on desk review, discussions, and interviews, the paper then concludes with a proposed framework that provides ways in which Big Data may be utilized by the government to augment official statistics.
