The author of this article argues that the paradox of postcolonial states pursuing internal and external policies remarkably similar to those of their colonial predecessors, despite the passage from colonialism to independence, is best resolved by focusing on the distinct, long-standing, institutional interests of the state-qua-state. It is these interests that make explicable the key policies of Suharto's New Order toward economic development, the Chinese minority, participatory organizations, and internal and external security. The author analyzes the nature and growth of the Dutch colonial state, its decline and near-collapse between 1942 (Japanese invasion) and 1965 (downfall of Sukarno's Guided Democracy), and its revival under ex-colonial sergeant Suharto.

Contestation of dominant masculinity in Indonesian Popular Culture influenced by the New Order can still be seen in its cinematic production. The legacy of The New Order echoes through themes of state’s violence and masculinity. The Raid: Redemption, as a huge international success, depicting vulgar violence done both by the state and the gangsters is very important to be analyzed. As the form of collective dreams, the contestation of masculinity and violence of the state and the gangster in the movie reflects the real social condition. Through historical perspective the state and the gangster are more like binary opposition; inseparable but opposing each other. The Gangsters became the state’s Frankenstein monster. On one side the state cannot allow the crime the gangsters do, but on the other the state keeps in creating the gangsters to the dirty jobs that state cannot do. Psychoanalytically speaking, their relationship resembles a father and a bad son. Those gangsters are “the son” and the state is “the father”. The effect of the state’s treatment to the gangsters can still be identified long after the down fall of the era that created it.

IntroductionPrograms of agrarian reform have continued to be used either to bring about change or sometimes to slow it down, depending on whether such programs were introduced after a major upheaval in society or as a preventive against it. Economic development and modernization have been used as justifications for introducing reform programs, on the assumption that reform facilitates these processes, but the actual contribution of reform to development and modernization is not obvious nor easily measured because of the variety of approaches utilized in evaluating the effects. Furthermore, only the rudiments of a theory of agrarian reform have been formulated in the literature. To a large extent, agrarian reform programs have been pragmatically oriented, aimed at short-term political goals, or viewed as problem-solving mechanisms in the day-to-day affairs of the state. One may go farther by suggesting that reform programs have often been used to inhibit change. In that role reform serves as a pacifier, and only minimum change would be brought about—just enough to avoid an upheaval or to stabilize the relations between reformers and potential beneficiaries. By the time such a weakness, if it may be considered that, has been discovered, another potion of reform would be introduced to keep the lid on the dormant restlessness of its potential beneficiaries.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

This publication is devoted to one of the episodes of I. A. Ilyin’s activity in the period “between two revolutions”. Before the October revolution, the young philosopher was inspired by the events of February 1917 and devoted a lot of time to speeches and publications on the possibility of building a new order in the state. The published archive text indicates that the development of Ilyin’s doctrine “on legal consciousness” falls precisely at this tragic moment in the history of Russia.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.
