For underdeveloped countries bent on accelerating their economic development, there are two alternatives: one is a mixed economy compatible with democracy, the other is planned development under totalitarianism. What has been happening in Communist China during the past few years is a striking example of the latter case, and its degree of success will undoubtedly have far-reaching influences on other economically backward countries desiring rapid economic development. Since rapid economic development is unattainable without substantial investment, the sources of investment funds are of crucial importance in the whole development program. The purpose of this paper is to explore how public investment was financed in Communist China, and to estimate which population groups bore the burden of such financing.

In the past decades many cities have experienced growing pressure to produce and stage cultural events of different sorts to promote themselves and improve economic development. Culture-led development often relies on significant public investment and major private-sector sponsoring. In the context of strained public finances and profound economic crisis in European peripheral countries, local community low-budget events that manage to create significant fluxes of visitors and visibility assume a particular relevance. This paper looks at the four editions (2011–2014) of Noc-Noc, an arts festival organized by a local association in the city of Guimarães, Portugal, which is based on creating transient spaces of culture by transforming numerous homes, commercial outlets and other buildings into ephemeral convivial and playful ‘public’ environments. By interviewing a sample of people who have hosted (sometimes doubling as artists) these transitory art performances and exhibitions, artists and the events’ organizers and by experiencing the four editions of the event and engaging in multiple informal conversations with the public, this paper attempts to discuss how urban citizens may disrupt the cleavages between public and private space permitting various transgressions, and unsettling the hegemonic condition of the city council as the patron of the large majority of events.

The main contrast between official discussions of China's rural economic development that took place nearly 40 years ago and those of the late 1980s is not to be found in the identification of the problems themselves, but in the policies proposed for their solution. Then, as now, stress was placed on the problems arising from the adverse man-land ratio; on the crucial importance for China's industrial development of securing adequate supplies of grain; on balancing the latter consideration with the need to supply the light industries with agricultural raw materials such as cotton; on developing the livestock sector of agriculture (particularly pigs) in the interests of consumption and of soil fertility; and on the investment requirements of agriculture, especially in the realm of water conservation and irrigation. These have been the constant factors in discussions throughout the past 40 years.

Introduction. The efficiency of the airport depends not only on the organization of air services and the success of business diversification, but also on the airport infrastructure, the development of which is one of the most important areas of effective strategic management of the airport and an important factor in its strategic positioning. The purpose of the paper is to substantiate the key priorities of strategic management of airports of Ukraine on the basis of systematization of sectoral features of airports and current problems of their development. Results. It was found that during the study period 2010-2019 the market of air passenger transportation in Ukraine is gradually becoming more liberalized, it attracts new airlines, both domestic and foreign, which in accordance with their strategy operate regular and charter flights. This has a positive effect on passenger traffic at regional airports. Features of domestic airports, as well as foreign ones, are determined by their technical characteristics, geographical location, development of logistics infrastructure, and features of socio-economic development of the region, including demographic factors. The study of progressive world experience in using tools for modernization and development of aviation infrastructure has shown the feasibility of public-private partnership projects in Ukraine, which, given the constant lack of public investment funds, are an effective means of investing with private partners. Conclusions. The key priorities of strategic airport management are determined based on the understanding of the importance of these aviation infrastructure' objects for development of the air transport industry and the national economy and implemented through the use of effective airport development tools taking into account the socio-economic development of Ukraine.

This article examines the development of Wagnerism in late-nineteenth-century Spain, focusing on how it became an integral part of Catalan nationalism. The reception of Wagner's music and ideas in Spain was determined by the country's uneven economic development and the weakness of its musical and political institutions—the same weaknesses that were responsible for the rise of Catalan nationalism. Lack of a symphonic culture in Spain meant that audiences were not prepared to comprehend Wagner's complexity, but that same complexity made Wagner's ideas acceptable to Spanish reformers who saw in the composer an exemplar of the European ideas needed to fix Spanish problems. Thus, when Wagner's operas were first staged in Spain, the Teatro Real de Madrid stressed Wagner's continuity with operas of the past; however, critics and audiences engaged with the works as difficult forms of modern music. The rejection of Wagner in the Spanish capital cleared the way for his ideas to be adopted in Catalonia. A similar dynamic occurred as Spanish composers tried to meld Wagner into their attempts to build a nationalist school of opera composition. The failure of Tomás Bréton's Los amantes de Teruel and Garín cleared the way for Felip Pedrell's more successful theoretical fusion of Wagnerism and nationalism. While Pedrell's opera Els Pirineus was a failure, his explanation of how Wagner's ideals and nationalism could be fused in the treatise Por nuestra música cemented the link between Catalan culture and Wagnerism.

Abstract Yongding River is one of the five major river systems in Beijing. It is located to the west of Beijing. It has influenced culture along its basin. The river supports both rural and urban areas. Furthermore, it influences economic development, water conservation, and the natural environment. However, during the past few decades, due to the combined effect of increasing population and economic activities, a series of changes have led to problems such as the reduction in water volume and the exposure of the riverbed. In this study, remote sensing images were used to derive land cover maps and compare spatiotemporal changes during the past 40 years. As a result, the following data were found: forest changed least; cropland area increased to a large extent; bareland area was reduced by a maximum of 63%; surface water area in the study area was lower from 1989 to 1999 because of the excessive use of water in human activities, but it increased by 92% from 2010 to 2018 as awareness about protecting the environment arose; there was a small increase in the built-up area, but this was more planned. These results reveal that water conservancy construction, agroforestry activities, and increasing urbanization have a great impact on the surrounding environment of the Yongding River (Beijing section). This study discusses in detail how the current situation can be attributed to of human activities, policies, economic development, and ecological conservation Furthermore, it suggests improvement by strengthening the governance of the riverbed and the riverside. These results and discussion can be a reference and provide decision support for the management of southwest Beijing or similar river basins in peri-urban areas.

The article aims to develop an approach to improve the efficiency and effectiveness of public investment in the economy. Methods. The study is based on a panel data regression with random effects. Conclusions and Relevance. All sectors of the economy have different demand for investment resources attracted, determined by operational and technological aspects. The results of the study can be used to develop an effective system of public investment.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

It takes more than ordinary population for a group of strangers to recommends changes in the efforts of a great nation to contend with a problem that goes that goes to the very roofs of its social structure and its livelihood. Yet we did just that in our Report on Land and Water Development in the Indus Plain[l]. We hoped our recommendations would be considered sympathetically and debated fully, that our sound suggestions would be adopted and our unsound ones forgiven. All this has been granted us, and more. The months since the Panel's report was prepared have been eventful for the economic development of West Pakistan. It is hard to cast our minds back to the gloom that filled the atmosphere when the Panel was convened. Food production had been stagnant for the past several years, sem and thur were spreading through the most productive portions of the Plain, expensive efforts to control these twin menaces had been baffled. WAPDA knew, of course, that in principle tubswells could do the job, but there were more failures to report than successes
