Early disclosure of possible concussive symptoms has the potential to improve concussion-related clinical outcomes. The objective of the present consensus process was to provide useful and feasible recommendations for collegiate athletic departments and military service academy leaders about how to increase concussion symptom disclosure in their setting. Consensus was obtained using a modified Delphi process. Participants in the consensus process were grant awardees from the National Collegiate Athletic Association and Department of Defense Mind Matters Research & Education Grand Challenge and a multidisciplinary group of stakeholders from collegiate athletics and military service academies. The process included a combination of in-person meetings and anonymous online voting on iteratively modified recommendations for approaches to improve concussion symptom disclosure. Recommendations were rated in terms of their utility and feasibility in collegiate athletic and military service academy settings with a priori thresholds for retaining, discarding and revising statements. A total of 17 recommendations met thresholds for utility and feasibility and are grouped for discussion in five domains: (1) content of concussion education for athletes and military service academy cadets, (2) dissemination and implementation of concussion education for athletes and military service academy cadets, (3) other stakeholder concussion education, (4) team and unit-level processes and (5) organisational processes. Collectively, these recommendations provide a path forward for athletics departments and military service academies in terms of the behavioural health supports and institutional processes that are needed to increase early and honest disclosure of concussion symptoms and ultimately to improve clinical care outcomes.

What does a postcommunist regime do with its bureaucratic inheritance? Without a replacement bureaucracy at hand, the political leadership in Russia had no choice but to govern through state employees whose values and patterns of behavior were instilled in the Soviet era. Given this reality, one might have expected Russian reformers—and their overseas supporters— to have developed an aggressive and comprehensive policy on retraining officials of state. But instead of a coordinated effort to educate new and existing personnel in a spirit of public, rather than state, service, one finds only a gradual and haphazard reform of bureaucratic training. In this article, Eugene Huskey argues that the driving force behind such training has been the market in higher and continuing education and not a conscious and consistent policy emanating from the presidency or other central institutions of state. The major player in that market is the system of state service academies, which inherited many of their faculty and facilities from the old Higher Party Schools of the communist era. But the market, taken together with the fragmentation of state power, has consistently undermined attempts by the academies to serve as the sole purveyors of training to the bureaucracy. What is as yet unclear is whether the marketization of bureaucratic education and re-education, which discourages the emergence of a coherent national approach to remaking the bureaucracy, is facilitating or impeding the modernization and liberalization of Russian officialdom.

As increasing numbers of women are recruited into the U.S. Navy, retention of women (especially in combat occupational specialties) lags behind men. Data indicate that women and men leave the Navy because of impact on their family. Lack of career persistence for women in nontraditional professions such as science, technology, engineering, and math professions has also been attributed to social psychological factors including self-efficacy, stereotype threat, and bias. We build on this research to examine the military and service academies’ socialization of women into a traditionally male profession through role model influence. Surveys were collected from students at the U.S. Naval Academy (USNA) on their work–family expectations. Results show a gendered difference in career intentions and influences by male and female non-USNA peers, but not from their families or officers. Expected work–family conflict, gender ideology, and family formation intentions were employed to explore relationships between work and family expectations.
