The Committee Assignment Process and the Conditional Nature of Committee Bias

The view that congressional committees tend to be biased subsets of their parent chambers provides the foundations for a substantial body of theoretical literature on distributive politics and legislative structure. More recent revisionist work suggests that committees composed of preference outliers are in fact rare. We reject the categorical account of preference outliers a priori and elaborate conditions under which committees should be unrepresentative of their parent chambers. We argue that the most widely available and frequently used data—floor roll call votes—are inappropriate to the task of assessing outlier predictions in any form. Finally, we conduct a differentiated set of hypothesis tests within one policy jurisdiction to illustrate the characteristics of evidence and analysis necessary to evaluate alternative theoretical accounts of legislative organization. The appearance of policy-relevant biases in congressional work groups, we conclude, is not so much rare as it is conditional, and we suggest several conditions on which future models of legislative organization should build.

Abstract The causes of the reversed sexual size dimorphism (RSD; females larger than males) in birds of prey are subject to a centuries-old, passionate debate. A crucial difficulty is to distinguish whether the postulated benefits derive from the proposed causal process(es) or are incidental. After reviewing the existing literature, we present a methodology that overcomes this difficulty and renders unnecessary any speculative a priori distinctions between evolved function and incidental effects. We can thus justify the following novel version of the well-known nest defence hypothesis as the most likely to explain the phenomenon in all birds of prey that show RSD: if the female predominates in actively defending the eggs and young against predators, then she is the heavier sex, and her relatively greater body mass is adaptive. That is, heavier females are favoured (independently of males) by natural selection. The attractiveness of this hypothesis is that it has the potential to explain the phenomenon in all raptors exhibiting RSD, can deal with the exceptional cases in this group, explains the direction of the dimorphism, focuses on a key factor in the reproductive success of most raptors, is parsimonious, i.e. does not require supporting hypotheses, and is supported by a substantial body of evidence.

AbstractA large literature argues that the committee assignment process plays an important role in shaping legislative politics because some committees provide legislators with substantial benefits. However, evaluating the degree to which legislators benefit from winning their preferred assignments has been challenging with existing data. This paper sheds light on the benefits legislators accrue from winning their preferred committee assignments by exploiting rules in Arkansas’ state legislature, where legislators select their own committee assignments in a randomized order. The natural experiment indicates that legislators reap at most limited rewards from winning their preferred assignments. These results potentially raise questions about the robustness of widely held assumptions in literatures on party discipline and legislative organization.

Abstract Competition in the US Congress has been characterised along a single, left-right ideological dimension. We challenge this characterisation by showing that the content of legislation has far more predictive power than alternative measures, most notably legislators’ ideological positions derived from scaling roll call votes. Using a machine learning approach, we identify a topic model for final passage votes in the 111th through the 113th House of Representatives and conduct out-of-sample tests to evaluate the predictive power of bill topics relative to other measures. We find that bill topics and congressional committees are important for predicting roll call votes but that other variables, including member ideology, lack predictive power. These findings raise serious doubts about the claim that congressional politics can be boiled down to competition along a single left-right continuum and shed new light on the debate about levels of polarisation in Congress.

The legislative organization of the European Parliament (EP) has far-reaching implications for its ability to solve the democratic deficit problem of the European Union (EU). Recognizing that, this article reviews the literature on the EP organization with a view to consolidating existing knowledge and identifying outstanding research gaps. It calls for a new generation of research to go beyond the congressional theoretical literature and develop theoretical accounts of the EP's internal organizational adaptation in response to its rising legislative powers and the development of true EU bicameralism. Generalizing such accounts can add to broader theories of legislative organization, which have hitherto failed to explicitly incorporate the effect of external (institutional) developments in their predictions.

It is perhaps one of the most important characteristics of the past decade in astronomy that the evolution of some major classes of astronomical objects has become accessible to detailed research. The theory of the evolution of individual stars has developed into a substantial body of quantitative investigations. The evolution of galaxies, particularly of our own, has clearly become a subject for serious research. Even the history of the solar system, this close-by intriguing puzzle, may soon make the transition from being a subject of speculation to being a subject of detailed study in view of the fast flow of new data obtained with new techniques, including space-craft.

As the HREM becomes increasingly used for the study of dynamic localized phenomena, the development of techniques to recover the desired information from a real image is important. Often, the important features are not strongly scattering in comparison to the matrix material in addition to being masked by statistical and amorphous noise. The desired information will usually involve the accurate knowledge of the position and intensity of the contrast. In order to decipher the desired information from a complex image, cross-correlation (xcf) techniques can be utilized. Unlike other image processing methods which rely on data massaging (e.g. high/low pass filtering or Fourier filtering), the cross-correlation method is a rigorous data reduction technique with no a priori assumptions.We have examined basic cross-correlation procedures using images of discrete gaussian peaks and have developed an iterative procedure to greatly enhance the capabilities of these techniques when the contrast from the peaks overlap.

Phase contrast TEM has been the leading technique for high resolution imaging of materials for many years, whilst STEM has been the principal method for high-resolution microanalysis. However, it was demonstrated many years ago that low angle dark-field STEM imaging is a priori capable of almost 50% higher point resolution than coherent bright-field imaging (i.e. phase contrast TEM or STEM). This advantage was not exploited until Pennycook developed the high-angle annular dark-field (ADF) technique which can provide an incoherent image showing both high image resolution and atomic number contrast.This paper describes the design and first results of a 300kV field-emission STEM (VG Microscopes HB603U) which has improved ADF STEM image resolution towards the 1 angstrom target. The instrument uses a cold field-emission gun, generating a 300 kV beam of up to 1 μA from an 11-stage accelerator. The beam is focussed on to the specimen by two condensers and a condenser-objective lens with a spherical aberration coefficient of 1.0 mm.

Purpose The 2 most commonly used operations to treat velopharyngeal inadequacy (VPI) are superiorly based pharyngeal flap and sphincter pharyngoplasty, both of which may result in hyponasal speech and airway obstruction. The purpose of this article is to (a) describe the bilateral buccal flap revision palatoplasty (BBFRP) as an alternative technique to manage VPI while minimizing these risks and (b) conduct a systematic review of the evidence of BBFRP on speech and other clinical outcomes. A report comparing the speech of a child with hypernasality before and after BBFRP is presented. Method A review of databases was conducted for studies of buccal flaps to treat VPI. Using the principles of a systematic review, the articles were read, and data were abstracted for study characteristics that were developed a priori. With respect to the case report, speech and instrumental data from a child with repaired cleft lip and palate and hypernasal speech were collected and analyzed before and after surgery. Results Eight articles were included in the analysis. The results were positive, and the evidence is in favor of BBFRP in improving velopharyngeal function, while minimizing the risk of hyponasal speech and obstructive sleep apnea. Before surgery, the child's speech was characterized by moderate hypernasality, and after surgery, it was judged to be within normal limits. Conclusion Based on clinical experience and results from the systematic review, there is sufficient evidence that the buccal flap is effective in improving resonance and minimizing obstructive sleep apnea. We recommend BBFRP as another approach in selected patients to manage VPI. Supplemental Material https://doi.org/10.23641/asha.9919352
