Current “Mass Line” Tactics in Communist China

The Problem. Chinese communist leaders generally attribute their conquest of power to the faithful pursuit of effective “mass line” tactics. They now regard a “correct” mass line as the essential prerequisite for the full consolidation of power, for the successful implementation of the ambitious and farreaching policies to which they are committed, and for the ultimate transition from the “people's democratic dictatorship” to the complete socialist order. Recognizing that large numbers of cadres adequately trained in mass line tactics are critically needed for these purposes, the Chinese Communist Party intensified its cadre training program in 1950–1951 to insure that all party (and other public) workers would be carefully indoctrinated in basic Marxist-Leninist mass line theory and practice. Training in mass line tactics ranges in scope from propaganda to public administration, but finds its principal focus in the delicate area of the Party's public relations with the great masses of Chinese people who have yet to be sold on the communist program. The problem is so serious, and the need for a solution so urgent, that the party leadership has temporarily deferred several important social reforms pending the completion of the current cadre training program.

Public relations research has paid considerable attention to foreign terrorist crises but relatively little attention to domestic ones—despite the growing salience of domestic terrorism in the United States. This study content analyzes 30 years of network television news coverage of domestic terrorism to gain insight into four theoretical issues of enduring interest within the literature on news framing and crisis management: sourcing, contextualization, ideological labeling, and definitional uncertainty. Results indicate that the sources called upon to contextualize domestic terrorism have shifted over time, that ideological labels are more often applied on the right than the left, and that definitional uncertainty has increased markedly in recent years. Implications for the theory and practice of public relations and crisis management are discussed.

This special issue of Management Communication Quarterly mines the rhetorical heritage to explore the challenges facing those who engage in and critique external organizational rhetoric, setting its sights on helping organizations make society a better place to live. Toward this end, rhetoric focuses on strategic communication influences that at their best result from or foster collaborative decisions and cocreated meaning that align stakeholder interests. This special issue demonstrates the eclectic and complex theories, applied contexts, and ongoing arguments needed to weave the fabric of external organizational communication. Over the years, Robert Heath and others have been advocates for drawing judiciously on the rhetorical heritage as guiding foundation for issues management and public relations activities. Rather than merely acknowledge the pragmatic or utilitarian role of discourse, this analysis also aspires to understand and champion its application to socially relevant ends. In that quest, several themes stand out: (a) In theory and practice external organizational rhetoric weighs self-interest against others’ enlightened interests and choices; (b) organizations as modern rhetors engage in discourse that is context relevant and judged by the quality of engagement and the ends achieved thereby; and (c) in theory and practice external organizational rhetoric weighs relationship between language that is never neutral and the power advanced for narrow or shared interests.

Relevance. The effective use of agricultural land is a fundamental prerequisite for the successful implementation in the agro-industrial complex of the task of providing the population with food, and production with raw materials. At the same time, the issues of methodological support of the procedures for determining the integral indicator for assessing the use of agricultural land, established on the basis of a theoretically grounded unified approach based on quantitative methods, have been developed with insufficient completeness. Actualization of the issues of improving the theory and practice of assessing the effectiveness of the use of agricultural land in agricultural production is becoming one of the priority tasks of land reclamation science. The purpose of this work is to create a methodological basis for the process of assessing the use of agricultural land, which guarantees the comparability of the considered options for agroproduction in different natural and economic conditions.Methods. The research is based on the method of point assessments for indicators of agricultural land exploitation and the formation on their basis an integral criterion of land use efficiency. The proposed procedure includes: analysis of statistical data characterizing the dynamics of the values of indicators of used land resources, calculation of local assessments of the feasibility of their exploitation and assessment of the efficiency of land use according to a generalizing criterion represented by the sum of these local assessments.Results. A methodology has been developed and a method has been created for determining the efficiency of the use of agricultural land, based on a generalized integral assessment of the operation of agricultural land, which allows to identify bottlenecks in agricultural production and outline rational directions for the development of land use. The testing of the algorithm of the methodology and capabilities of the scale for the integral assessment of the efficiency of the use of land resources was carried out on the example of the Non-Black Earth Zone of the Russian Federation. Shown is an unsatisfactory (below the national average) contribution of agricultural production to the gross regional product. On the whole, positive dynamics of agricultural production in the Non-Black Earth Zone was established, which is achieved due to the development of animal husbandry, which is an effective factor in the formation of modern efficient agriculture of the territory, with the orientation of the crop production system on the raw material basis of feed production or the sector of the economy of the agro-industrial complex of the territory.

The study and generalization of foreign experience is a value for Ukraine, which has set itself the task of integration into the world community and can be an important source of thorough thinking and creative use of positive ideas in domestic theory and practice of physical education and sports. This article analyzes the content and features of the organization of intramural (in-school) sports in the United States. The study found that intramural sports in the United States are an integral part of the overall education program, which provides an opportunity to involve children with different levels of development of motor skills and qualities in motor activities outside of physical education lessons. Participation in intramural sports programs is voluntary. It is determined that the intramural sports program in the United States is characterized by certain features that must be taken into account for its successful implementation. It was found that, first of all, American specialists determine the direction (nature) of the sports program and possible types of physical activity, taking into account the wishes of students; it is important to properly plan and compile a quality schedule for classes in compliance with the capacity of existing sports facilities; it is obligatory to observe the rules of admission of students to classes and competitions, as well as their annual medical examination; implementation of the sports program is carried out with the use of modern information technologies; the accounting and evaluation of the program is constantly carried out; proper administration and quality arbitration are of great importance; special attention is paid to the competition procedure itself and the determination of winners; a special place is given to the financing of programs and their support and promotion.

<p>In the field of museum studies there has been very little consideration of games and their application to exhibiting practice. This represents a significant gap in the theory on current museum practice given the frequency of games in exhibitions and the scale of the commercial games industry in contemporary culture. This study begins to redress this issue by exploring how a significant and influential museum operating within the paradigm of the new museology views the role of games in its exhibitions. The thesis considers the central research question: what do practitioners currently think about games in museum exhibitions and how could museum games be improved. Following an interpretivist methodology the study seeks to answer this question through a case study of the Museum of New Zealand Te Papa Tongarewa. Seven practitioners affiliated with this museum were interviewed about their understanding of games and their application in a museum context. The research findings illuminate the current understanding of games held by these practitioners and factors that inhibit the successful implementation of games at Te Papa. It was found that the practitioners’ opinions had not been influenced by the available theoretical literature on games. It was also found that practitioners thought games in exhibitions at the museum have not been particularly successful in achieving either the goals of exhibitions or the potential that games offer. It is concluded that the introduction of theories on play and on games into museum theory and practice has potential for significant advances in this area of exhibition development. In contemporary museums there is a shift away from presenting absolute, positivist understandings of knowledge toward the subjective, construction of meaning. Museums are also increasingly required to maintain economic efficacy while offering a valuable service to the populace. This thesis responds to this situation by proposing that a greater knowledge and utilisation of games in exhibitions offers a valuable approach in negotiating these two trends. By presenting an understanding of games, their potential value for museums and perspectives on what currently inhibits their successful application this research offers the field of museum studies a basis from which to develop knowledge of this under-theorised aspect of museum practice.</p>

Successful implementation of a Home Telecare Management System (HTMS) requires acceptance by the users, especially when technical innovation is applied to manage chronic healthcare in elderly patients, who are unaccustomed to using modern technology. Based on the Technology Acceptance Model (TAM) and Social Influence Theory (SIT), a Home Telecare Management System (HTMS) Acceptance Model is proposed and tested to improve the understanding of patients’ acceptance of HTMS and the impact of social influence on patients’ attitude and behavioral intentions in using HTMS. Via empirical research and analysis of 221 patients’ questionnaires, the partial least squares (PLS) technique indicates that most of the model’s hypotheses are significant. Implications for both theory and practice are also provided.

This article discusses the problem of improving the strategic management of sustainable development in industrial enterprises in Russia. The shortcomings of the strategic management of industrial enterprises are due to the fall in the growth rates of the world and domestic economy, international sanctions, and the specifics of the development of socio-economic relations in the Russian Federation. The main problem of the research is related to the imperfection of the strategic management of the investment policy of the enterprise, which leads to a slowdown in the development of the company and a decrease in competitiveness. The main goal of the presented research is to develop proposals for improving the strategic management model for the development and implementation of investment strategies of an industrial enterprise. Based on the analysis of theoretical sources, gaps in research related to the topic and objectives of this work are highlighted. The methodological base of the research is determined, the basis of which are: system theory, systematic approach to managing a company’s sustainable development, theory and practice of modeling, strategic management, investment design. The improved model is proposed, which determines the interdependence of the strategic management of investment policy and the sustainable economic development of the company, presents the algorithm for managing the process of developing investment strategies in an industrial enterprise. This mechanism takes into account the main indicators of sustainable development of an industrial enterprise. There are proposals to improve the management model of insurance reserves of the company, reflecting the strategic aspects of investment activities necessary for the successful implementation of the course on sustainable development in an industrial company. The obtained results were tested by a number of Russian enterprises, which led to positive results of their activities, contributed to more sustainable development and strengthening of competitive positions.
