The government corporation has become a familiar device of public administration all over the world; and yet in some countries, and especially in the United States, uncertainty as to its distinctive purpose and underlying principles seems to grow, rather than to diminish, as the public corporation becomes older and more extensively used. Lack of interest and research cannot be blamed, because in recent years the degree of concentration in this area has probably been relatively as great as in any other sphere of political science. The basic explanation is that administrative formulas and management principles are rarely, if ever, capable of immunization against group pressures and public policy controls, which bend administration to their own designs, sometimes in conformity with what the impartial experts consider sound principle and practice, but just as often in knowing disregard of such considerations and in a determined effort to support their own interests and economic viewpoints.

Max Neiman provides a concise, well-written, and compre- hensive critical analysis of "the conservative attack on the public sector, especially its explanation for and evaluation of the size and growth of the public sector in the United States" (p. viii). In doing so, however, he only partially fulfills what is promised in the subtitle, namely, explaining why big govern- ment works. Rather than explicitly assess the reasons for goal achievement in a variety of policy areas, as the title implied to me, Neiman focuses on why we have big government and on the various critiques of that size. To be sure, the book is appropriate for upper division and graduate courses in political science, public policy, or public administration.

The concept of adversarial legalism has been widely used by scholars of law, public administration, public policy, political science, sociology, and Law and Society, but the varying ways in which the concept has been employed raise concerns that it has become stretched to the point of incoherence. We argue that adversarial legalism entails both a style, an everyday practice of dispute resolution and policy making with distinct attributes, and a structure of governance that can be compared to other structures of authority. Untangling these aspects of adversarial legalism allows us to make sense of its different uses and identify future avenues of inquiry. Despite its wide application, adversarial legalism is in fact underutilized, especially in studies aimed at understanding consequences of judicialization, legalization, and juridification in the United States and abroad.

The concept of AMERICA is considered as a part of the concept sphere of Barack Obama’s linguistic personality. Special attention is paid to the structure of the AMERICA concept in B. Obama’s speeches and the nominative features of this phenomenon. The material for the study was the public policy speeches delivered by Obama at different stages of his career. Methods of conceptual, semantic and discourse analysis are used to identify the means of objectification of this concept in the speeches of the studied linguistic personality and to construct its nominative field. The AMERICA concept is proven to be one of the central components in the Barack Obama concept sphere throughout his political career. It is shown that Barack Obama’s AMERICA concept has a complex structure with a branched system of features. It is noted that it includes associations actualized by the AMERICA concept, which is part of the national picture of the world. It is revealed that the structure of this concept also includes a set of individual-author’s associations reflecting the world picture of the linguistic personality of the 44th President of the United States. The structure of the AMERICA concept with the allocation of the core, near and far periphery is described.

AbstractIntergovernmental agreements between municipal and Indigenous governments are rapidly expanding in number and importance in Canada and the United States, yet they remain underexamined in the literature. This article considers how to measure the success of these agreements. It takes as a case study the port divestiture agreement between the City of Cornwall (Ontario, Canada), and a neighbouring Indigenous government, the Mohawk Council of Akwesasne. While the agreement represents a partial success and partial failure by conventional public policy and public administration metrics, these evaluations are different when measured against the Haudenosaunee (Iroquois) principle of “one-mindedness.” Findings, which were generated using anthropological and qualitative political science methods, suggest that the use of both Indigenous and non-Indigenous frameworks are required to produce accurate and comprehensive evaluations of these agreements and the outcomes that are produced by them.

Thoughtful men cannot long be associated with government without beginning to ask questions, both as to the technique of administration and the underlying policies with which these techniques must reckon. It is good, therefore, that those in the government service who are most interested in public administration should meet from time to time with the professors and publicists who also are interested. I wish to do my part, therefore, in helping in the baptismal ceremonies for this new society which has in it so much promise. To the non-governmental members of the society I wish to pass on the observation which my father made when he came as Secretary of Agriculture to Washington in 1921. Leaving Iowa, he shared to some extent the widespread public opinion that government servants are both clock-watchers and chair-warmers. Within a few months he had completely changed his ideas and told me that he would like to bring some government men back with him into business because they were so exceedingly clear-thinking and efficient.While we in the United States have not as yet so completely recognized public service as a career as they have in England or France, and while there is undoubtedly great room for improvement, I am nevertheless convinced that nowhere in the world will you find a better group of earnest, hard-working, efficient men and women than those who are engaged in American public service, whether it be on the local or the national level. Of course, by taking thought they can improve their service, and that, I take it, is the object of this organization.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

The following is the text of the resolutions which officially entered the United States into the world war:— “Whereas the imperial German government has committed repeated acts of war against the government and the people of the United States of America; therefore be it “Resolved by the Senate and House of Representatives of the United States of America in congress assembled, that the state of war between the United States and the imperial German government, which has thus been thrust upon the United States, is hereby formally declared; and that the President be and he is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the government to carry on war against the imperial German government; and to bring the conflict to a successful termination all of the resources of the country are hereby pledged by the Congress of the United States.”

Most stakeholders from Asia have not actively participated in the global Internet governance debate. This debate has been shaped by the Internet Corporation for Assigned Names and Numbers(ICANN) since 198 and the UN Internet Governance Forum (IGF) since 2006. Neither ICANN nor IGF are well received as global public policy negotiation platforms by stakeholders in Asia, but more and more stakeholders in Europe and the United States take both platforms seriously. Stakeholders in Internet governance come from the private sector and civil society as well as the public sector.

Amusement parks have increased in popularity around the world, with attendance escalating to more than 15 million people each year. In addition to the United States, Japan and European countries are currently developing parks, featuring amusement rides and water slides. Today, I will discuss the design and maintenance criteria of amusement park rides and waterpark slides, as well as the protection by the authority with local jurisdiction of the public from construction to operation. I will also cite typical cases which reinforce the need for requirements and standards,
