Planning has always been regarded as a matter for the experts. Laymen affected by the plans have usually participated in the process only by accepting or rejecting through their representatives planning projects drawn up by technicians. The necessary importance of the rôle of technicians and the inevitable conflict between technical considerations, which must determine the recommendations of the experts, and political considerations, which must determine the attitude of representatives, have led many to regard the whole idea of systematic planning (in any large field of production) as undemocratic in its general trend. The whole idea of planning, they insist, points necessarily toward bureaucratic centralization of responsibility. The significance of the recently launched County Land Use Planning program lies in the effort to achieve from the first stages of the process and at the most local levels of organization that fusion between the skill and experience of the expert and the political choices of laymen which is the essence of modern democracy. Decentralization and localization of planning is, of course, particularly essential in agriculture because of the need to adapt methods for attaining general objectives to widely varying sectional differences. At the same time, lay participation in agricultural planning can mean widespread participation because of the wide spread of individual responsibility for individual farm enterprises. It may well be, therefore, that the lessons to be learned from this experiment in democratic planning for agriculture are not readily transferable to other fields of productive enterprise. That is a question that I must leave to others.

There is some controversy concerning the role of ethnicity in South African electoral behaviour. Since the society is segmented on ethnic lines it is to be expected that ethnicity would play a crucial role in affecting political choices. Some writers have gone so far as to suggest that ethnicity is the only significant factor affecting voting preferences. The controversy arose at a time when Goodman's method of log-linear analysis for hierarchical models had not yet been developed. This method provides the most powerful tool available for the multivariate analysis of categorical data. A re-analysis of previously published research using Goodman's method shows that ethnicity is not the only significant factor having a bearing on voting preferences. The first four-way table of voting preferences in South Africa is presented. The order of importance of the variables affecting party choice is: (1) ethnicity (2) socio-economic status (3) age of the voter. The recursive model suggested by the analysis explains approximately 98 per cent of the data.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.

The not-invented-here (NIH) syndrome describes a negatively-shaped attitude of employees towards externally generated knowledge. Despite being cited as one of the largest barriers in the transfer of external knowledge, empirical evidence on interventions to overcome NIH remains scarce. To address this research gap, we design a brief and specificrecategorisational-intervention on basis of the common in-group identity model in order to change employees’ attitudes towards external knowledge directly. Additionally, we take into account the effects of affirmations as a frequently mentioned countermeasure to NIH and also investigate the role of dual identities in recategorisation. To test our hypothesis, we conducted a large field experiment with a total of 1,097 employees within a multinational organisation. Results revealed that (I) organisational identification and status are positively related to higher levels of NIH, (II) a recategorisational-intervention completely removes the NIH bias and leads to a significant increase in the evaluation of external knowledge.

Taking the murder of Greek HIV+ and queer activist Zak Kostopoulos as its starting point – an exercise of necropolitical power in broad daylight – this article explores the work of drag queens in Greece and their aesthetic/political choices. It interprets their performances as tactics of survival and resistance and as creative responses to queer trauma. The role of queerfeminist spaces, cultural events and collectives also is examined as a response to the increasing right-wing turn in the country’s political scene – itself the result of the financial crisis of 2008. It imports José Esteban Muñoz’s disidentifications and counterpublics, Elizabeth Freeman’s erotohistoriography and Achille Mbembe’s necropolitics into the Greek/Balkan context and analyses the particular configurations and intersections of sexualities, genders, statehood, race, class and religion in Greece. It then examines disidentifications and counterpublics as empowering practices of community forming, offering glimpses of a queer Balkan counterpublics and the tools employed towards its making (humour, parody, reclaiming, disidentification, mourning and embodied pleasures).

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

CENTRAL TO THE STUDY OF DEMOCRATIC POLITICS IS THE IDEA of popular control over the activities of elites. More specifically, how can the preferences of citizens be aggregated into a political choice for a government policy or government personnel? Popular control, the effects of citizen participation in political life, is the basis of a major value orientation in the discipline: the notion of participant democracy. The degree of citizen participation becomes the key to the nature of democracry in a society : the more participation, the more democratic the political life of a country becomes. Political participation may take a variety of forms, e.g., running for office, holding office,voting, soliciting votes, and campaigning for, or contributing funds to, I the party of one's choice. However, voting is the most emphasized aspect of citizen participation, since it is the only form of active participation many engage in. The limitations placed on voting as a mechanism for popular control over political choices are well documented. Voters do not choose when to vote, nor the agenda. They have minimal input into the selection of candidates and the choice of issues which divide the parties at elections. Public participation in the selection and resolution of important policy issues between elections is severely restricted.

- The EEC doesn't have a proper foreign policy, so the international dimension of the Community has grown on a sui generis foreign policy, in which doesn't always coexist community and national interests. Given the intergovernmental nature of the external issues of the EEC, on international policy of the Community has been relevant the member states and their individual action in foreign policy. The international role of the EEC was not produced by overall political choices, but rather from external action of internal policies. Action that often produces and has produced incoherent results between the European policies of agriculture, trade and development cooperation, which are often in conflict with each other and thus threaten to undermine their potential positive effects.
