Recent Elections in Prussia and Other German Länder

Since the reëlection of President von Hindenburg on April 10, eight German Länder have held parliamentary elections. Five, i.e., Prussia, Bavaria, Württemberg, Hamburg, and Anhalt, held Landtag elections on April 24; Mecklenburg-Schwerin elected a new parliament on May 4; Oldenburg reconstituted its legislative body on May 29; and on June 19 the voters of Hessen went to the polls (for the fourth time in seven months) to replace the Landtag elected on November 14 and subsequently declared illegal by the courts. These eight Länder comprise eighty-three per cent of the population of Germany, and the elections enumerated have brought into clear relief present political tendencies throughout the country: the rapidly growing strength of National Socialism; the increasing dissatisfaction with Socialistic attempts to overcome the economic crisis; the progressive disappearance of the middle parties, with the exception of the Catholic Center; and the relatively slow growth of Communistic influence. The table on the following page undertakes to present the results of the elections and to show the political status in the seventeen German Länder as it is today.

Significance The news will be welcome to President Idris Deby's government, which relies on oil for over two-thirds of its revenue. Despite its history of rebellions and coups, Chad is in one of its more stable periods, although presidential and parliamentary elections in 2016 could raise tensions. Impacts France will rely on the political status quo in Chad for its regional military mission. Combating perceived threats from Islamist militant groups is becoming critical to building Deby's profile. However, a strong alliance with an authoritarian regime may be a long-term generator of opposition to France's presence in the region.

The presidential and parliamentary elections were a political earthquake for the French political system. While the two big parties experienced massive losses of political support, the rise of new political formations took place. Emmanuel Macron is not only the youngest president of the V. Republic so far, he is also the first president not to be supported by either one of the two biggest parties. This article argues that the election results are an expression of a deep crisis of representation in France that is rooted in the economic transformations of the 1970s. The article analyses the political situation after the elections and tries to give an outlook on further political developments in France.

This article examines the development of political opposition in Scotland from 1695 to 1701 in the context of the Company of Scotland Trading to Africa and the Indies. It is argued that the potency of the political movement inspired by Darien derived from the view that King William was directly implicated in the failure of the colony. Three episodes in the Company's history—the loss of subscriptions in Hamburg, the appearance of memorials in the new world prohibiting English aid to the colony and the imprisonment of Darien sailors by the Spanish authorities—are examined in detail. The ramification of these controversies was increasingly seen as the result not of English interference, but rather the crown's refusal to act on behalf of the Company. Because a significant proportion of the population was invested in the Company, and because the press helped to keep Darien in the forefront of public consciousness, these issues transformed Darien into a major political grievance that united disparate political factions in support of a single cause. Although the alliance inspired by Darien was temporary, it, nonetheless, played a crucial role in disrupting the political status quo.

In the English constitutional tradition, subjecthood has been primarily derived from two circumstances: place of birth and time of birth. People not born in the right place and at the right time are not considered subjects. What political status they hold varies and depends largely on the political history of the territory in which they reside at the exact time of their birth. A genealogy of early modern British subjecthood reveals that law based on dates and temporal durations—what I will call collectivelyjus tempus—creates sovereign boundaries as powerful as territorial borders or bloodlines. This concept has myriad implications for how citizenship comes to be institutionalized in modern politics. In this article, I briefly outline one route through whichjus tempusbecame a constitutive principle within the Anglo-American tradition of citizenship and how this concept works with other principles of membership to create subtle gradations of semi-citizenship beyond the binary of subject and alien. I illustrate two main points aboutjus tempus: first, how specific dates create sovereign boundaries among people and second, how durational time takes on an abstract value in politics that allows certain kinds of attributes, actions, and relationships to be translated into rights-bearing political statuses. I conclude with some remarks about how, once established, the principle ofjus tempusis applied in a diverse array of political contexts.

On October 8th 2000 municipal elections were held in Belgium to renew the local councils which had been elected in 1994. In the Walloon region and in Flanders in addition provincial elections were organised.  The aim of the article is to try and measure globally where the political forces stand after these elections and among others to assess whether significant swings have take place since june 13th, 1999, when the latest parliamentary and regional elections took place.  On the basis of an estimation of the global results in the municipal elections of the various parties in the Walloon region, in Flanders and in Brussels, backed up by the actual results of the provincial elections, one can say that the liberal group bas strengthened its first position.The Christian democrats, who make up the second most important political group and the Socialists, who rank third, have regained a large part of the losses they incurred onjune 13th, 1999.Although improving their results in comparison with 1994, the Green parties lost again part of their advance they registered in the parliamentary and regional elections and which had probably been boosted by the dioxin crisis.The frenchspeaking far right practically disappears, whereas the Vlaams Blok obtained an average of 15 % of the Flemish electorate in the municipal and provincial elections, a level which it had reached in the 1999 parliamentary elections.


Significance This is expected to be followed by the first parliamentary election since 2014, at some point in early 2022. It now looks increasingly likely that both elections will be delayed. The electoral process lacks the elements it would need to be truly transformative, but it is prompting shifts in the political elite which will dictate developments for at least the next year. Impacts Khalifa Haftar will keep pushing for his armed group to form the core of Libya’s future army Seif al-Islam Qadhafi’s candidacy in the elections is unlikely to result in him becoming president. Aguileh Saleh looks set to stay on as House of Representatives speaker with no clear date for parliamentary elections.

AbstractConsensus democracy among the main Chilean political forces ended abruptly after the 2013 presidential and parliamentary elections, the most polarized elections since the return to democracy in 1990. Relying on spatial voting theory to uncover latent ideological dimensions from survey data between 1990 and 2014, this study finds patterns of gradual polarization starting at least ten years before the collapse of consensus, based on an increasing demobilization of the political center that misaligned politicians from their political platforms (particularly in the center-left parties). That phenomenon changed the political support for the two main political coalitions and the intracoalition bargaining power of their various factions. The pattern also helps to explain the process behind the 2015 reform of the electoral system.
