This Article Assesses the impact of the Cuban military on strategic, diplomatic and political relationships in southern Africa. It does not deal with why Cuba and its Soviet benefactor have interested themselves in the region, nor does it discuss Soviet influence on Cuban foreign policy. The aspects covered here include: (1) how Cuba and Angola fit into the complex pattern of regional relations in southern Africa; (2) an outline of the region's main territorial actors and guerrilla movements, along with a brief history of Cuban involvement in the area; (3) the response of South Africa to this foreign spoiler of its regional hegemony, (4) regional cooperation in southern Africa insofar as it is a response to South Africa's militancy in the face of international communism as represented in the region by Cuba; and (5) Cuba's effect upon the economy and polity of Angola and Mozambique.

The history of the formation of South Africa as a single state is closely intertwined with events of international scale, which have accordingly influenced the definition and development of the main characteristics of the foreign policy of the emerging state. The Anglo-Boer wars and a number of other political and economic events led to the creation of the Union of South Africa under the protectorate of the British Empire in 1910. The political and economic evolution of the Union of South Africa has some specific features arising from specific historical conditions. The colonization of South Africa took place primarily due to the relocation of Dutch and English people who were mainly engaged in business activities (trade, mining, agriculture, etc.). Connected by many economic and financial threads with the elite of the countries from which the settlers left, the local elite began to develop production in the region at an accelerated pace. South Africa’s favorable climate and natural resources have made it a hub for foreign and local capital throughout the African continent. The geostrategic position is of particular importance for foreign policy in South Africa, which in many ways predetermined a great interest and was one of the fundamental factors of international involvement in the development of the region. The role of Jan Smuts, who served as Prime Minister of the Union of South Africa from 1919 to 1924 and from 1939 to 1948, was particularly prominent in the implementation of the foreign and domestic policy of the Union of South Africa in the focus period of this study. The main purpose of this article is to study the process of forming the mechanisms of the foreign policy of the Union of South Africa and the development of its diplomatic network in the period from 1910 to 1948.

Following a long history of using various strategies and policies for diversification and seasonal adjustment in the face of the challenges of achieving economic, social, and environmental sustainability, sun and beach destinations should also consider targeting the wellness tourism market as a post pandemic opportunity and long-term solution. Salou is a mature sun and beach destination in the Mediterranean, but one which, for some time, has had an increasing commitment to family and sports tourism as a result of a strategic renewal process. Now, with the impact of the coronavirus pandemic, the destination management organization is considering the evolution of the model, the internalization of sustainability as a fundamental value, and the impact of different markets. In this study, we examined the challenges the Salou Tourist Board has faced during the development of a post pandemic model for sustainable tourism and what strategies it has adopted in response. We also considered the opportunities and competitive advantages that Salou has in the field of wellness tourism. The results obtained should encourage the continuation of work that promotes the environmental axis of sustainability and adds value to the natural resources on which it depends, including the sea and the landscape, while maintaining the environmental quality of the resources.

Vice President Mondale has been participating extensively in Africa-related foreign policy matters since taking office in January, 1977. The Vice President works closely with Secretary of State Vance and Ambassador to the United Nations Andrew Young in the development of Africa-related policy recommendations for consideration by the President. The Vice President also participates in meetings with visiting African leaders and monitors political developments in Africa. Finally, at the President’s request, Vice President Mondale met with Prime Minister Vorster of South Africa to explain the new Administration’s policies toward southern Africa. Information on the Vice President’s staff’s involvement in Africa-related matters was requested but not received.

Mr. Chairman, I wish to express appreciation for the invitation to appear before the Committee. It is Congress that must take the lead to end what is essentially a “cover-up” of U.S. policy on southern Africa. The Congress must insist on(1)a frank statement of the facts on the situation in South Africa,(2)an open analysis of U.S. interests in that area,(3)progress towards a therapeutic confrontation, discussion, debate, and analysis of what U.S. policy should be,(4)change with a view towards developing an honest, sensible and rational U.S. policy—consistent with U.S. interests—towards South Africa.

The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

This paper focuses on the role of the Uniting Reformed Church in Southern Africa (URCSA) in the South African society during the past 25 years of its services to God, one another and the world. Firstly, the paper provides a brief history of URCSA within 25 years of its existence. Secondly, the societal situation in democratic South Africa is highlighted in light of Article 4 of the Belhar Confession and the Church Order as a measuring tool for the role of the church. Thirdly, the thermometer-thermostat metaphor is applied in evaluating the role of URCSA in democratic South Africa. Furthermore, the 20 years of URCSA and democracy in South Africa are assessed in terms of Gutierrez’s threefold analysis of liberation. In conclusion, the paper proposes how URCSA can rise above the thermometer approach to the thermostat approach within the next 25 years of four general synods.

Prior to the introduction of highly resistant sugarcane varieties, Sugarcane streak virus (SSV) caused serious sugar yield losses in southern Africa. Recently, sugarcane plants with streak symptoms have been identified across South Africa. Unlike the characteristic fine stippling and streaking of SSV, the symptoms resembled the broader, elongated chlorotic lesions commonly observed in wild grasses infected with the related Maize streak virus (MSV). Importantly, these symptoms have been reported on a newly released South African sugarcane cultivar, N44 (resistant to SSV). Following a first report from southern KwaZulu-Natal, South Africa in February 2006, a survey in May 2007 identified numerous plants with identical symptoms in fields of cvs. N44, N27, and N36 across the entire South African sugarcane-growing region. Between 0.04 and 1.6% of the plants in infected fields had streak symptoms. Wild grass species with similar streaking symptoms were observed adjacent to one of these fields. Potted stalks collected from infected N44 plants germinated in a glasshouse exhibited streak symptoms within 10 days. Virus genomes were isolated and sequenced from a symptomatic N44 and Urochloa plantaginea plants collected from one of the surveyed fields (1). Phylogenetic analysis determined that while viruses from both plants closely resembled the South African maize-adapted MSV strain, MSV-A4 (>98.5% genome-wide sequence identity), they were only very distantly related to SSV (~65% identity; MSV-Sasri_S: EU152254; MSV-Sasri_G: EU152255). To our knowledge, this is the first confirmed report of maize-adapted MSV variants in sugarcane. In the 1980s, “MSV strains” were serologically identified in sugarcane plants exhibiting streak symptoms in Reunion and Mauritius, but these were not genetically characterized (2,3). There have been no subsequent reports on the impact of such MSV infections on sugarcane cultivation on these islands. Also, at least five MSV strains have now been described, only one of which, MSV-A, causes significant disease in maize and it is unknown which strain was responsible for sugarcane diseases on these islands in the 1980s (2,3). MSV-A infections could have serious implications for the South African sugar industry. Besides yield losses in infected plants due to stunting and reduced photosynthesis, the virus could be considerably more difficult to control than it is in maize because sugarcane is vegetatively propagated and individual plants remain within fields for years rather than months. The author’s interest in Africa’s relations with India goes back to his doctoral thesis at Oxford University, published under the title of Towards a Pax Africana. The impact of India upon twentieth century Africa has a special place for Gandhi’s strategies of civil disobedience and Nehru’s principle of nonalignment. Gandhi’s satyagraha (soul force) inspired African political figures as diverse as Nobel laureate Albert Luthuli of South Africa and Ivorian president Houphouet-Boigny. Nehru’s ideas about what used to be called “positive neutralism” helped to shape African approaches to foreign policy in the entire post-colonial era. The essay, published almost two decades ago, explored these historical dimensions in this prescient analysis.

No one is happy with the Reagan Administration’s southern Africa foreign policy strategy known as constructive engagement. Liberals object to the tilt towards South Africa, to the linkage of Cuban troop withdrawal from Angola to the Namibian negotiations; to the resulting moribund state of those negotiations; and to the deemphasis of human rights and development issues in favor of increased emphasis on military and security issues. Conservatives object to economic assistance packages for African socialist and self-styled states; to the declining U.S. support of Jonas Savimbi’s ostensibly pro-Western UNITA forces in Angola; to Administration efforts to improve relations between the United States and the Marxist states of Angola and Mozambique; and to the Administration’s apparent willingness to accept a SWAPO (i.e., communist guerrilla) outcome in Namibia.
