This study aims to determine how service quality of Building Permit in District Kramat JatiResidential, East Jakarta. The population in this research is 48 people in the district who filed a Keramat Jati Residential petition. The method used in this research is descriptive analysis. The sampling technique used in this study is Incidental Sampling, which sampling technique by coincidence, that anyone who by chance met with the researchers can be used as a sample, which is deemed suitable by research. Then the amount used as many as 48 people. Theory framework used in this study is Ratminto and Winarsih 2006. Service is an activity or a description of the activities that take place in the direct interaction between a person with another person or machine physically and provide customer satisfaction. The result is that the services provided by the Kramat Jati’s subdistrict officer for the community applicant Building Permit Residential, located in the Good criteria with interpretation number is 3.52. The conclusion of this study is still a lack of discipline of officers in the service process that makes the event of delay that hinder the implementation of the applicant service Building Permit Residential, the researchers recommend the discipline of officers need to be improved so that every service process can run well and can improve quality of care provided to the public. Keywords : Quality Service, Building Permit, the Applicant Building Permit

To get a building permit is a lengthy process involving a series of review and verification phases by the con- sultants and by the authorities and their agents. The work processes are, nowadays, governed by a large de- gree of individualistic work performances.

In order to facilitate a BIM-based building permit application, which exclusively uses the model and ist data as ist sole base of information, we analyzed traditional processes in the phase of issuing a building permit. This allows to restructure the steps of designing a building according to all required criteria and, step by step, remodel for the application of automated processes.

The facilitation of authorization processes will lead to checking machines which will already be applied by the consultants. Nevertheless, authorities need a secure way to evaluate the quality of the specific design in every regard.

For this purpose, we show how to combine different algorithms to check on the quality criteria for a building permit. There are qualitative criteria but also quantitative boundaries and also some nice-to-have items which can be compensated by alternative measures.

At present, the unauthorized occupation of land plots without a building permit, unauthorized seizure or non-compliance with the parameters of the permitted use of land in a number of regions of the country has the most significant problems in the land management system. The research presented in the article clearly shows the types of violations in the field of land legislation in the field of registered cases of unauthorized objects on the example of municipalities of the Krasnodar Territory. The ways of solving the problem of preventing and suppressing the facts of unauthorized construction are proposed.

Current studies conducted by JICA, AMPRI and IFC-World Bank, reported that large commercial buildings in Indonesia are not energy and water efficient. One of the cause is the lack of regulation. Meanwhile, effective regulations to reduce energy and water consumption are the concern mostly in a new building to obtain a building permit. This strategy is understandable as retrofitting existing buildings are often more difficult to be implemented, and enforcement is still a major issue in Indonesia. Local governments are currently working on streamlining building permit process as well as developing an online monitoring system for existing buildings. By applying a Building Energy Management System (BEMS) enables to reduce energy consumption up to 15%. An energy monitoring system was designed and installed through this research for Department of Nuclear Engineering and Engineering Physics (DNEEP) building, Faculty of Engineering, Universitas Gadjah Mada. It is a 20 years old two-story building used for educational activities, which consist of classrooms, laboratories, offices and storage spaces. An audit energy was done recently in 2015 where an energy consumption of 261.299,636 kWh/year.m2 was reported. In the existing condition, a power meter is inaccessible and therefore, the only feedback of occupancy behavior in the energy consumption is through the electricity bill. The previous study has shown that building occupants would behave more efficiently if the amount of energy used is notified, and the amount of energy savings are recorded. However, these energy monitoring systems are considered expensive and uniquely tailored for every building. This research aims to design and install a cost effective BEMS based on occupant’s satisfactory assessment of the lighting, acoustics, and air conditioning quality. The data will be used as a decision supporting system (DSS) by building management through the use of a GUI. The design of the interface was based on a survey result from the prospective users. Installed energy monitoring system uses a current sensor with an accuracy of 98% and a precision of 0.04 A while the voltage sensor with an accuracy of 98% and a precision of 0.58 V. The performance testing shows that the number of web clients influences delay of data transmission. The result of the survey shows that GUI is categorized as fair in design without a significant difference between the perceptions of users with and without survey supervision.
