Farmer’S Perception

The regional government policies on vegetables agribusiness development is carried out through agropolitan area development program. The aims of this study are : (1) To get informations on perception of vegetables farmer’s towards the regional government policies in the efforts of vegetables agribusiness development, (2) To get informations on the vegetables farmer’s efforts to increase vegetables agribusiness through agropolitan area development program, and (3) To analyze the correlation of farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development with the farmer’s efforts to increase vegetables agribusiness. The method of this study is using descriptive correlation. Some important results of this study are : (1) The vegetables farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development is high, (2) Vegetables farmer’s effort to increase vegetables agribusiness is high, and (3) There is significant correlation between vegetables farmer’s perception and the efforts of the vegetables farmer’s to increase vegetables agribusiness, such as : partnership with the entrepreneurs, on-farm management, and marketing management. The supporting sub-system merit such as : the micro financial institutions, agricultural education and training, agricultural extention, faciliting of regional governments to provide market places at main market in Jakarta should be increased.

The condition of the border areas in Indonesia is largely isolated, lagging, poor, and backward so as to require an affirmafive and innovative development policy. This study discusses the asymmetrical policy of Jokowi-JK government in the development of border areas in Indonesia. Most of the border areas are Underdeveloped Regions, so a symmetrical or special policy is required so that the development of border areas is not left behind with other regions or other countries. The implementation of the policy was carried out with the development of infrastructure and basic social services for the community as well as financial distribution, implementation of specific policies and arranging the formation of New Autonomous Region (DOB) in welfare-oriented border areas. This asymmetric policy encourages accelerated development in border areas so as to improve the human development index.

Several studies have shown that the success of interregional cooperation may be influenced by coordination, commitment, participation, variance of cooperation, structure, format of cooperation, and political will. Nevertheless, these factors do not stand alone since actor relations as a determining aspect is capable of driving those factors eﬀectively. This article aims to examine the aspect of actor relations as a contributing factor that determines successful cooperation among regions. This is a qualitative research with the policy of inter-regional cooperation of the Banjarbakula Program, South Kalimantan Province from February 2017 to February 2018, set as its object of study. The result of this study states that the success of inter-regional cooperation is influenced by the relationship of actors in development factors as suggested by previous experts. The actors involved in the inter-regional cooperation examined in this case had become triggers of coordination, commitment, and participation toward success and failure, as well as the eﬀectiveness of regional cooperation policy. Structural obstacles, ego-centric character, minimum budget availability, and non-visionary planning could be overcome as long as actor relations were properly managed.
