Comparative pedagogical analyses were obtained on the basis of the generalised theoretical results. The aim of the study is to discover theoretical, methodological, didactic principles of a professional training of preschool teachers in the context of socio-political, economic, socio-cultural and pedagogical determinants in some European Union countries in order to justify the possibilities of introduction of an innovative European experience in preschool teachers? professional training in Ukraine and other countries. The results of comparative pedagogical research on professional development of preschool teachers? in some countries of the European Union are generalised; models were characterised; organisational and pedagogical support for the professional development of preschool teachers in some countries of the European Union was specified; the influence of European integration processes on the modernisation of professional development of preschool teachers in Ukraine and the comparative analysis of systems of professional development of preschool teachers in some countries of the European Union and Ukraine were studied; promising directions were described in the implementation of innovative ideas of the European experience in the vocational education system in Ukraine.

The article analyzes the normative legal support for the development of professional standards in the context of continuing education in the European countries and in Ukraine. The types of professional standards in the European Union countries that are used in the system of vocational education are distinguished. A typical model of a professional standard of specialist training is presented. The principles of developing professional standards in the system of national education are highlighted: assessment of requirements to the general and professional competencies of certain labour functions and the use of common criteria for their formation; the objectivity of determining the names, content and volume of labor functions by type of employment; taking into account the successful international experience of the countries. It is characterized the program of specialists’ professional training in Germany «Innovations in professional training», the principles of which are: optimization of vocational training for low-income citizens, which requires the reorganization of the financial support system; provision through corporate learning to optimize the transition from one qualification to another; the flexibility of vocational education; expansion of practice bases; increase of employment opportunities; expanding the possibilities of transition from one qualification to another; increasing mobility and level of education; strengthening of the dual system of education; cooperation in the field of industry, education and politics. A comparative analysis of the concepts that make up the scientific thesaurus of the study of standards of vocational training in the countries of the European Union is carried out. It is noted that in the European scientific discourse different names are used to designate the qualifications which are defined in the EU by certain peculiarities: national professional qualifications; certification professional qualifications; professional qualifications. The approaches to professional standards in the European educational space are determined.

Ukraine has been facing the problem of reforming of administrative and territorial structure (ATS) since it became independent, yet it has gained a special relevance after two consequent economic crises and in the period of after-crisis restoration of national economy accompanied by the search for efficient ways to accelerate reviving processes in the country’s economic system. The following reasons have also impacted the acceleration of ATS reforming in the country lately: boosted integration into single European economic space; fierce political-economic discussion about the impossibility of the country’s federalization; search for the ways to reduce the gap in socio-economic development of Ukrainian regions and their components. European experience of regional development is gaining increasing importance in this context, as it should become the leading driver of current restoration and further growth of Ukrainian economy. The paper aims to develop the ways to improve the efficiency of administrative and territorial structure reform in Ukraine based on assessment of the reform results in the country, identification of problems and implementation of foreign experience in their solution. The paper shows the processes of administrative and territorial structure reform in Ukraine and reveals its achievements and problems. Conducting of administrative and territorial structure reform is assessed. Main achievements of administrative and territorial structure reform in the country are characterized. The dynamics of average number of territorial communities that have united into one consolidated territorial community in 2015-2018 is shown. The importance of conducting the reform in the context of the country’s integration with the European Union is emphasized and experience of EU Member States in terms of administrative and territorial structure reforming is examined with the focus on the post-socialistic type of countries. The ways to improve administrative and territorial structure reform in Ukraine and to solve its problems based on implementation of foreign experience are suggested.

The article is an attempt to study the nation-building processes in Ukraine and in the countries of the European Union. The similarities and differences are accentuated for Ukraine, which was able to restore its independence after a long national liberation struggle, and the countries of the European Union, most of which can be called the states with sustainable democracy. In order to study the peculiarities of the nation-building processes, universal features common for any nation are investigated: history, territory, language, culture and national self-consciousness. The peculiarities of the nation-building in the newly and post-imperialist states are determined, as well as the influence of history on the formation of the archetypes of the nations. The reasons for the activation of the nation-building processes and their interrelation with the strengthening of separatist sentiments are investigated. The urgency of the separatism issue on the agenda of not only Ukraine but also of the countries of Europe is mentioned. The influence of nation-building processes on the interpretation of historical facts and events, attempts to “rewrite” historical facts or to silence them is considered. The role of the language issue in the nation-building and the duality of its interpretation are studied. Particular attention is drawn to the disagreements that have emerged in the nation-building process in Ukraine and the Member States of the European Union. The contradictions in the interpretation of various social, political and cultural phenomena in Ukraine and the countries of the European Union are considered. The historical lessons of the European Union, which are worth learning in Ukraine for the further painless nation-building, and valuable European experience, which should be studied or taken into account in practice, are analysed. The main challenges facing Ukraine and the European Union countries regarding the future of the nation-building, peaceful coexistence and productive cooperation are highlighted.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.
