Health regulations curbing the spread of the Kovid-19 virus have brought a number of restrictions into our social life, from wearing masks and maintaining physical distance, to the complete abolition of important segments of social life. In doing so, the government has responded to the key risks of a pandemic: the health of individuals and the ability of health systems to care for large numbers of patients. At the very beginning of the pandemic, two notions took shape in the public: that young people are at lower risk than the elderly and the sick, and that they adhere less to epidemiological measures. Using a dana obtained through the survey at a sample of students at the Faculty of Law in Belgrade, I tried to establish the extent to which they comply with the regulations and which factors influence it the most. The results show that a relatively small percentage of respondents regularly comply with health regulations and that most of them are in the ambivalence zone. Compliance with the measures is influenced by the following factors: belief that the measures are justified and effective, that is, agreement with the content of the norms; trust in institutions, and especially trust in experts and doctors; as well as regular media consumption and trust in their objectivity. Social control, that is, moral and legal condemnation for non-compliance with measures, did not prove to be significant. These findings show that in crisis such as this, clear and transparent communication, and the behavior of actors and institutions that instills trust, can ensure voluntary compliance with legal measures.

The article is devoted to actual issues of public finance – old-age income support and social security in the twenty-first century. For this reason, government has tried to guarantee old-age’s pension eligibility. In our country pension system is presented with three-level pension system, which join mandatory and voluntary components – solidary system (first level), compulsory accumulation system (not exist now) and private pension system. According to Ukrainian’s pension model, basic and minimum pensions are funded by solidary system or PAYG (“Pay-As-You-Go”) system. As the results, maintains of sufficient financial resources of Pension fund’s budget is very important for financial stability of pension system. The authors show the relationship between sufficient financial support for the elderly in Ukraine and the financial capacity of the solidarity pension system. It was found that in order to form a financially stability pension system, it is necessary to ensure a sufficient amount of own pension fund revenues and avoiding deficit of the Pension Fund’s budget. So, the main indicators of current PAYG system in Ukraine include the public pension expenditures and deficit of the Pension Fund. The article presents dynamics of revenues to the Pension Fund of Ukraine and structure of own pension fund revenues and allocations from the government budged. The total amount of the government budget expenditures that are directed to financing the pension fund are about twenty percent. In our opinion, the key reasons of the “lack of own income” are the shadowing of the economy, the macroeconomic situation, the low minimum wage, the existence of a limit on the maximum amount of wages, which accrues percent of social contribution. As a conclusion, the authors suggest measures for solving the issue of “lack of own income” of the Pension Fund of Ukraine – rising the retirement age, labor market’s reforming, increasing insurance fees and implement compulsory accumulation system. The analytical materials and conclusions can be useful for following researches of finding solutions for achieving the financial stable Pay-You-Go system. This chapter focuses attention on sex offenders who, perhaps more than any other 'type' of offender, have been systematically vilified, demonised, and ostracised from mainstream society. The author argues that, for once, the public, the media, the government, and – worryingly – large numbers of professionals seem to be in agreement that such 'othering' is entirely right and proper in what are seen to be the larger interests of public protection. The author explores the implications of this deeply entrenched culture for ‘would-be desisters’ and suggests ways forward that offer individuals opportunities to uncouple from the ‘master status’ of sex offender and to build positive social networks.

Purpose Malaysia is considered to be a relatively young country as compared to other older countries such as Japan, China and Australia in terms of the ageing population. However, until 2035, Malaysia will be in the ageing group countries as 15% of the entire population will be above 60 years of age. This situation is quite alarming as more and more ageing care centres will be required to fulfill the ongoing demands of the ageing population. The elderly care centres in Malaysia are categorised as public (sponsored by the government), private, and charity based that comes under religious centres. Currently, there are about 365 registered elderly care centres working in the main states of Malaysia, including Sabah and Sarawak, two states of the East Malaysia. Due to the importance of ageing population issues, the present study is conducted to explore the demographics facet of Malaysian’s elderly care centres. The main reason behind that lies on the fact that many of these centres are still labelled as being not well equipped and lacking behind in trained staff, equipment and also suffering from severe financial constraints but some still capable of working on a sustainability basis. Design/methodology/approach Qualitative Research Strategy has been adopted, and 28 centres throughout Malaysia are included in this study. About 18 Operators from different centres and 15 caregivers were interviewed to get the holistic view of ageing care and facilities in their respective centres. Findings The results highlight that the majority of centres are not receiving any financial help from the government, and few centres are doing small business such as supplying consumable medical and non-medical items and providing renting and rehabilitation centres facilities to sustain. The caregivers are facing issues such as excess workload, less salary, peer conflicts and non-cooperative centre leadership. Originality/value The present study may help to provide useful information to the policymakers, which enables them to formulate the strategies for ageing care centres in Malaysia. As this study provides insight of components that have an impact on the overall wellbeing of elderly care centres, hence, it could help the care services providers to act as a rising star for Malaysian’s social life comfort.

The beginning of 2020 is a new challenge for all countries affected by Covid 19, including Indonesia. The number of cases that continues to grow is a public concern. Even so, there are still many people who do not care about the dangers of the virus. Not only physically and psychologically, this global case also affects the economic condition of the community. One of the communities affected by the economy due to the Covid-19 pandemic is the people of Surien Village, Banda Aceh. This service activity aims to disseminate the prevention of Covid-19 transmission and assistance to strengthen the economy of the affected community in Surien Village, Meuraxa District, Banda Aceh City. The method used is to educate the public about health protocols that have been issued by the government to prevent transmission of the corona virus. Socialization was carried out by practicing and distributing brochures containing detailed health protocols such as wearing masks, physical distance from crowds and proper and proper hand washing methods tucked into the basic needs assistance. The results of these activities provide a deeper understanding to the public about the importance of wearing masks and washing hands properly for the early prevention of the spread of Covid-19. Providing basic food assistance is very useful for strengthening the economy of people who tend to be unprivileged during the Covid-19 pandemic issue.

Este texto sintetiza la indagación del autor en torno a la desaparición de empresas manufactureras colombianas y a algunos esfuerzos de rescate de las mismas, realizados por sus trabajadores, cuando los primeros efectos de la globalización empezaron a sentirse en muchos medios. Se trata de un intento en cierta manera pionero en Colombia, tal vez por lo mismo que el fenómeno paso notoriamente inadvertido por la opinión pública, debido tanto al amparo gubernamental de que gozaron los empresarios para eludir las leyes laborales y deshacerse fácilmente de los trabajadores “sobrantes”, como a la débil resistencia y a veces indiferencia que el atropello despertó en las directivas sindicales. La desaparición de empresas simbólicas de la vida social colombiana, grandes y medianas, ha borrado rápidamente de la memoria nacional el aporte que empresarios criollos y trabajadores hicieron a la técnica, la calidad y la presentación de la producción nacional atesoradas en un siglo de historia de la manufactura. Death and Recovery of Colombian Companies This article synthesizes the author’s inquiry about the disappearance of Colombian manufacturing forms, and some rescue efforts made by their workers when the first effects of globalization began to be felt in our midst. In some way, this is a pioneering attempt in Colombia, since the phenomenon became well unnoticed by the public, because both, the employers had the government support to circumvent labor laws and to drive out easily the workers “surplus”, as well as the feeble resistence and sometimes indifference of union leaders. The disappearance of symbolic firms in Colombian social life, large and medium, quickly erased the memory of the contribution that national employers and workers made in techniques, quality and presentation of national productions treasured along a century of manufacturing history. Coronavirus disease 2019 (COVID-19) patients, their families, health workers, and cemetery officials are not only haunted by tragedies of the new coronavirus but are also stigmatized by the community. Stigma can be very detrimental to social life because it can be long-lasting without proper social measures. This qualitative study examined some cases of stigma in Indonesia. The interview was broadcast both live and online by a private television station, on April 15, 2020, and supplementary informationwas obtained from reliable news stories published by various mass media and from interviews with various groups of people. We identified the limited availability of personal protective equipment among health workers, a public lack of clear understanding regarding COVID-19, the distortion of news by various media, and a lack of clarity among those responsible for providing education, information, and communication. The government has not acted in a sufficiently prompt mannerto prevent the spread of imported infectious diseases, resulting in local transmission and creating various stigmasamong local communities. Although the infection has already begun to spread, the government must continue toensure the correct understanding and clear mechanismsfor how to prevent COVID-19 among the public.

This chapter discusses the erosion of the newspaper business and presents arguments as to why the free press is important, even in the Internet age. It also details the research behind this volume, and argues that no other function of a free press is as important as its ability to monitor the work of the government. The presence of a vibrant press to monitor government is not just important on the micro level but is essential to the proper functioning of our democracy. In fact, the work of the news media is valued because it helps empower the “public sphere,” meaning a realm of our social life in which something approaching public opinion can be formed. Here, the public sphere is not just a virtual or imagined place to discuss public affairs, but it is also a mechanism to enable citizens to influence social action.

Government expenditure on public procurement accounts for a sizeable part of economic activity and demand. The annual public-sector procurement budget accounts about 20% to 30% of GDP in the developing countries, which provides the countries public sector with considerable leverage to stimulate the public-sector consumptions favoring goods, works, and services using fewer resources, and less harmful to the environment. The public sector should be more responsible for supporting environmental and broader sustainable development objectives. Green public procurement (GPP) is slowly getting recognized internationally as an effective means for public administrations to manage the balance between cost-effectiveness and sustainable development. The public fund should be used responsibly to uplift the health, environment, and social life. At the same time, the goods, services, and works procured by the government must achieve value for money. This chapter focuses on the importance of green public procurement strategies that could guide the countries to successfully plan, procure, and implement green public procurement (GPP) by outlining policies, strategies, and actions to boost green public procurement. The recommended strategies are based on the international best practices and the lessons learned from the experience by different government around the world. These strategies could be updated and customized based on the specific country context and their readiness.

The covid-19 pandemic has made changes in society, including Government policy. The policy changes led to mixing responses from the public, namely netizens. Netizen shares their opinion in social media, including Twitter. Their opinion can represent the public’s trust in the Government. Sentiment analysis analyses others’ opinions and categorises them into positive opinions, negative opinions, or neutral opinions. Sentiment analysis can analyze large numbers of opinions so that public opinion can be analyzed quickly. This paper explains how to analyze public trust using sentiment analysis and to use Naïve Bayes classification method to analyze sentiment. The data research was taken from Twitter in the first quarter of the Covid-19 pandemic, with around 3000 tweets. The tweets were related to Covid-19 and the Government from several countries such as the United States, Australia, Ireland, Switzerland, Italy, Philippines, Sri Lanka, Canada, Netherlands, United Kingdom, Germany, and Lebanon. This study aims to determine the level of public trust in the Government in the first quarter of the Covid-19 pandemic. The research result is expected to be used as a reference for the public policy stakeholders to determine future policies.

Abstract: This study aims to reveal perceptions of community leaders on the political aspects of the existence of commercial sex workers (PSK) in the former South Long Sea Swamp Localization. Bandar Lampung. Social insecurity caused by discriminatory government policies and lack of partiality towards people who are marginalized in social life has until now become a kind of destiny of life. Power is always always, will get challenges, rejection and lack of trust. The choice for power certainly carries a number of risks. One mandate in carrying out power is to favor the interests of the community and the public interest above personal or group interests. This was revealed in a preliminary study in an interview with the head of RT 13 Environment 1 Kelurahan Panjang Selatan that social inequality was due to inequality in policy making by the government. The political aspect of the existence of commercial sex workers (CSWs) in the former south long localization questioned the background that caused the powerlessness of the government in dealing with this problem.Abstrak: Penelitian ini bertujuan untuk mengungkap persepsi tokoh masyarakat terhadap aspek politik eksistensi pekerja seks komersial (psk) di eks Lokalisasi Rawa Laut Panjang Selatan. Bandar Lampung. Kerawanan sosial yang disebabkan oleh kebijakan pemerintah yang diskriminatatif dan sepi dari keberpihakan terhadap orang-orang yang termarginalisasi pada kehidupan sosial, hingga kini telah menjadi semacam takdir kehidupan.
