Volunteering is conceptualised as an activity when time is given freely to benefit another person, group or cause. Such activity can be done through formal organisations and informal groups, but time can also be given directly to people in need. However, volunteering to formal organisations tend to predominate in the research, and our knowledge on the factors that promote such behaviour mostly comes from countries where this form of giving time is well developed, particularly from Anglo-Saxon and Western and Northern European countries. Focussing on three forms of giving time in Serbia: volunteering to formal organisations, volunteering in informal groups and helping individuals, this paper seeks to address these gaps in the literature. Data analysed in this paper come from the first encompassing national survey on pro-social behaviour (N= 1,528) carried out in Serbia in 2014. This research shows that providing direct help to people (71.2%) is by far a more common activity than volunteering to formal organisations (27.7%) and participating in the activities of informal groups (22.8%). There are differences in giving time according to socio-demographic characteristics. In general, respondents who reported giving time are likely to be found among the younger population, among students and those without health problems. Also, different socio-demographic groups of population engage in different forms of giving time.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

BACKGROUND Potential is seen in web data collection for population health surveys due to a combination of its cost-effectiveness, implementation ease and the increased internet penetration. Nonetheless, web modes may lead to lower and more selective unit response rates than traditional modes and hence may increase bias in the measured indicators. OBJECTIVE This research assesses the unit response and costs of a web versus F2F study. METHODS Alongside the F2F Belgian Health Interview Survey of 2018 (BHIS2018; n gross sample used: 7,698), a web survey (BHISWEB; n gross sample=6,183) is organized. Socio-demographic data on invited individuals is obtained from the national register and census linkages. Unit response rates considering the different sampling probabilities of both surveys are calculated. Logistic regression analyses examine the association between mode system (web vs. F2F) and socio-demographic characteristics on unit non-response. The costs per completed web questionnaire are compared with these for a completed F2F questionnaire. RESULTS The unit response rate is lower in BHISWEB (18.0%) versus BHIS2018 (43.1%). A lower web response is found among all socio-demographic groups, however, the difference is higher among people older than 65, low educated people, people with a non-Belgian nationality, people living alone and these living in Brussels Capital. Not the same socio-demographic characteristics are associated with non-response in both studies. Having another European (OR (95% CI): 1.60 (1.20-2.13)) or a non-European nationality (OR (95% CI): 2.57 (1.79-3.70)) (compared to having the Belgian nationality) and living in the Brussels Capital (95% CI): 1.72 (1.41-2.10)) or Walloon (OR (95% CI): 1.47 (1.15 - 1.87) region (compared to living in the Flemish region) is only in BHISWEB associated with a higher non-response. In BHIS2018 younger people (OR (95% CI): 1.31 (1.11-1.54)) are more likely to be non-respondent than older people, this was not found BHISWEB. In both studies, lower educated people have a higher change to be non-respondent, but this effect is more pronounced in BHISWEB (OR low vs. high education level (95% CI): Web 2.71 (2.21-3.39)); F2F 1.70 (1.48-1.95)). The BHISWEB study has a considerable cost advantage; the total cost per completed questionnaire is almost three times lower (€41) compared to the F2F data collection (€111). CONCLUSIONS The F2F unit response rate is generally higher, yet for certain groups the difference between web versus F2F is more limited. A considerable cost advantage of web collection is found. It is therefore worthwhile to experiment with adaptive mixed-mode designs to optimize financial resources without increasing selection bias; e.g. only inviting socio-demographic groups more eager to participate online for web surveys while remaining to focus on increasing the F2F response rates for other groups. Orientation: Workplace bullying has negative physical and psychological effects on employees and several negative effects on organisations. Research purpose: The purpose of the research was to determine the prevalence of workplace bullying in South Africa and whether there are differences in employees’ experiences of bullying with regard to socio-demographic characteristics, sense of coherence (SOC) and diversity experiences.Motivation for the study: This study intended to draw attention to the implications and negative effects of workplace bullying and to determine whether employees with certain socio-demographic characteristics, SOC levels and diversity experiences experience higher levels of bullying than others do.Research design, approach and method: The researchers used a cross-sectional field survey approach. They used an availability sample (N = 13 911). They computed frequencies to determine the prevalence of workplace bullying and used a multivariate analysis of variance (MANOVA) and analyses of variance (ANOVAs) to determine the differences between the groups.Main findings: The results showed that 31.1% of the sample had experienced workplace bullying. The researchers found significant differences between all the socio-demographic groups. Participants with higher levels of SOC, and who experienced diversity positively, reported lower levels of workplace bullying.Practical/managerial implications: Employers need to realise that workplace bullying is a common problem amongst South African employees and should ensure that they have the necessary prevention methods.Contribution/value-add: This study contributes to the limited research on the prevalence of workplace bullying and its relationship with SOC and diversity experiences in the South African workplace.

The main aim of this study was to determine the current situation of offender profiling in Japan. In addition, the accuracy of crime linkage and inferring offenders’ profiles were examined. To evaluate offender profiling comprehensively, we conducted a national survey of 156 people responsible for offender profiling between 2011 and 2012 to obtain their demographic characteristics and experience related to profiling. Furthermore, we also used a sample of 296 resolved cases to examine the content of profiling and the accuracy of predictions in offender profiling. The results of the statistical analyses revealed that police professionals from various backgrounds were engaged in profiling in Japan; 76% were police investigators, and 19% were professionals at forensic science laboratories engaged in psychological work. Regarding the utilization of profiling results in police investigations, 46% of profiling ‘led to identification of offender’. As for prediction accuracy, the rate of linkage errors (i.e. where profilers could not correctly link incidents even when they knew of the occurrence of these incidents) was 15%. Accurately inferring an offender’s profile was found to be between 72% (means of transportation) and 100% (sex). We also discussed the challenges faced by the police who practise offender profiling in Japan.

ABSTRACTThis paper analyses the determinants of satisfaction with daily activities among retirees aged 65 years or older in 11 European countries. We use data from the Survey of Health, Ageing and Retirement in Europe on self-assessed satisfaction with daily activities and anchoring vignettes to correct for potential differences in response scales across countries and socio-demographic groups. On average, retired Europeans appear to be satisfied with their daily activities, but there are large differences across countries: respondents from Northern countries tend to be more satisfied than individuals from Central European or Mediterranean countries. Our analysis shows that correcting for response scale differentials alters the country ranking for satisfaction with daily activities but hardly affects the conclusions on the factors driving within-country differences between socio-demographic groups.

This paper explores trends in beverage preference in adolescents, identifies related regional differences, and examines cluster differences in key drinking measures. Data were obtained from the European School Survey Project on Alcohol and Other Drugs (ESPAD), covering 24 European countries between 1999 and 2019. Trends in the distribution of alcoholic beverages on the participants’ most recent drinking occasion were analysed by sex and country using fractional multinomial logit regression. Clusters of countries based on trends and predicted beverage proportions were compared regarding the prevalence of drinkers, mean alcohol volume and prevalence of heavy drinking. Four distinct clusters each among girls and boys emerged. Among girls, there was not one type of beverage that was preferred across clusters, but the proportion of cider/alcopops strongly increased over time in most clusters. Among boys, the proportion of beer decreased, but was dominant across time in all clusters. Only northern European countries formed a geographically defined region with the highest prevalence of heavy drinking and average alcohol volume in both genders. Adolescent beverage preferences are associated with mean alcohol volume and heavy drinking at a country-level. Future approaches to drinking cultures need to take subpopulations such as adolescents into account.
