The decommissioning of the ASTRA research reactor at the Austrian Research Centres Seibersdorf was described within three technical papers already released in Nuclear Technology & Radiation Protection throughout the years 2003, 2006, and 2008. Following a suggestion from IAEA the project was investigated well after the files were closed regarding rather administrative than technical matters starting with the project mission, explaining the project structure and identifying the key factors and the key performance indicators. The continuous documentary and reporting system as implemented to fulfil the informational needs of stake-holders, management, and project staff alike is described. Finally the project is summarized in relationship to the performance indicators.

Both the description of and the operational experience with the radiation protection system at the research reactor WWR-M are presented. The list of the factors regarding the radiation hazards during the reactor routine operation is given and the main activities on the radiation safety provision are established. The statistical information for the staff exposure, the radioactive aerosol releases and the external radiation monitoring is shown. The preliminary considerations on the system upgrading for the decommissioning are presented.

The development of telecommunications plays an essential role in the economy, as it affects the opportunities for communication between economic actors at both the national and global levels. Today mobile communication companies, which provide quality communication and information retrieval opportunities through the variety of their services, technological features and tariff plans, are important telecommunication providers. The aim of the present research is to examine the leading mobile communication service providers in Latvia by employing the theoretical findings of communication technology and telecommunications. The research used the following methods: monographic, induction and deduction, graphic, comparison, as well as competitiveness assessment based on the competitiveness index. The research described the theoretical aspects of telecommunications, examined the leading mobile communication service providers in Latvia, their most important financial performance indicators, services and tariff plans offered as well as assessed their competitiveness.Examining the mobile tariff plans and the services included therein, it was found that they were quite similar. However, an examination of each offer in more detail revealed that there were many nuances that were important to the client and that should be paid attention to.After assessing the competitiveness of the leading mobile communication providers, it was concluded that Latvijas Mobilas Telefons scored the highest number of points, Bite Latvija was in second place and Tele 2 took third place. An assessment of the key factors of competitiveness for the providers revealed that the company Latvijas Mobilais Telefons needed to improve the positions where its competitors had higher ratings: its discount system, the prices of services and the supply of services.

This article examines the development of a series of newly created research centres in the UK. They are of interest because of the novelty of their mission – to conduct research into the techniques and methods of handling large-scale datasets and, over a three-year period with Research Council support, to develop a portfolio of activities and customers able to sustain the Centre when core funding has expired. Christine Tiler examines the range of experience encountered by the Laboratories and draws out key factors which influenced their development. She pays particular attention to those factors which affected their ability to transform themselves into self-funding research and development organizations.

The article proposes a model for evaluating the activities of retail enterprise, which is based on five stages and allows determining ways to increase the efficiency of functioning, which will improve the adaptive properties of the economic object. The analysis of types of KPI is carried out, process and functional approaches are identified as the main ones for the direct development of key performance indicators, as well as the characteristics of the evaluation of effective marketing at enterprises, including those that function in the sphere of retail trade, are determined. The authors considered how modeling and forecasting of key financial indicators of an enterprise contribute to the creation of strategies for its development. The article notes that for the initial evaluation of a retail enterprise focused on long-term success, it is mandatory to conduct an audit aimed at assessing the efficiency of the economic object and defining how quickly the enterprise adapts to dynamic environmental conditions. The carried out analysis allowed to identify the key factors that contribute to an improvement of the enterprise’s operation. Also, on the example of the Isikawa diagram, the ratio of KPI, strategies and understanding of business processes was considered in order to set, control and analyze the achievement of goals.

This paper analyses the nature of high-tech firms created by academic researchers and the key factors that lead to their successful evolution. The author bases his remarks on a survey of 250 French high-tech companies with their origins in public research centres. He argues against the stereotypical representation of the academic as a poor entrepreneur and identifies common characteristics and expertise required by academic research workers and managers of high-tech SMEs. He demonstrates that the spin-off companies which have developed most successfully have been those with the greatest ability to bring into play a wide range of resources and skills, working through partnerships and networks, at local, national and international levels.

The role of technological innovation in enhancing competitive advantage at the level of individual companies and industries, regions, and even countries, has increased interest in the innovation component of the cluster, and has led to revision of the concept of the treatment of cluster effects and of approaches to their study. As a result of theoretical research and analysis of practical situations, in the late 1990s W. Feldman and J. Audretsch developed a theory of economic development through the establishment of innovation clusters. In this paper we aim to identify the quantitative link between the participation in innovation clusters and universities, research centres, and other institutes of innovative development; we will also try to find the key factors affecting them. We used econometric procedures for 413 companies (based on the data of accounting and statistical reports) of the Perm region (Russia). The regression outcomes allow defining the ?stimulating? factors affecting participation in cluster relationships. The quantitative analysis was supplemented by in-depth interviews on different types of relationship forms among companies and institutes promoting innovation within the framework of a cluster concept.

Abstract Objective Electronic pharmacovigilance reporting systems are being implemented in many developing countries in an effort to improve reporting rates. This study sought to establish the factors that acted as barriers to the success of an electronic pharmacovigilance reporting system in Kenya 3 years after its implementation. Materials and Methods Factors that could act as barriers to using electronic reporting systems were identified in a review of literature and then used to develop a survey questionnaire that was administered to pharmacists working in government hospitals in 6 counties in Kenya. Results The survey was completed by 103 out of the 115 targeted pharmacists (89.5%) and included free-text comments. The key factors identified as barriers were: unavailable, unreliable, or expensive Internet access; challenges associated with a hybrid system of paper and electronic reporting tools; and system usability issues. Coordination challenges at the national pharmacovigilance center and changes in the structure of health management in the country also had an impact on the success of the electronic reporting system. Discussion Different personal, organizational, infrastructural, and reporting system factors affect the success of electronic reporting systems in different ways, depending on the context. Context-specific formative evaluations are useful in establishing the performance of electronic reporting systems to identify problems and ensure that they achieve the desired objectives. Conclusion While several factors hindered the optimal use of the electronic pharmacovigilance reporting system in Kenya, all were considered modifiable. Effort should be directed toward tackling the identified issues in order to facilitate use and improve pharmacovigilance reporting rates.

Summary Many small scale efficacious programs and interventions need to be ‘scaled-up’ in order to reach a larger population. Although it has been argued that interventions deemed suitable for upscaling need to have demonstrated effectiveness, be able to be implemented cost-effectively and be accepted by intended recipients, these factors alone are insufficient in explaining which programs are adopted more broadly. Upscaling research often identifies political will as a key factor in explaining whether programs are supported and up-scaled, but this research lacks any depth into how political will is formed and has not applied policy theories to understanding the upscaling process. This article uses a political science lens to examine the key factors in the upscaling process of a Respectful Relationships in Schools Program. Focus groups and interviews were conducted with project staff, managers and community organizations involved in the program. The results reveal how a key focusing event related to a highly profiled personal tragedy propelled family violence into the national spotlight. At the same time, the organization leading the respectful relationships program leveraged their networks to position the program within the education department which enabled the government to quickly respond to the issue. The study highlights that political will is not a stand-alone factor as depicted by up-scaling models, but rather is the end point of a complex process that involves many elements including the establishment of networks and aligned programs that can capitalize when opportunities arise.
