This article considers how the sustainable development paradigm of the 1990s has been transferred from Western donor circles to a non-Western donor, Japan, and has been “translated” in the implementation of Japan's international cooperation policy. In so doing, the article discusses issues of “greening” with relation to foreign aid, and more specifically Japan's bilateral international cooperation. It highlights how dynamics of cultural politics specific to an individual country (i.e. Japan) condition the ways in which its perception and practice of “sustainable development” unfold across time and space, and between a multitude of state and nonstate actors that crisscross national boundaries. Such conditions, in turn, emphasize the importance of understanding different ways of institutional learning (or adaptation) in Japan's international cooperation system for dealing with the socio-environmental aspects of its projects.

Increasingly growing necessity for international cooperation of Lithuanian youth non-governmental organization is analyzed in the article. The appropriateness of intercultural competence development for enhancing international activities of Youth non-governmental organization is examined. The results of empirical survey, which confirm the hypothesis that the lack of intercultural competence is the main barrier for international cooperation activities of youth non-governmental organizations, are presented. According to the theory and survey results, authors suggest the list of the main intercultural competences, which could become a core of human resource development in order to enhance international activities of non-governmental youth organizations.

AbstractOne of major changes the world politics has witnessed, during the past three decades, is related to the rising of non-state actors influence in different international domains, such as the international development cooperation system. These actors play now a key role in the global governance, influencing a variety of agendas. Some international organizations promote a significant relationship with non-state actors, such as the Commission's Directorate-General for International Cooperation and Development (DG DEVCO), from European Union (EU). Other institutions need improvements in this aspect, like the Brazilian Cooperation Agency (ABC – Agência Brasileira de Cooperação), from Ministry of Foreign Affairs in Brazil. In this context, the proposed article aims to analyze and compare the different sorts of non-state actors interactions within the international development cooperation system, mainly through DG DEVCO (EU) and ABC (Brazil). Were non-state actors able to change the architecture of international development cooperation agenda within these two referred institutions? What kinds of changes they have promoted so far? Outras instituições precisam de aprimoramentos, como a Agência Brasileira de Cooperação (ABC) do Ministério das Relações Exteriores do Brasil. Nesse contexto, o presente artigo se propõe analisar e comparar diferentes interações com atores não-estatais no sistema de cooperação internacional para o desenvolvimento, notadamente por meio da DG DEVCO (UE) e ABC (Brasil).
