The article analyzes approaches to the interpretation of the definition of an entrepreneurial environment. A grouping of factors influencing the business environment at the regional level is made. It has been established that in the Amur Region there are significant incentives for the development of the shadow economy, which, in turn, has a negative impact on the sustainability of small business development in the official sector of the regional economy.

Subject. The article examines the laws regulating insider trading. Objectives. The study outlines recommendations for refining Law On Countering the Illegal Use of Insider Information and Market Manipulation and Amendments to Some Legislative Acts of the Russian Federation, № 224-ФЗ of July 27, 2010. Methods. The methodological framework includes a general dialectical method, analysis and synthesis, induction and deductions, and some specific methods, such as comparative and formal logic analysis to specify the definition of insider information, structural logic and functional analysis to improve the mechanism for countering insider trading and market manipulation. Results. We discovered key drawbacks to be addressed so as to improve the business environment in Russia. Although the Russia laws mainly mirror the U.S. laws, they present a more extended list of terms concerning the insider information. I believe the legislative perfection should be continued. Conclusions and Relevance. The study helps apply the findings to outline a new legislative regulation or amend the existing ones, add a new mention on the course of financial markets to students’ books, develop new methods for detecting and countering and improving the existing ones. If all parties to insider relationships use the findings, they will prevent insider trading crimes in financial markets and (or) reduce the negative impact of such crimes on the parties.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. The article aims at investigating and analyzing the changes trends of small business key indicators in the Adjara region and forecasting, as well as the disadvantages that impede small business development in the region on the background of such critical phenomena as unemployment, low revenue and lack of production, small business development helps to solve these problems through the creation of additional job places, through the overcoming of sectorial and territorial monopolies and introducing innovations to evaluate the economic potential of the region and properly determine the business strategy, the key indicators of small business should be studied and evaluated. In the research the section of the given article econometric-statistical analyses of small business key indicators in Adjara is conducted based on statistical data of 2006-2017 years. The study aims at underlining the government policy supporting an advantageous small business environment and conditions, which is a precondition for regional development.

Author analyzes scientific experience and literature in the field of assessing regional economy and regional development. In this research, the author tries to explore relation between state intervention and investment attractiveness of regions. The author proposes a new Regional Investment Index, which is an instrument for measuring business environment improvement and increase in investment attractiveness. This new Regional Investment Index is an instrument that can be used not only for analysis of economic indicators, but also for improvement of state policy at the regional level. The author develops Regional investment index in order to manage regional development and direction of investment processes. Regional investment index allows for a potential comparison of municipalities by combining different approaches and dimensions and thus becoming unique. The Russian index differs of the Regional investment index because the group of determinants is structured into two indexes. On the other hand, the Asian indexes are ones which are combined and refined in Regional investment index. The new Regional investment index is sophisticated, more flexible, comprehensive and gives more opportunities for comparison at the level of local authorities and territories.

At the same time, special emphasis is placed on the study of the level of employment of the population in small business and revenue per employee in various regions. Also, the role of the negative impact of the coronavirus pandemic on the development of business entities in the regions is determined.

Today small business functions in conditions of continuously changing external environment. This situation of uncertainty is more typical of Russian business environment than of countries with relatively stable social, economic and political structure. Today’s crisis standing of economy seriously influences small business functioning and stipulates changes in strategies of its development. The article identifies measures of state support of small business in the period of pandemic. Preferences of small business representatives concerning state support during pandemic were assessed. Sectors of business, which were damaged most of all in present conditions: tourism, hospitality and restaurant business, sphere of leisure, entertainment and sport. The necessity to respond quickly and adapt to negative conditions of external environment was grounded for small enterprises. Different variants of strategy for small business development in Russia were proposed, such as strengthening market positions, extension of market, entering the new market with existing product, diversification. The article gives a brief characteristic of these strategies and identifies factors of choosing them. Apart from that it studies possible strategies of business growth oriented to sale increase: selling to effective clients, extension of the client base, introduction of new offers (new products or services). Brief and at the same time deep analysis of the current situation requires the availability of the crisis team focusing on key problem solving.

The purpose of this article is the further development of the theory of adaptation, determining the types of adaptation of business entities and substantiation of the adaptation dominants of the development of national small business within the situational and standard adaptation. The article considers the concept of adaptation, gives the author's definition of adaptation in relation to small businesses, highlights the situational and standard adaptation. Situational adaptation should be understood as the process of gaining change by small businesses that allow them to function better in the current environment, achieve economic security and prevent bankruptcy. Standard adaptation (desired state of the system) to the conditions of the external environment, in which the small business entity operates, is to strive to achieve ideal parameters of the state of the system. The adaptation dominants of the development of national small business in terms of situational adaptation include: adaptation of economic activity of small businesses to the conditions of unstable economic environment; The adaptive dominants of the development of national small business within the framework of standard adaptation are substantiated, namely: adaptation of normative-legal provision of small business development to norms, standards and requirements of the European Union; adaptation of international experience in small business lending to the peculiarities of the national economy; adaptation of the international experience of "economic breakthrough" at the expense of small businesses of the world's leading countries; adaptation of the international experience of facilitation of small business development to the Ukrainian realities. The process of adaptation of the facilitation experience should be preceded by a comparative assessment of the effectiveness of the implemented facilitation measures, which will allow determine their priority and feasibility of implementation in relation to national small businesses. The article examines the adaptive dominants of small business development both from the point of view of a small business entity and from the point of view of state regulatory policy.

The article is aimed at actualizing the definition of the essence and content of the concept of small business in view of further research of its functional capacity in the changing conditions of today. To achieve this aim, the essence and content of the concept of small business are defined, which is a system of relations arising from the interaction of small and medium-sized business entities with representatives and institutions of the market on an initiative basis of conduct of economic activity, which is accomplished at the expense of own or borrowed resources at their own risk and subject to social responsibility and sets the main goal of profit and the own business development. The definition of small business as a system of relations provides the advantages of a system approach as an instrument for researching the complex systems, where any of the systems is seen a set of interrelated elements that have «input» – purpose and «output» – result, as well as communication with the external environment, feedback and processes, that is, consistent changes in objects and phenomena occurring in a certain order. Determination of the role of small business in the national economy is carried out on the basis of its main properties, namely: rapid adaptation to the level of demand and purchasing power in local markets; ability to create unique products and fulfill one-time orders of consumers; organization of paid employment of a significant number of people against the background of a reduction in the production of large enterprises; development of local crafts, taking into account the mental specifics of consumers; facilitation of professional training of employees on the basis of acquiring practical skills. On the basis of the results of regression analysis, the existence of a close relationship between the condition of small business development and the condition of the country's economy is proved. The analysis was carried out according to official statistics of Ukraine for the period of six years (2013–2018). Based on the results obtained, it can be suggested that the creation of conditions for the development of small business on the part of the State will contribute to the strengthening of the State economic system.
