Abstract The article describes the role of legislative and legal framework which brought about a new approach to waste management through the concept of circular economy, and its drivers. We explicitly focus on the impact of ambitious EU environmental policy and its financial support from the European Commission (EC) which helped social actors recognize not only the ecological, but also the economic and social benefits of the circular economy. Over 50 actions under the “Circular Economy Action Plan” launched in 2015 have been delivered or are being implemented in this period in European Union (EU). Through overview of the EU’s ambitious policy, best practice of the circular economy in the world and status quo in circular economy at EU level we also show the circular economy is nowadays a crucial megatrend and there is still needed to increase up action at EU level, provide the competitive advantage it brings to EU economy and close the loop. Beside impact of ambitious EU environmental policy article focuses on the Cultural Political Economy (CPE) approach as a political economy approach with the purpose for explaining the role of legislative and legal framework as a mechanism for selection and retention of the paradigm of circular economy.

The majority of small New Zealand businesses do not understand their environmental, safety and health protection responsibilities. This is the finding of recent research, including that of the New Zealand Occupational Safety and Health Service (Bateman, 1999:19). The same problem was identified some 30 years ago by Lord Robens in the United Kingdom (Robens, 1972). Without a sound understanding, businesses can not properly meet their obligations to comply with environmental, safety and health statutes, such as the Dangerous Goods Regulations 1958, Resource Management Act 1991, Building Act 1991 and the Health and Safety in Employment Act 1992. There are 63 environmental and safety statutes, which have a total of 3,993 pages. It is estimated that this total is growing at about 300 pages per year. The same level of understanding is required irrespective of organisation size. Larger companies are normally able to establish policies, sections, committees, club memberships, training programmes and effective systems to meet their needs. Somehow small businesses must understand the same law, but without the majority of the tools and resources available to larger companies. Small businesses therefore need a particularly effective communications process, which appears to be beyond their scope to develop; and therefore provides a worthy research topic. The research identifies the fundamental missing link in the compliance chain, as hypothesised by Mayhew (Mayhew, 1997:44), to be communication of law, and develops a customised compliance handbook to ease understanding of the law. The handbook concept was tested with seven small businesses involving land survey, hardware retail, car repair, petrol dispensing, electroplating, fast food supply and shipping. These case studies show the handbook is an effective way to inform small New Zealand businesses of their responsibilities under environmental and safety law. The research also identifies the need for industry based 'champions' to coach small businesses to achieve the required standard.

Abstract Background Precarization of labor conditions has been expanding over the last three decades as a consequence of global economic transformations. The health workforce labor market is exposed to these transformations as well. In Mexico, analyses of the nursing labor market have documented high levels of unemployment and underemployment; however, precarization has been not considered as a relevant indicator in these analyses. In this study, precarization is analyzed using a quantitative approach to show its prevalence and geographic distribution between 2005 and 2018. Methods A repeated cross-sectional study was carried out with data from the population-based National Occupation and Employment Survey (ENOE in Spanish) which is administered quarterly to people 15 years or older in over 120 000 households. All individuals who reported having nursing training (technical or university level) were selected for this study. Our main variable was labor precariousness, which included three dimensions: (i) economic, (ii) regulatory, and (iii) occupational safety. We show the evolution of the relative weight of nursing activity between the years 2005 and 2018, the main socio-demographic characteristics of nurses as well as their main labor conditions, and the geographic distribution of precariousness for the 32 federal states in México. Results Four of the five indicators of labor precariousness increased among the group of nurses analyzed: (a) the percentage of people with no written contract, (b) the percentage of people with incomes lower than two times the minimum wage, (c) the percentage of nurses without social security, and (d) the percentage of nurses without social benefits. The percentage of nurses that work under some condition of work precariousness increased from 46% in 2005–2006 to 54% in 2018. Finally, the number of states with high precariousness level increased from seven in 2005–2006 to 17 in 2018. Conclusions Throughout Mexico, nursing precariousness has expanded reaching 53% by 2018. The advancement of precarization of nursing jobs implies a reduction in the capacity of the Mexican health system to reach its coverage and care goals as nurses represent 52% of all available workers that provide direct services to the population.

It is necessary to carry out work to analyze the harmful factors of accidents during the production, operation and transportation of raw materials in oil and gas fields and assess their compliance with the requirements of the standards of the Republic of Kazakhstan. The main goal of labor protection is to create safe working conditions for employees, as well as to prevent personnel from illnesses. In this regard, it is necessary to have a system of accounting, analysis and assessment of the state of labor protection, as well as management of labor protection. This article proposes ways to quickly assess the state of health and safety at work by calculating a number of occupational risk indicators based on information available in the modules for assessing occupational safety by industrial risk indicators. The efficiency of using the OSH management systems software proposed by the authors is based on a specific task from four main modules "Employees", "Events", "Equipment", "Ecology" and a number of submodules. In addition, this work uses matrix methods for assessing risks in the "Probability or Consequences of an Event" coordinate system, "Elmeri" system, "Fine Kinney" method, "Risks". Modern expert methods are compared and presented under the title "Five stages of assessment"
