Resumen:El presente artículo resume los distintos enfoques con que ha sido analizada la presencia de las mujeres en el proceso de flexibilidad laboral y ubica la contribución de la categoría de género en los estudios del trabajo. El texto se divide en tres apartados: el primero evalúa la dimensión otorgada a las mujeres en el debate sobre la flexibilidad laboral; el segundo analiza el caso concreto en los mercados de trabajo y las relaciones laborales, y el tercero hace un balance de la aportación de las investigaciones que abordan el tema de la participación femenina y su contribución a los estudios del trabajo en México.Palabras clave: Flexibilidad del trabajo, Mujeres, Género, Estudios del trabajo, Mercado de trabajo.Abstract:This paper summarizes the different approaches by which the presence of women in the labor flexibility process is analyzed, and determines the contribution of gender in studies on labor. The text consists of three sections: the first evaluates the importance of women in the debate about labor flexibility; the second analyses this importance in the labor markets and labor relations, and the third asseses the significance of the papers which deal with the subject of women?s participation and their contribution to the studies on labor in Mexico.Key words: Labor flexibility, Women, Gender, Studies on labor, Labor market.

PurposeThe purpose of this work is to comparatively study human resources management (HRM) areas in Brazil, at the national level, analyzing how companies considered labor market and labor relations aspects when building their strategies and when configuring people management models in place in the country (2014–2019), based on local conditions.Design/methodology/approachThe subject was approached through qualitative analysis, encompassing document survey, systematic literature review, specialists' panel discussions, eight focus groups (43 human resources [HR] managers), interviews (16 union members), applying institutional approach to people management.FindingsIn regards to labor market and unions, HR areas faced different conditions across Brazilian regions. They have dealt with those influences on their strategic and quotidian decisions in an unstructured fashion. HR areas remain constructed as traditional, adjuvant and far from strategic level. In the institutionalization process – normative isomorphism – a professional HR jargon use was identified. HR areas usually act in collective bargaining, resorting to specialized professionals or consulting companies. During the economic crisis, HR professionals' attitude had a reactive nature, responding to organizations leadership, with little dedication to the emerging context.Practical implicationsThis work enables important players like HR managers, union members and specialists in public policies to interpret the institutionalization phenomena of practices related to management, labor market and labor relations in the country.Social implicationsUnderstanding the effects of the relations among state, companies and unions allows the different power vectors, acting upon the institutionalization process of people management areas in the Brazilian case, to be outlined.Originality/valueThis study applies the institutional approach to understand the economic and social heterogeneity affecting organizations in Brazil. It enhances the knowledge on HRM areas scope and their articulation toward labor market and relations.

In its 12 years in government, Brazil’s Partido dos Trabalhadores (Workers’ Party—PT) promoted inclusion through the labor market and through consumption with an increase in labor flexibility. Despite an increase in employment and incomes, the increase in the heterogeneity of the labor market and in flexibilization has resulted in a deepening of the insecurity and vulnerability of workers in line with the new trends that contemporary capitalism imposes on labor. These trends are being deepened in the postimpeachment situation. Em 12 anos de governo o PT promoveu um importante movimento de inclusão pelo mercado de trabalho e pelo consumo com avanço da flexibilidade laboral. Apesar do crescimento do emprego e da renda, o alargamento da heterogeneidade do mercado de trabalho e o avanço da flexibilização resultaram no aprofundamento da condição de insegurança e vulnerabilidade dos trabalhadores em linha com as novas tendências que o capitalismo contemporâneo impõe ao trabalho. Essas tendências estão sendo aprofundadas no cenário pós-impeachment.

Resumen: Se hace una articulación entre la categoríade género y el concepto de seguridad, partiendo de losdesarrollos conceptuales más recientes. Evitando lostratamientos parciales que se ha dado en ocasiones altema, se revisan los antecedentes del origen histórico yconceptual de la articulación entre los conceptos degénero y seguridad, así como sus dificultades y suslogros, haciendo un énfasis particular en el campo delos estudios de género. Se discute el concepto deseguridad humana, y se presentan las críticas y aportesdel feminismo al concepto tradicional de seguridad. Sibien se han realizado estudios sobre las mujeres y laseguridad desde el enfoque de género, generalmente seha dejado de lado otros aspectos relacionados con loshombres y la seguridad y con la relación mujereshombresen este contexto. The aim of this study is to present the opportunities for trade unions to influence the labor market in the EU. The economic crisis in the EU has affected its labor markets to varying degrees. In the analysis of selected examples it can be clearly seen that the countries that have survived the crisis in the labor market better are those where the labor market is flexible, i.e. where, although people can easily lose one job, they are relatively likely to find another. EU states undertake to make labor relations more flexible, to further diversify employment forms, or to move salary negotiations to lower levels, thus eliminating state intervention in labor markets. Local EU labor markets have become a part of a supranational system of free flow of workers. European integration has generated common problems in the labor market, where trade unions need to undertake joint efforts to increase the flexibility, mobility and efficiency of the labor force, to improve labor market programs and provide for more efficient collaboration of social partners. This also follows from the protective function trade unions are supposed to play in the unified European market, and from an attempt to solve the issue of whether the expansion of trade union activity to the European level is effective in looking for compromise on the labor market.


Unemployment is a complex and socially acute macroeconomic problem. Youth unemployment in the current transformations of social and labor relations becomes especially relevant and requires a comprehensive study. Scientific understanding of the content and forms of youth unemployment is an important basis for developing practical measures to reduce it and effectively use the potential of youth in socio-economic development. The subject of the article is the phenomenon of youth unemployment, the aim is to reveal the features of modern youth unemployment in the current transformations of the labor market and develop practical measures to reduce it. To achieve this goal, the following tasks were set and solved: the reasons for the tendency to increase youth unemployment in the context of digitalization of the economy; the basic forms in which there is youth unemployment are characterized; the structure of youth unemployment is analyzed; the main directions of overcoming unemployment due to the improvement of youth policy in the labor market are proposed. To solve these problems, the following research methods were used: general scientific foundations and fundamental provisions of economic theory, interdisciplinary approach to a more meaningful disclosure of the unemployment category, behavioral scientific approach used to explain the behavior of young people in the labor market. The results of the study are: substantiation of the institutional imperfection of the labor market, which creates contradictions in the system of youth unemployment; characteristics of social exclusion of youth and other negative trends in the labor market in Ukraine. Conclusions. Ways to minimize youth unemployment through the formation of an innovative model of social and labor relations, the cultivation of inclusive institutions and active youth policy of the state are substantiated.

Resumen:Este artículo, tiene el propósito de mostrar las nuevas formas de trabajo en Jalisco, fundamentado en la subcontratación vía las Agencias de Colocación (AC) . Se parte del supuesto que la reestructuración productiva originada en los años ochenta, provocó la flexibilidad en el empleo y esto dio lugar a la aparición del trabajo temporal y subcontratado a través de las AC. El documento pretende abrir la discusión y aportar algunos elementos sobre el tema. El texto se divide en tres apartados: en el primero se presentan algunas referencias respecto a las AC; en el segundo se realiza una caracterización de la definición de la subcontratación; y en el tercero se presenta un apartado de las AC en Jalisco.Palabras clave: trabajo en Jalisco, reestructuración productiva, flexibilidad laboral, empleo, subcontratación.Abstract:The purpose of this article is to show the new forms of labor in Jalisco, which is based on subcontracting via the Employment Agencies (EAs). The starting point is the assumption that the productive restructuring which originated in the 1980s caused job flexibility and this gave rise to the emergence of temporary and subcontracted work through the EAs. The document attempts to start a discussion, contributing some elements to the subject. <p class="Cuerpodetexto"><strong>Resumen</strong></p><p class="Standard">A partir del análisis en los cambios del modelo de acumulación que se han generado en Tlaxcala en las últimas tres décadas, las relaciones de género se han modificado, sin que esto signifique mejores condiciones laborales para las mujeres. Cuando este grupo logra incorporarse a los mercados laborales, a pesar de contar con una remuneración, sigue en condiciones desfavorables respecto a su contraparte, pues a pesar de los aparentes avances, continúan existiendo desigualdades y diferencias entre la población masculina y femenina que labora en los diferentes sectores económicos de Tlaxcala. Esto se hace evidente mediante el análisis de tres variables de la población ocupada de Tlaxcala del 2007 al 2017: ingresos, jornadas y escolaridad.</p><p class="Cuerpodetexto"><strong>Abstract</strong></p><p class="Cuerpodetexto">Based on the analysis of changes in the accumulation model that have been generated in Tlaxcala in the last three decades, gender relations have changed, not meaning better working conditions for women. When this group manages to join the labor markets, in spite of having remuneration, it continues with unfavorable conditions with respect to its counterpart because, in spite of the apparent advances, there continue to be inequalities and differences between male and female population who works in the different economic sectors of Tlaxcala. This is evident through the analysis of three variables of the employed population of Tlaxcala from 2007 to 2017: salaries, working days and education.</p>

Nuestro objeto de estudio en este artículo es el alcance de la inestabilidad laboral entre los trabajadores mexicanos, entendida ésta como la falta de continuidad en las relaciones de trabajo. Muchos trabajadores asalariados en los sectores más formalmente establecidos de nuestro país enfrentan problemas de inestabilidad crecientes, los cuales se expresan, entre otras maneras, en la escasez de contratos escritos y en el aumento de los contratos temporales. ¿Qué sabemos sobre este importante fenómeno? ¿Con qué tipo de información contamos para dar cuenta del mismo? ¿Qué características sociodemográficas y económicas presentan los trabajadores en diferentes situaciones de contratación laboral? En el presente trabajo buscamos dar respuesta a este conjunto de interrogantes desde una perspectiva sociodemográfica, recurriendo a dos de las fuentes de datos más utilizadas para el estudio del mercado de trabajo en México: las encuestas de empleo y los registros del Instituto Mexicano del Seguro Social (imss) en la década del 2000.AbstractOur object of study in this article is the scope of labor instability between Mexican workers, understood at the lack of continuity in labor relations. Many salaried workers in the more formally established sectors in Mexico are facing increasing problems of instability, expressed, among other ways, by the shortage of written contracts and the increase in temporary contracts. What do we know about this important phenomenon? What type of information is available on the subject? What sociodemographic and economic char­acteristics do workers have in different work situations? This study attempts to answer this set of questions from a socio-demographic perspective by using two of the most com­monly used data sources for the study of the labor market in Mexico, employment surveys and the Mexican Social Security Institute (imss)’s records for 2000 to 2009.

The category of employment is considered from the point of view of the theory that explains the essence of employment, and from the point of view of the practice of employment management, focused on creating the fundamental foundations for regulating the processes occurring in the labor markets. From a theoretical standpoint, employment is presented in the form of an element of a conceptual system that includes employment itself, unemployment, the labor market, which are in contradictory dialectical interactions among themselves, reflected in social and labor relations. From the point of view of practice, “employment”, “unemployment” and “labor market” are considered as a system of objects of managerial influences, interconnected in such a way that the impact on one of them causes changes in the content of other objects of the system. Such relationships are due to the emerging within the territorial entities social and labor relations. The article proposes to create employment institutions in the structure of territorial government, the methodological basis of which should be social and labor relations.

The specifics of intra-firm labor market forming and functioning are described. The authors study the mechanism of external and internal labor markets interaction from the standpoint of providing their balanced development.
