The development of the modern system of vocational education in Ukraine requires a thorough and comprehensive analysis and rethinking, including the axiological point of view, of the existing historical and pedagogical experience of vocational education in Ukraine in different socio-political conditions and ideological approaches. This article aims to consider one aspect of this issue, in which the axiological aspects of the functioning of vocational education in the Ukrainian Socialist Soviet Republic (USSR) in the 1920s  are revealed.The article analyzes the influence of socially dominant values on the formation and development of the vocational education system of the USSR in the 20s of the twentieth century. It is described how changes in socially dominant values are reflected in the existing educational system and how they cause changes and transformation of it.The analysis of the functioning of vocational education in the USSR in the 1920s  showed that this period is characterized by significant axiological and structural transformations of the vocational education system.It is established that in the 1920s, the vocational education system of the Ukrainian SSR clearly showed the depletion of the liberal system of values, which was largely replaced by the Bolsheviks’ values and ideals. There is a frank ideologization of education and its applicants. One of the main tasks of vocational education of that time was the Bolshevik-socialist education of the youth.It is concluded that the ideological influence of the political system on the values of contemporary vocational education and the resulting transformation processes had a significantly negative impact on it, especially in the system of higher vocational education. However, even such ideological and largely profane, professional education was considered a significant value by the representatives of the peasantry and the proletariat at that time since it provided them with the opportunity for rapid career growth.

The article deals with the organization of project-based education applied in the supplementary higher vocational education system and considers the needs of modern society in the context of creating a Priority Development Area. (PDA). In the article, the authors present the architecture of the integrated model of traditional and project-based learning in the supplementary vocational education system, offer practical recommendations on the organization and implementation of project activities in the staff training demanded in PDA. The article reflects the results of introducing the integrated model of traditional and project-based learning in the supplementary vocational education system.

In the context of the epidemic and the deepening of China’s internationalization, the importance of higher vocational education in the education system has become increasingly prominent, which encourages people of many fields to explore methods to cultivate students’ craftsmanship spirit under the integration between industry and education. The government and schools need to take the lead in making proposals for innovation of the integration between industry and education. The industry, enterprises, society, many teachers and students need to participate in it, achieving the implementation of policies and systems, active innovation, and the balance of “teaching” and “training”. This paper mainly involves the practical methods of craftsmanship spirit under the integration between industry and education from four aspects: specialty setting, vocational concept, educational fund and cultivation mode.

The goal of higher vocational education is to provide competitive hospitality specialists, who will be part of the emerging global labor market in the context of globalization. The objective of the article is to publish results of empirical and theoretical research. The results of the theoretical research show that in the substantiation of the specialists’ competitiveness are the same approaches inherent the personality’s competitiveness explanation and research, namely, the competitiveness is justified as set of qualities. Significant specialists’ competitiveness indicators from the professional point of view are marketability and employability. Main results of the experimental research demonstrate, students’ and scientists’ perceptions of issues relating to competitive personality are similar.

Chinese Modern Economic History is an interdisciplinary subject closely related to history and economics. The course of “Chinese Modern Economic History” set up by the history major of higher vocational education has an irreplaceable role in improving the subjectivity and independence of the subject, and is conducive to promoting the employment of students. However, with the in-depth reform of China’s vocational education system, there are still many problems in the course that need to be resolved. This article focuses on the problems and countermeasures related to the teaching of the history of Chinese Modern Economic History.

The article analyzes the relevance and necessity of providing educational services at two levels of vocational education (secondary specialized and Ist stage of higher education) of pedagogical staff of preschool education institutions in the education system of the Republic of Belarus in the current educational situation: socio-demographic and normative-legal conditionality of vocational education; possibility of creating a pedagogical cluster in institutions of secondary specialized education and institutions of higher education; curriculum integration trends; elimination of duplication in the content and forms of the educational process organization in order to increase the motivation of students’ educational activities who study for the specialty “Preschool education”. A number of factors affect the increase in the motivation of college graduates to continue their professional education at the university: teachers with higher education have broader conditions for the implementation of professional activities in a preschool education institution; training according to integrated curricula in a shorter time frame is provided, and the cost of training is slightly lower; ability to participate in the educational process remotely, etc. The pedagogical cluster ensures not only continuity in the content of education at two levels of the education system, but also enriches the pedagogy of higher education with new forms, methods and technologies of working with students in the context of implementing the principles of cooperation pedagogy. The program-project “Organization and development of psychological services in the system of professional education of the Tomsk region for the period up to 2025” promotes the organization, systematization and development of the activities of psychological services in the system of profession-al education in the Tomsk region. In the system of professional education of the Tomsk region today, the activities of social and psychological services, mediation services, reconciliation services, psychological support services and others, which include a fairly narrow circle of specialists (education-al psychologists, social educators). The program-project is being implemented in the following areas: psychological, social, educational. An important advantage of the program-project is the possibility of creating a model of professional psychological and pedagogical support of participants in the educational process in professional educational organizations and its integration into the activities of psychological services of professional educational organizations of the Tomsk region.

The dual system of vocational education is designed to balance education (in the educational institution) and training (at the enterprise level) equally in order to ensure the appropriate level of qualification, to teach and socialize the next generation.In addition to these effects (qualifications, education and socialization), the dual system enables the country to achieve economic goals (that is, economic growth) and social goals (that is increase youth employment);that is why many countries are trying to introduce elements of dual vocational education into their own national systems.The purpose of this study is to analyze the best international experience in implementing the dual vocational education system, identify strengths and weaknesses of this system and the issues that arise during the implementation of elements of the dual education system.Based on the analysis of cases from different countries, a matrix of implementation of dual education’s elements in Ukraine and the world has been formed.Weaknesses of the approved Concept of training specialists in the dual form of education on the basis of the SWOT-analysis of the implementation of the dual education system have been identified and recommendations for its improvement have been formed.
