The goal of higher vocational education is to provide competitive hospitality specialists, who will be part of the emerging global labor market in the context of globalization. The objective of the article is to publish results of empirical and theoretical research. The results of the theoretical research show that in the substantiation of the specialists’ competitiveness are the same approaches inherent the personality’s competitiveness explanation and research, namely, the competitiveness is justified as set of qualities. Significant specialists’ competitiveness indicators from the professional point of view are marketability and employability. Main results of the experimental research demonstrate, students’ and scientists’ perceptions of issues relating to competitive personality are similar.

The article discusses the possibilities of the formation of system design and organization of educational activities in educational institutions of the system of secondary vocational education. The substantiation of a systematic approach to the design activity of a pedagogical worker is proposed, a procedural scheme for the system design of the educational process in the context of modern changes in production requirements is proposed. The conducted studies allow us to conclude that it is necessary to divide the design process into three stages, which differ in priority determining goals. The structure of the system design of educational and methodological activities in the system of secondary vocational education is given. The purpose of the article is to identification and formation of the theory of system design, which is the need for the formation of teachers’ understanding of the essence of system design educational and methodological activities, its features, development prospects in the context of the renewing system of secondary vocational education. Methodology. The research is carried out on the basis of practical methodology, focuses on solving practical problems and purposefully solving the issues of organizing educational activities in professional educational institutions of the region. The article discusses the issue of the formation of the theory of system design and the organization of educational and methodological activities, in the conditions of timely, advanced updating and changes in curricula, which guarantee the training of a specialist with the necessary set of competencies. Results The results are in the significance of theoretical research: identifying the links between the educational activities of students with the stages of educational and methodological activities of pedagogical workers; the introduction of an educationally developed system of principles for system design of educational and methodological activities; formation of the system design structure; determining the level of readiness of open source software for the implementation of system design of educational and methodological activities to achieve goals to improve the quality of education. The drawbacks of the existing theory and practice of systemic pedagogical design are revealed in relation to the developed theory of systemic design of educational and methodological activities in the system of secondary vocational education, the elimination of which will ensure an increase in the effectiveness of the educational process. In conclusion, the demand for system design is noted as a necessary element of the activity of a pedagogical worker, who, within the framework of this project, should act as a creator of everything necessary to ensure the educational process aimed at achieving a predictable and predictable result. The work is an analysis of the potential for improving the quality of training students of secondary vocational education, as a priority task of modern society.

Abstract Background The theory and practice of ethics consultations (ECs) in health care are still characterized by many controversies, including, for example, the practice of giving recommendations. These controversies are complicated by an astonishing lack of evidence in the whole field. It is not clear how often a recommendation is issued in ethics consultations and when and why this step is taken. Especially in a facilitation model in which giving recommendations is optional, more data would be helpful to evaluate daily practice, ensure that this practice is in line with the overarching goals of this approach and support the development of standards. Methods We analyzed all consultations requested from an EC service working under a facilitation approach at a maximum-care university hospital in Germany over a period of more than 10 years. Our aim was to better understand why—and under what circumstances—some consultation requests result in a recommendation, whereas others can be sufficiently addressed solely by facilitated meetings. We especially wanted to know when and why clients felt the need for clear advice from the EC service while in other cases they did not. We compared ethics consultations in terms of the differences between cases with and without recommendations issued by the ethics consultants using χ2 difference tests and Welch’s t-test. Results A total of 243 ECs were carried out between September 2008 and December 2019. In approximately half of the cases, a recommendation was given. All recommendations were issued upon the request of clients. When physicians asked for an EC, the consultation was significantly more likely to result in a recommendation than when the EC was requested by any other party. ECs in cases on wards with ethics rounds resulted in comparably fewer recommendations than those in wards without ethics rounds. When interpersonal conflicts were part of the problem or relatives were present in the meeting, clients less frequently asked for a recommendation. Conclusion From the client’s point of view, there does not seem to be only one “right” way to provide ethics consultations, but rather several. While facilitated meetings are obviously appreciated by clients, there also seem to be situations in which a recommendation is desired (especially by physicians). Further empirical and theoretical research is needed to validate our single-center results and re-evaluate the role of recommendations in ethics consultations.

Abstract The great interest in the exploitation of sea deposits has in recent years resulted in the creation of many consortia conducting research on various methods of mining and transport to the surface. Exploitation of the shelf areas of crude oil and gas as well as solid minerals is successfully carried out in many places around the world using various methods. More and more often, however, we want to obtain natural resources found at great depths such as polymetallic nodules and massive polymetallic sulphides. This puts much greater demands on scientists and engineers. Unfortunately, solutions developed so far are characterized by high energy consumption. For several years, the authors have been researching new concepts of transport from the seabed. In previous years the authors presented theoretical research results of using a new method involving the use of pyrotechnic materials as a source of energy in transport from the seabed from large depths and experimental ones with the use of potassium nitrate and ammonium nitrate in a controlled pyrotechnic reaction and they compared three conceptions of transport of dredge spoil from the point of view of energy demand. This publication presents the results of the continuation of research, this time on the concept of building an autonomous transport module and its operating principles. The construction of the laboratory stand and the way of conducting experiments are discussed. The results of experimental research are presented, which confirm the possibility of using the discussed concept in transport from the seabed.

Based on the research on the project course theory of "integration of theory and practice" in higher vocational education and the analysis of practical teaching in colleges and universities at home and abroad, combined with literature research, case analysis, system theory and other research methods, the project-based teaching goal, model, content and means of "integration of doing, learning and teaching" in higher vocational education is explored, and the project-based teaching model of "Landscape Planning and Design" is discussed combined with the application of information-based teaching methods. So as to provide references for carrying out the project-based teaching in similar courses in higher vocational colleges and really achieve docking the actual post requirements with the course to provide the basis for achieving the purpose of cultivating skilled talents in higher vocational education.

The development of the modern system of vocational education in Ukraine requires a thorough and comprehensive analysis and rethinking, including the axiological point of view, of the existing historical and pedagogical experience of vocational education in Ukraine in different socio-political conditions and ideological approaches. This article aims to consider one aspect of this issue, in which the axiological aspects of the functioning of vocational education in the Ukrainian Socialist Soviet Republic (USSR) in the 1920s  are revealed.The article analyzes the influence of socially dominant values on the formation and development of the vocational education system of the USSR in the 20s of the twentieth century. It is described how changes in socially dominant values are reflected in the existing educational system and how they cause changes and transformation of it.The analysis of the functioning of vocational education in the USSR in the 1920s  showed that this period is characterized by significant axiological and structural transformations of the vocational education system.It is established that in the 1920s, the vocational education system of the Ukrainian SSR clearly showed the depletion of the liberal system of values, which was largely replaced by the Bolsheviks’ values and ideals. There is a frank ideologization of education and its applicants. One of the main tasks of vocational education of that time was the Bolshevik-socialist education of the youth.It is concluded that the ideological influence of the political system on the values of contemporary vocational education and the resulting transformation processes had a significantly negative impact on it, especially in the system of higher vocational education. However, even such ideological and largely profane, professional education was considered a significant value by the representatives of the peasantry and the proletariat at that time since it provided them with the opportunity for rapid career growth.

Current vocational education system is still mainly theoretical teaching for disciplinary system with separation between theory and practice. Aiming at the problem existed in the training process of capabilities for higher vocational education, the practical teaching approach is proposed with the complex project as a carrier. Combined with the characteristics of mechanical engineering major, the three-dimensional practical teaching system for capabilities with horizontal expansion and vertical improvement is established.

Basic biological laws that govern the life of the bee family, as well as considering it as a whole organism, are necessary instruments for implementing effective methods of beekeeping and increasing the productivity of the industry. The study of the exterior features of bees must be carried out from different points of view for the concept of the complex activity of the bee family and in order to recommend methods for improving the preparation of bees for winter. Study of the mass of working bees and their rectum began to be used as the main indicator that affects the nature of the preparation of bee individuals for wintering. From the point of view of both theory and practice, filling the rectum with excrement in the autumn period will be an important indicator of an effective wintering in terms of preserving and further developing bee colonies. Effect of two kinds of liquid top feeding acidified with apple cider vinegar on the rectum congestion with excrement in working bees in the autumn, and the safety of bee colonies after winter was discussed in the article. The results of the indicators of the mass of working bees and intestinal mass when feeding two types of top dressing in the form of sugar syrup and honey solution with the addition of apple cider vinegar for the purpose of acidification are presented. The dynamics of rectal congestion in this group of bees is less compared to the group of bees receiving food in the form of sugar syrup. After wintering, during the spring audit, it was found that the safety of bees fed the autumn top dressing in the form of a honey solution with the addition of apple cider vinegar was 95% compared to bee families that received sugar syrup, the safety was 80.5%, with the detection of liquid excrement on the walls of hives and honeycombs
