This qualitative study examined how public-school principals spent their professional day, the challenges they faced, and their advice to new principals regarding how to respond to the challenges they identified. The themes that emerged from the data underscored the demands of high-stakes test preparation that the participants felt undermined education quality and stifled student creativity. The relationships across themes that emerged identified being a good teacher and life-long learner as essential to instructional supervision and maintaining one’s focus on raising the quality of student’s educational experiences. Demonstrating a good moral character was even more critical, however, to maintaining one’s priorities and serving as a role model for teachers and students.

This study was designed to determine the level of competency that beginning principals perceived they had in their primary areas of responsibility when appointed to the position. Secondarily, the study determined what beginning principals perceived to be their greatest challenges and frustrations, most familiar and most unfamiliar areas of responsibility, and who was most and least helpful to them as new principals. The findings indicated that beginning principals are challenged by the following: delegating responsibilities and becoming familiar with the principal's role, the local school, and school operations. Their major frustrations were role adjustment, the (large) amount of responsibility, and time management.

Georgia implemented a nationwide, full scale school voucher program in 2005. The new voucher plan was designed with the intent to provide equitable distribution and efficient utilization of financial and human resources. By introducing the voucher scheme, the government hoped to promote competition among public as well as private schools to push them operate in a cost-effective way and consequently improve education quality. This study tries to identify the effect of increased competition on the quality of education as perceived by school principals and teachers in Georgia. More specifically, we study to identify if the voucher model, as a result of increased competition, has created an environment that is supportive to students in improving their academic performance. Our results suggest that school principals and teachers do not view competition as a force or stimulation towards better quality teaching and improved students’ academic achievement.

AbstractEducational institutions all over the world realize the importance of promoting international cooperation. In order to stay competitive in such fields like education, research, innovations it is no longer enough to count on only internal resources. Exchange of experience, knowledge sharing, benchmarking provide possibilities for universities to constantly remain updated on modern know-hows.New opportunities for improving the quality of higher education in Belarus are provided by different international programs and projects. Among them there is the project of the EU Program ERASMUS + CBHE “University Teaching and Learning Enhancement” / UniTeLE, which has been implemented since 2019. The project coordinator is Linnaeus University (Sweden). In the framework of the ERASMUS + UniTeLE project, a consortium of Belarusian universities has conducted a higher education quality research. The purpose of this research is to identify areas for improving the quality of higher education in Belarus. The research was carried out on the basis of a sociological survey of a representative sampling of teachers, staff and students of six Belarusian universities (more than 350 respondents from Minsk, Gomel, Brest, Gorki, Polotsk, Grodno were interviewed). Both SWOT analysis of higher education quality in Belarus and focus group of possible improvement were performed. The discussion was attended by work groups of 25 leaders, teachers and students from each of the Belarusian universities of the project consortium. The following fundamental research results should be noted. Among the strengths of Belarusian universities are: specialization in the regions, the system of additional adult education, and practical experience of teachers (2/3 of respondents). 58% of respondents are confident in the advantages of innovative educational technologies used by teachers, 47% indicated a low intensity of innovation implementation. Respondents noted the high level of Hard Skills competencies of the teaching staff and insufficiently of Soft Skills competencies for both teachers and students. The respondents identified outdated educational technologies and methods and the content of curricula as the fundamental weakness of Belarusian education. The following areas of quality improvement have been identified as the most important for Belarusian universities: -the development of Soft Skills competencies of both teachers and students to provide their close interaction;-the development of Soft Skills competencies among students to provide their close interaction with employers (the development of job search skills, entrepreneurial activity);-the introduction of active teaching and learning methods, the development of interactive educational technologies;-the inсlusion of students in the process of education quality internal assessment;-systematic assessment of teachers, including the process of applying for a job, teacher academic development planning (HR management). For the practical improvement in the suggested areas, it is advisable to create Life Long Learning Centres and Centres of Academic Development of teachers in Belarusian universities, as well as a student-oriented quality assessment system. To improve the quality and competitiveness of Belarusian education, it is also advisable to develop international cooperation and networking among universities. The positive experience of such projects as TEMPUS ECOTESY, ERASMUS + UniTeLE, ERASMUS + BELL and others, can contribute to such cooperation and interaction.

The purpose of this study was to explore what nine high school principals did to outperform other schools in the South and Central regions of Somalia. The study highlighted the high school principals’ perception of maintaining education quality concerning curriculum, instruction, and assessment. The study focused on the admission process, teaching, and learning performances of the top nine high schools in South and central Somalia. The methodology of this Qualitative study was descriptive phenomenology. The research design and approach were semi-structured open-ended interview protocol that comprised eight interview questions. Purposeful sampling was the sampling method. Nine principals participated in the study and provided the research data regarding the education quality of nine high schools in Somalia. All nine principals in this study maintained their high schools' education quality using a rigorous admission process. They utilized a government-developed official curriculum. Five principals reported that they employed specialist instructors, while six stated that their students actively participated in the learning process during class time. However, all the participants reported that smartphones hindered student learning. A slight majority of five principals (56%) stated that parental interventions were vital to schools' overall learning achievements. Somalia's public schools are far behind in utilizing effective educational technology. The technological literacy of the teachers is vital to effectively employ the accessible educational technology, which encouraged students to incorporate modern technologies in their learning activities successfully. Rigorous admission process, efficient curriculum, instruction, effective instructional materials, employing professional instructors, and active learning are all important components to maintain education quality.
