This article describes the experience of the communicative competence formation of future teachers in a blended form of education as a dominant one in the period of the COVID-19 pandemic. The main features of such terms as “education quality” and “communicative competence” are revealed; the peculiarities of their components and structure are described. Using the results of a survey the authors draw conclusions about the advantages and disadvantages of online and offline learning and the efficacy of technical learning tools. The article also describes the educational platforms and technical means most frequently used by teachers and students in their everyday life. The results of testing in philological and linguodidactic disciplines after online and offline learning are presented in the paper. Conclusions are made concerning the peculiarities of online and offline training by means of Moodle and Google Classroom learning platforms, as well as Viber, Telegram, Email, Zoom Cloud Meetings and other platforms. Considering the results of the survey of students on the usage of technical means in online learning, the authors provide suggestions on improving the quality of training future teachers. The discussion part of the article presents the questions for discussion concerning a blended form of training as an effective one during the COVID-19 pandemic. The conclusion states the advantages and disadvantages of mixed forms of learning.

Currently, in the context of the widespread use of e-learning technologies and distance educational technologies, it is necessary to train future teachers, taking into account the peculiarities of solving professional problems in an electronic information and educational environment, to develop students' relevant competencies, including network communicative competence. Despite the large number of studies devoted to the communicative aspect of the teacher's activities, the problem of the formation of network communicative competence in the electronic information and educational environment has not been sufficiently studied. Based on the analysis of scientific literature, the results of the questionnaire survey of students, some methods of forming network communicative competence in future teachers in the study of various disciplines, in the course of teaching practice, and scientific research are proposed. The analysis of the conditions and factors that determine the choice of methods for the formation of the specified competence has been carried out. These factors are associated with the teachers' perception of the peculiarities of communication in the electronic information and educational environment, the didactic and communicative potential of resources and tools of the electronic information and educational environment, the choice of methods and technologies for organizing interaction, the selection of educational material that allows the development of components of network communicative competence, the design of tasks and exercises for the development of network communicative competence, the choice of modes, schemes and forms of organization of interaction, the organization of feedback, control of the level of formation of the network communicative competence, the implementation of reflection. The formed network communicative competence will contribute to a more effective solution by the teacher of communicative tasks in the electronic information and educational environment, which will improve the quality of training of future teachers in the electronic information and educational environment.

The article deals with the introduction of the credit-module system, which is an important factor in stimulating the effective work of teachers and students. The author of the article reveals the concept of module and credit. Modular training is the most coherent, clear and effective technology of education, which guarantees the quality of training of competent specialists. Students are taught under the programs created by modular technology, possess not only the knowledge but also the skills of the chosen profession and speciality: decision-making, performance of services and production work.

This paper discusses human resource management from an education quality perspective. This study aims to find out the description of human resources in building the quality of education. This study applies descriptive qualitative. Data source from Madrasah principals, heads of administration, head of curriculum and evaluation, and educators. Data collection method by interviewing the participants. The instrument of this study uses interview guidelines. Data analysis were carried out through three stages, namely data reduction, data presentation, and conclusion. The results showed that human resources in the Madrasah Aliyah IMMIM Makassar Modern Islamic Boarding School were in the good category. The reality of the quality of education shows very satisfying results, it is categorized in very good. The implication of this study is that it is hoped that it can become information and reference about the need to review the activities of human resource management in developing the quality of education, primarily from the perspective of internal customers consisting of educators and education personnel as "motor" all activities of madrasah and not just factors of production but also assets that need attention. The reality of the implementation of human resource management in several schools and madrasah needs to be evaluated more intensively to find out more about the potential advantages and disadvantages and limitations of each school or madrasah.

AbstractEducational institutions all over the world realize the importance of promoting international cooperation. In order to stay competitive in such fields like education, research, innovations it is no longer enough to count on only internal resources. Exchange of experience, knowledge sharing, benchmarking provide possibilities for universities to constantly remain updated on modern know-hows.New opportunities for improving the quality of higher education in Belarus are provided by different international programs and projects. Among them there is the project of the EU Program ERASMUS + CBHE “University Teaching and Learning Enhancement” / UniTeLE, which has been implemented since 2019. The project coordinator is Linnaeus University (Sweden).In the framework of the ERASMUS + UniTeLE project, a consortium of Belarusian universities has conducted a higher education quality research. The purpose of this research is to identify areas for improving the quality of higher education in Belarus.The research was carried out on the basis of a sociological survey of a representative sampling of teachers, staff and students of six Belarusian universities (more than 350 respondents from Minsk, Gomel, Brest, Gorki, Polotsk, Grodno were interviewed). Both SWOT analysis of higher education quality in Belarus and focus group of possible improvement were performed. The discussion was attended by work groups of 25 leaders, teachers and students from each of the Belarusian universities of the project consortium.The following fundamental research results should be noted. Among the strengths of Belarusian universities are: specialization in the regions, the system of additional adult education, and practical experience of teachers (2/3 of respondents). 58% of respondents are confident in the advantages of innovative educational technologies used by teachers, 47% indicated a low intensity of innovation implementation. Respondents noted the high level of Hard Skills competencies of the teaching staff and insufficiently of Soft Skills competencies for both teachers and students. The respondents identified outdated educational technologies and methods and the content of curricula as the fundamental weakness of Belarusian education.The following areas of quality improvement have been identified as the most important for Belarusian universities: -the development of Soft Skills competencies of both teachers and students to provide their close interaction;-the development of Soft Skills competencies among students to provide their close interaction with employers (the development of job search skills, entrepreneurial activity);-the introduction of active teaching and learning methods, the development of interactive educational technologies;-the inсlusion of students in the process of education quality internal assessment;-systematic assessment of teachers, including the process of applying for a job, teacher academic development planning (HR management).For the practical improvement in the suggested areas, it is advisable to create Life Long Learning Centres and Centres of Academic Development of teachers in Belarusian universities, as well as a student-oriented quality assessment system. To improve the quality and competitiveness of Belarusian education, it is also advisable to develop international cooperation and networking among universities. The positive experience of such projects as TEMPUS ECOTESY, ERASMUS + UniTeLE, ERASMUS + BELL and others, can contribute to such cooperation and interaction.

The article analyzes some aspects of quality control and efficiency of electronic educational and methodological complexes of educational disciplines usage in the educational process. Analysis of the implementation of e-learning and of user work allows to build a model of student’s work, identify the disadvantages of both organizational and technological plan and take timely steps to eliminate them. The solution to this problem should include a comprehensive approach to ensure an objective result. Google Analytics tools, Moodle Learning Management System (LMS) tools, the teacher’s surveys to monitor the quality of e-learning in an institution proves its efficiency and allows to see the full advantages and disadvantages of ongoing e-learning in an institution, plan and implement further development and improving e-learning. The analysis of the effectiveness of e-courses usage should be carried out in a comprehensive manner, using the monitoring tools of the educational process adopted in the educational institution. Such as surveys for teachers and students, analysis of success, etc. The specifics of e-learning, the Moodle LMS tools and third-party services for collecting statistics and analyzing user activity in the LMS should be taken into account.

Problem of the research: what reflective technic strategies do the teachers use in their work in order to achieve a quality of teaching and which of them they recommend to their students for learning; what reflections do the students use? Aim of the research: to find out how the students use the reflective methods in the learning process, when improving their learning and what approach to the learning in the long-life perspective is. Objectives of the research: to reason the importance of reflection in the education process. To determine the students’ and teachers’ approach to the usage of reflection in the education process. Methods of research: analysis of documents and scientific literature, content analysis, written survey. The research has shown: The teachers and students positively evaluate the usage of the reflection method in their activity. Reflection is a good device for seeking of education quality. During this process the students overtake the teachers’ experience, develop their competences by getting the consultations. During the consultations the teachers give relevant information about the usage of the most effective learning methods in the study process. The students actively use some of the reflection types, most of which are rarely used. This indicates that in the study process not all the possibilities that could improve the learning process are used.

Therefore, the innovative practice of higher education quality governance needs to focus on directive development idea at the core of teacher-student oriented development. In this way, the joint development system of teachers and students should be improved, thus further enhancing teaching quality of higher education. </p>

This study uses qualitative research, with the type of multi-case study research. The main data source in this study was obtained by snowball sampling. Data collection techniques in this study used three techniques, namely observation, interviews, and documentation. The locations used as research sites were State Elementary School Babatan I and State Elementary School Wiyung, which are partnering with USAID Prioritas. State Elementary School Babatan I before partnering with USAID was accredited B, but after partnering with USAID accredited A in 2016. State Elementary School Wiyung was able to maintain its accreditation after partnering with USAID. The conclusion of this study states that improving the quality of education in State Elementary School Babatan I and State Elementary School Wiyung has been reached. This can be seen from the acceleration of changes in both physical development, and human resources, especially teachers and students both in quantity and quality.

Online teaching and learning activities are no longer ‘a nice-to-have extracurricular facility’ but an answer to what, how, when people learn, and where they learn it from. Digitization of education helps us to find answers to how technology can enable teachers and students to access specialized materials outside the classroom, in various formats and ways that help to utilize both time and space. Educators all over the world are trying to overcome the limitations of being physically separated by moving onto online learning platforms. This paper attempts to find out the feasibility of using technology for teaching language to learners of English as a second language in the present-day context. The findings of this research are based on responses to a questionnaire answered by both the Language teachers and the Undergraduate students of Middle East College, Muscat and through literature review. Gen Z, the ‘digital natives’ do not want teachers to be replaced entirely by computers as they need motivation, inspiration, and emotional support. Virtual education is feasible, but its success depends upon the effective content generation, designing and planning for its delivery, and the effective use of teaching/learning tools that can supplement the efforts of the teachers. For online teaching and learning not only do the colleges and educational institutions need to be well-equipped, the learners also need to adapt to the changing scenario.
