Introduction/Main Objectives: This research is motivated by the findings of the preliminary research conducted at the administrative leaders at Universitas Negeri Padang. Background Problems:  Less optimal leadership competency in administrative leadership in terms of change management, conflict management, communication, decision making, team building, and the ability to improve performance. Novelty: This model can support any program and support the expansion of the master program and/or development of the doctoral level in leadership and management of higher education, especially for the development of the capacity of structural leaders. Furthermore, this model has a very large contribution also to increase the capacity building of universities. In addition, this model can be used as the basis for opening a special study program for leaders, in increasing their leadership competence. Research Methods: This research is a development research using ADDIE model which consists of five stages, namely Analysis, Design, Development, Implementation, and Evaluation. In accordance with the results of preliminary research that has been done, then the model is developed through a process of self-evaluation, Focus Group Discussion (FGD), one to one trial and small group testing and large group testing. Research data were collected using a questionnaire, observation, and a questionnaire. The collected data is analyzed using descriptive statistics and inferential statistics. Finding/Results: This study produced 4 (four) products, namely model book, material book, instructor guidebook and participant guidebook. These products were declared to be very valid by experts both in terms of construction, content and linguistic aspects so that they were suitable for use. Practicality test results show that it is very practical for the four products that have been developed.Conclusion: Furthermore, this model has a very large contribution also to increase the capacity building of universities.

The paper presents the mid-term results of the implementation of Master study program on Digital Broadcasting and Broadband Technologies in Western Balkans countries. In this period the teaching courses are developed and the corresponding laboratory equipment is acquired. The project takes part of the Erasmus+ program for Capacity Building in Higher Education. In the rest of the project lifetime the new courses will be carried out altogether with laboratory exercises.

Abstract: The purpose of this development is to develop podcast media in Mandarin learning that focuses on listening skill of Chinese Language Education Study Program students 2019, State University of Malang.The development model used is the ADDIE model with five development stages, including analysis, design, development, implementation, and evaluation. The media developed by the researcher of this present study has been validated by media experts and material experts and tested on the 2019 Chinese language education study program students who take Listening 1. Development data were obtained from validation questionnaires for media experts and material experts, observation sheets, and questionnaires for the student. The results showed that the use of this podcast media helps in improving students' listening skill and also explains vocabulary in easy-to-understand podcast media. In addition, this podcast media is suitable to be used as a learning resource in improving students' listening skill. Based on the above discussion, it can be concluded that this podcast media can be used to practice Chinese listening skills. Keywords: development, podcast media, listening skill Abstrak: Penelitian dan pengembangan ini bertujuan untuk mengembangkan media pembelajaran podcast dalam pembelajaran bahasa Mandarin yang berfokus pada keterampilan Menyimak mahasiswa Prodi Pendidikan Bahasa Mandarin angkatan 2019 Universitas Negeri Malang. Model penelitian dan pengembangan yang peneliti gunakan adalah model ADDIE yang berisi lima tahapan pengembangan, yaitu tahap analisis, tahap perancangan, tahap pengembangan, tahap implementasi, dan tahap evaluasi. Media yang dikembangkan oleh peneliti telah divalidasikan kepada ahli media dan ahli materi, serta telah melalui uji coba pada mahasiswa Prodi Pendidikan Bahasa Mandarin angkatan 2019 yang mengambil mata kuliah Menyimak 1. Data pengembangan didapatkan dari lembar angket validasi ahli media dan ahli materi, lembar observasi, dan lembar angket mahasiswa. Hasil penelitian menunjukkan bahwa penggunaan media podcast yang dikembangkan oleh peneliti membantu dalam meningkatkan keterampilan Menyimak mahasiswa dan juga penjelasan kosakata dalam media podcast yang mudah dipahami. Selain itu media yang dikembangkan oleh peneliti sudah sesuai untuk digunakan sebagai sumber belajar dalam meningkatkan keterampilan Menyimak mahasiswa.  Berdasarkan pembahasan di atas, dapat disimpulkan bahwa media podcast yang dikembangkan oleh peneliti dapat digunakan untuk melatih keterampilan Menyimak bahasa Mandarin. This research aims to develop a valid, practical and effective basic physics  practicum guide 2 used for students of the Physics Education Study Program of the Muslim University of Maros. This research employs a 4-D development model research with 4 stages, namely: Define Phase (Define), Planning Stage (Design), Development Stage (Develop), Dissemination Stage (Disseminate). The practicum guide was tested to 10 students of Physics Education in the even semester, the Academic Year of 2019/2020. The research instruments include validation sheets, observation sheets, and practicum assessment documentation. The results showed that the basic physics practicum guide 2 that was developed had met the valid criteria with a validity value of 0.93. Besides, the practices with the implementation of the device was mostly in category 3 and was found effective as 83% of the students reached scores above 70.

Penelitian ini bertujuan untuk mengembangkan bahan ajar pada mata kuliah Dasar-Dasar Matematika di Program Studi Matematika, Universitas Negeri Surabaya.Model yang digunakan untuk pengembangan bahan ajar pada penelitian ini adalah model pengembangan ADDIE yang terdiri 5 tahap, yaitu tahap Analisis (Analysis), Perancangan (Design), Pengembangan (Development), Implementasi (Implementation), dan Evaluasi (Evaluation). Sementara, metode yang digunakan untuk menganalisis data adalah metode ceklist pada setiap langkah pada Instructional Design Process Step/Action Checklist, jika tidak maka harus ada langkah alternatif yang dilakukan atau ada alasan yang relevan yang tidak mempengaruhi proses pengembangan. Perkuliahan Dasar-Dasar Matematika menggunakan bahan ajar blended learning telah disusun berdasarkan model pengembangan ADDIE. Setiap langkah pada Instructional Design Process Step/Action Checklist telah dilaksanakan dan telah menghasilkan bahan ajar berbasis blended learning. Penelitian ini diawali dengan pembuatan story line yang merupakan panduan dalam pengembangan bahan ajar. Dari hasil analisis angket respon mahasiswa, diperoleh lebih dari 75% mahasiswa memberikan respon positif tidak hanya pada bentuk perkuliahan yang menggabungkan antara perkuliahan online dan offline melalui blended learning tetapi juga tentang ketergunaan materi yang disampaikan secaran online melalui Vi-learn Unesa.Kata kunci: bahan ajar, blended learning, ADDIEThis study aims to develop teaching materials in the Basic Mathematics course in the Mathematics Study Program, Surabaya State University. The model used for the development of teaching materials in this study is the ADDIE development model consisting of 5 stages, namely the Analysis, Design (Design), Development (Development), Implementation (Implementation), and Evaluation (Evaluation). Meanwhile, the method used to analyze data is the checklist method at each step in the Instructional Design Process Step / Action Checklist, if not then there must be an alternative step taken or there is a relevant reason that does not affect the development process. Lectures on Basic Mathematics using blended learning teaching materials have been prepared based on the ADDIE development model. Every step in the Instructional Design Process Step / Action Checklist has beencarried out and has produced teaching materials based on blended learning. This research begins with the creation of a story line which is a guide in the development of teaching materials. From the analysis of student questionnaire responses, it was obtained that more than 75% of students gave positive responses not only to the form of lectures that combined online and offline lectures through blended learning but also about the use of material delivered online through Vi-learn Unesa.Keywords: ADDIE, blended learning, teaching materials

In order to improve the resilience of the region to hazards, it is necessary to provide the required number of experts that is to modernize and develop higher education at the regional higher education institutions in the field of Disaster Risk Management and Fire Safety Engineering. A master study program should be developed to satisfy various criteria, according to regional needs for resilient society, such as the shift from reactive to proactive actions, developing a culture of prevention in built environment and learning to live with risks. Final goal is to produce capable experts, to be able to withstand difficult requirements of today and tomorrow. Compliance of the regional master program with similar programs, developed in the EU countries, strengthens the capacity of individual countries and the region as a whole in the process of European integration.

 This research was conducted based on the findings of college students. A phenomenon that is often found in students is that students still have low listening ability. This happened to students of the 2020 UNIPA Indonesian Language Education Study Program (PBI). The low value of listening ability in students was due to the lack of teaching materials for listening courses. To reduce or minimize the occurrence of language errors, lecturers use the Four-D Model or the 4D Model. Through the Four-D Model or the 4D Model, this study develops a product, namely the "Listening Research Procedure" module, using 4D steps, namely define, design, development, and dissemination. To analyze the data, this study used descriptive qualitative and quantitative. Based on data analysis, the process of making the Listening module is in accordance with the Thiagarajan development procedure known as Four-D Models (4D Model). The quality of the Listening module is viewed from the aspect of content feasibility, language eligibility, obtaining validation validation with good criteria. The results of the tests conducted by students showed that they had progressed, the average score of the students had complete information.

The purpose of this research is to develop an e-module for the Statistics subject in the Building Engineering Education study program, Jakarta State University. E-module development using Adobe InDesign software. This research is included in development research (R&D) using the ADDIE model (Analysis, Design, Development, Implementation, dan Evaluation). Two experts, who are material experts and media experts, validate the product. The product is an e-module which consists of 6 modules. Based on the validation, the average score of the material expert's assessment of modules 1 - 6 was 84% in the very feasible category. The average score of the media expert's assessment of modules 1 - 6 is 88.67% in the very feasible category. Based on the results of the validation, the Statistics E-Module is very feasible to use.

A theoretical model to measure managerial competence was developed by evaluating two previous models with similar aims. In addition to the original eight management competencies, another eight competencies were identified and applied to determine the management competencies needed in the Fourth Industrial Revolution with its fast-changing business environment. The article narrows down eleven management competencies and develops measuring criteria for each; in total 42 criteria. The eleven business competencies are leading change, cultural intelligence, team building, conflict management, communication skills, a global leader mindset, emotional intelligence, career awareness, personal value system, and external and ethical influences. The model is a theoretical model and presents management competencies relevant to the modern business environment. The value of this study resides in a strong theoretical basis for postmodern business environmental skills that managers need to maintain completeness of their organizations as well as providing a sound point of departure for other researchers of managerial competence.

Today’s English teaching and learning speaking in the digital era at the university level is full of challenges but promotes many possibilities. WhatsApp, the most popular social media used for communication, can be interactively utilized to study speaking about daily conversations in a flexible way anytime and anywhere to solve students’ speaking problems as well as one of the teaching and learning media in the disruptive era. This research was trying to develop WhatsApp-based speaking instructional material (WABSIM) for the Basic Speaking subject to help students speaking English effortlessly and fast about daily topics. This research was the first step of Research and Development (R&D) of the ADDIE model i.e., to analyze students’ needs to learn Basic Speaking through WhatsApp instructions. The research took place at the English Education Study Program of one private university in South East Sulawesi, Indonesia. Sixty-eight (68) students participated in giving information regarding to the students’ needs through an online survey in the Google Form. It revealed that students wanted to learn the Basic Speaking materials integrated with mobile technology in the form of social media of WhatsApp to make the learning is fast, enjoyable, fun, more communicative, more collaborative, and help them learning anytime anywhere, in and outside the classroom more independently. Also, students need real-life topics, authentic, interactive, and presenting domestic and international viewpoints in the WABSIM. Besides, the developed speaking materials should cover the audio and visual materials to cover students’ learning styles varieties, and the materials should include the speaking components such as vocabulary, grammar, pronunciation, fluency, comprehension, and task. Data resulting from the needs analysis informed the researchers of crucial issues to consider in developing WABSIM for the design, development, implementation, and evaluation in the next phase of this project. Further, students’ preferences and learning goals can be integrated with perspectives from the mobile learning literature and the affordances of WhatsApp to facilitate communication, collaboration and interaction in ways that have the potential to accelerate English language learning on the part of university students. There would be value in conducting similar needs analyses for other mobile learning instructional material development processes internationally, both for comparison with the Indonesian results here and in order to inform those development processes.

The language and automata theory are which required course must implemented by college student in informatic engineering study program. In this course, there are finite state automata (FSA) and deterministic finite automata (DFA) which are important materials in language and automata theory. This material requires more understanding of mathematical logic from students to determine an input which can be accepted or rejected in an abstract machine system. The assist students  to understand the material, it is need to develop the learning media for mobile learning applications for language  and automata theory on finite state automata (FSA) and deterministic finite automata (DFA) based on android as an evaluation of learning media for students. And the development of this learning media use the ADDIE development model (analysis, design, development, implementation, evaluation) to  design language and automata theory applications learning so can be support the learning process for students and then assist lecturer to explain the material more dynamic and applicative.
