For over a century, Cooperative Extension services within the United States have utilized specific program development plans to create or refine optimal programmatic services for clientele (Franz, Garst, Gagnon, 2015). Though developmental models may vary, planning or refinement in any program features some core developmental principles. This article provides an overview of these fundamental tenets within program planning, how a planning process informs an overarching development plan, and why these components are integral to Extension services. The article outlines how the incorporation of a planning process and the application of targeted, outcome-focused planning principles is paramount in building a program capable of delivering sustainable and desirable outcomes to clients.

Abstract:       This study aims to evaluate the implementation of assignation program of non-permanent educators by the Educational Department in Alor using the CSE-UCLA model which consist of four stages namely needs assessment, program planning, formative evaluation and summative evaluation. A descriptive-qualitative method was applied with interview techniques, questionnaires,and documentation for the data collection.  Based on the component of needs assessment, the program has a clear legal basis. However, since there is no technical guidance, therefore a different interpretation occurs during the implementation. Based on the program planning, the educational department has a program plan while the school needs aspect has not been fulfilled in terms of education degree and field of study. Formative evaluation, the assignation criteria for educators is based on school proposals using the administrative selection system. The placement of educators is not in accordance with the needs of schools based on the subject course. Summative evaluation, achievement of the program objectives has been attained in terms of quantity, although the improvements in terms of quality of assignation and placement of educatorare needed to be a concern to meet the school’ needs

This study aims to explore experiences of two big LAZs in Indonesia, namely Lazis Based on Islamic Organization X and Rumah Zakat in complying requirements as a good governance Lazis, with reference to Religion Ministerial Decree (Keputusan Menteri Agama/KMA) 333/2015 about Guidance on Giving Permit Establishment of Amil Zakat Institute and Statement of Financial Accounting Standards (PSAK) No. 109 on Accounting for Zakat and Infak/Alms. Specifically, this study was conducted with interview and observation techniques. Object observations are: Legality, Organizational Structure, Human Resource Quality, Work Program Planning, Implementation Work, Data Management, and Reporting. This study indicate hat there are several points of the requirements that become obstacles, namely: Registered as an Islamic social institution that manages the field of education, da'wah and social or institutional bodies law, Having a planned program plan and trstruktur, Have the technical, administrative and financial skills to carry out its activities, Have state health insurance (BPJS) and employment or other insurance for its employees, and able to raise funds at least 50 billion for LAZNAS. From the various obstacles that arise, the two LAZ has a similar pattern in solving them, namely by adopting the practice of New Public Management for the management and governance of Lazis can run well. In addition, synergy with various parties, such as academics and NGOs, and utilize the progress of information technology by building an e-donation system to optimize the collection of zakat and infaq potentials from various regions in Indonesia. The results of this study are expected to be an input for other LAZ in improving the quality of management and governance, especially related to the filing of legality to the Ministry of Religious Affairs of Indonesia regulated in KMA 333 2015.

Program management is an actively developing field of knowledge during the last decades. The lack of programs� common understanding, distinguishing features and at the same time the similar principles of program, portfolio and project management, insufficient accounting program�s main features, such as a large number of incoming interrelated and interdependent projects, the need for two-level management (strategic and detailed ones), creating and accumulating uncertainty due to a number of projects, demand for program�s continuous adjustment according to changing conditions of internal and external environment create the pool of problems that affects the program planning quality. Slippage, budget overruns, loss of strategic guidelines � all this lead to failure in achieving business objectives. In this paper the program�s distinctive features have been analyzed, comparative analysis of programs, projects, portfolios has been made, key points of program planning have been identified. The main elements of program plan have been defined with an accent on emerging difficulties and key components. Possibilities of use of collected knowledge related to projects and portfolios planning while creating the program plan have been analyzed. The need for developing a new approach to program planning with account of all program�s features has been revealed.

Penelitian ini bertujuan untuk mengetahui peran pondok pesantren At Taubah di Lembaga Pemasyarakatan Klas II B Cianjur mengenai pembinaan Akhlak Narapidana. Dengan memahami perencanaan program dan pelaksanaan pembinaan akhlak narapidana. Penelitian ini menggunakan Metode deskriptif. Hasil penelitian menunjukan bahwa Peran pesantren At Taubah yang berada di LAPAS Klas II B Cianjur dalam membina akhlak narapidana yaitu memberikan sumbangsih besar terhadap pembinaan yang secara umum merupakan tugas dari Lembaga Pemasyarakatan. Hal ini terlihat dari kegiatan yang dilaksanakan oleh pesantren yang begitu terorganisir.   This study aims to determine the role of the At Taubah Islamic boarding school in Cianjur Class II B Correctional Institution regarding the Moral Guidance of Prisoners. By understanding program planning and the implementation of moral guidance for prisoners. This research uses a descriptive method. The results showed that the role of the At Taubah Islamic Boarding School in the Class II B Classroom in Cianjur in building up the morals of prisoners is to contribute greatly to coaching which is generally the task of the Penitentiary. This can be seen from the activities carried out by pesantren that are so organized.
