For many elderly people, residential energy conservation options are often limited to little or no cost measures such as reducing their winter nighttime thermostat setting. As a result, conflicts can arise between the need to preserve health and the necessity to conserve energy. Under these circumstances, accidental hypothermia is an important and growing concern. This study examines the association between concern for health and the adoption by elderly persons of a lowered winter nighttime thermostat setting. Evidence from two surveys of elderly respondents who maintain separate owner-occupied residences shows that health and thermal comfort concerns are the major reasons for nonadoption of this energy conservation measure. Methods are presented for increasing energy conservation while maintaining a healthful home environment.

The article presents the main problems of street lighting associated with the presence of large volumes of electricity losses, which are the reason for its irrational use. A method for solving these problems through the use of energy service contracts is described. The possibility of implementing these contracts together with state support mechanisms is considered, which allows for an integrated approach to achieve the main goals of modernizing street lighting systems aimed at ensuring energy conservation and improving energy efficiency. The results of the application of this approach are presented on the example of the Smolensk region, which justify the feasibility of its use.

Building energy conservation measure (ECM) of insulation materials suitable for the domestic situation in the construction sector (passive) is established. The ECMs of insulation materials were classified into walls, roofs, and floors. Also, economic evaluation databases, which are composed of material costs, labor costs, and expenses for constructed alternatives, were built. After setting the target building and deriving the ECM list of insulation materials for the target building, the energy use evaluation and economic evaluation were performed for each constructed alternative. Based on this, the optimal building energy conservation measure of the target building was derived by applying the decision-support process.

The paper analyzes the problems of the legal regulation of the stage of conclusion of energy service contracts and offers suggestions for optimizing existing legal norms. At the present stage of world economic development, great attention is paid to ensuring sustainable development, including the low energy intensity of industrialized economies. In view of this, the various methods, approaches and mechanisms for energy saving and energy efficiency are of particular importance. One of the most relevant non-state mechanisms is an energy service contract (performance contract). There are preventive mechanisms that have not yet been imposed on market participants, but are capable of qualitatively changing the company's policy regarding the conservation of resources. The goal of the research is to form an understanding of the potential for applying modern energy saving and energy efficiency mechanisms in Russia and the EU. To achieve this goal, the study provides an overview of the current state of the energy service market in these countries, the conditions and directions of its development, identifies key problems in the application of the energy service contract and assesses its potential. A comparative description of the practice of application of the energy service contract and systems of certification of projects and real estate in Russia and the EU is given.
