The Alaska Marine Highway System's new Ocean Class RoRo passenger vessel, now under construction at Halter Marine, Inc., is the first large ocean and SOLAS certificated passenger vessel designed and built in the U.S. since the S.S. United States in 1952 and the smaller Alaska ferry M/V Tustumena in 1963. The vessel, M/V Kennicott, is the result of an innovative designand-construct procurement process employed by the State of Alaska under a special experimental program sanctioned by the Federal Highway Administration. This paper aims to elucidate that process and introduce the resulting design. Some historical background is given as well as a discussion of challenges facing publicly owned North American ferry systems and lessons learned in the course of this endeavor.

The marine renewable energy (MRE; renewable energy captured from waves, tides, ocean currents, the natural flow of water in rivers, and marine thermal gradients, without building new dams or diversions) industry has a vital role in the U.S. clean energy strategy as we progress to meet U.S. electricity and blue economy needs with renewable, domestic energy sources. However, a thorough assessment of the U.S. marine energy permitting process from the viewpoints of both developers that propose projects and regulators that permit them has not been performed. Sharing practical experiences in this new industry is vital to increase the efficiency and effectiveness of the permitting process, identify data and information gaps, develop lessons learned, and advance the industry. This paper is a case study of qualitative findings, lessons learned, and recommendations from guided discussions, workshops, and webinars with both marine renewable energy developers and state and federal regulators that have experience in the permitting process in the U.S.

While there has been a proliferation of MSW/MPH programs concurrent with dramatic changes in the U.S. health system, there is minimal research on these programs. The purpose of this article is to describe the conceptualization, development, and implementation of an innovative MSW/MPH program at a southeastern university—the only such program in the state. Our goal as the first two directors of the program, serving consecutively, is to share knowledge and offer “lessons learned” for universities seeking to develop or enhance an MSW/MPH program, as well as agencies interested in forming collaborative partnerships. “Lessons learned” include the importance of strong ongoing communication among all MSW/MPH stakeholders, thoughtful consideration of the time demands associated with the program director’s role, viewing a developmental evaluation plan as a critical component for success, and recognizing the benefits of purposeful linkages between the two disciplines.

This chapter introduces the use of a learning objects content development tool, the eLearning Objects Navigator, (eLONTM) as a strategy for creating, classifying, and retrieving reusable learning objects and reusable information objects. The use of eLONTM provides a context for rapid deployment of these SCORM-conformant packages to mobile learning devices as well as to learning management systems for a beta test with the U.S. Coast Guard Institute. Presented in this chapter is the underlying theoretical framework for the development of eLONTM as well as the specific design decisions made regarding the deployment of PDA mobile learning devices to military personnel. Furthermore, initial results from the beta test yield positive results as well as a series of lessons learned.

Security often requires collaboration, but when multiple stakeholders are involved, it is typical for their priorities to differ or even conflict with one another. In today’s increasingly networked world, cyber security collaborations may span organizations and countries. In this chapter, the authors address collaboration tensions, their effects on incident detection and response, and how these tensions may potentially be resolved. The authors present three case studies of collaborative cyber security within the U.S. government and discuss technical, social, and regulatory challenges to collaborative cyber security. They suggest possible solutions and present lessons learned from conflicts. Finally, the authors compare collaborative solutions from other domains and apply them to cyber security collaboration. Although they concentrate their analysis on collaborations whose purpose is to achieve cyber security, the authors believe this work applies readily to security tensions found in collaborations of a general nature as well.

Abstract Background In the U.S., transgender and gender diverse (TGD) populations face structural, interpersonal, and individual barriers to healthcare. Less is known, however, about the HIV prevention and treatment experiences of TGD youth in the U.S. The current study was developed to fill this research gap. Methods This article describes the research protocol for a multi-site, U.S.-based mixed-methods study that sought to identify the multi-level facilitators and barriers that influence participation of TGD youth in various stages of the HIV prevention (e.g., pre-exposure prophylaxis uptake) and care continua. A sample of diverse TGD youth ages 16–24 was recruited from 14 U.S. sites. TGD youth participants completed a one-time, in-person visit that included an informed consent process, computer-based quantitative survey, and in-depth qualitative interview assessing experiences accessing HIV prevention and/or care services. Providers serving TGD youth were recruited from the same 14 sites and completed a one-time visit via phone that included informed consent, demographic questionnaire, and in-depth qualitative interview assessing their experiences providing HIV prevention or treatment services to TGD youth. Results Overall, 186 TGD youth ages 16–24 and 59 providers serving TGD youth were recruited and enrolled from across the 14 U.S. sites. TGD youth participants had a mean age of 20.69; 77.3% youth of color; 59.7% trans-feminine; 15.5% trans-masculine; 24.9% non-binary; 53.6% family income under poverty level. Providers included medical and mental health providers as well as case manager/care coordinators, HIV test counselors, and health educators/outreach workers. Providers were 81.3% cisgender and 30.5% people of color. Successes with community-engagement strategies and gender-affirming research methods are reported. Conclusions This study addresses critical gaps in current knowledge about the HIV prevention and care experiences of TGD youth. Findings have implications for the development of HIV interventions across levels to support the health and well-being of TGD youth. Future research is warranted to replicate and expand on lessons learned regarding recruitment and engagement of communities of TGD youth, including longitudinal designs to assess engagement across their developmental stages. Lessons learned working with TGD youth through developing and implementing the study protocol are shared. Trial registration Registered on ClinicalTrials.gov on 05/20/2015 (NCT02449629).
