Integrated watershed management in Quebec (Canada): a participatory approach centred on local solidarity

The Quebec Water Policy was launched in November 2002 in support of reform of the water governance. One of the government commitments is to gradually implement watershed-based management for 33 major watercourses located primarily in the St. Lawrence plain. At the local and regional levels, watershed organizations are responsible for implementing integrated management, from a sustainable-development perspective, by preparing a master plan for water (MPW), which will include watercourses, lakes, wetlands and aquifers. These watershed organizations rely on public consultation, as well as local and regional expertise, on the responsibilities for water of the municipalities and regional county municipalities of the territory, as well as those of the ministries and other government agencies. They are also required to observe national priorities regarding protection, restoration, and development of water resources and to comply with relevant guidelines, directives, standards, regulations, and legislation. The role of watershed organizations is to act as planning and consultation tables. Government representatives are present, on the initial process, as the facilitator and for scientific and technical support. They do not have, at this moment, any voting or decisional rights. After two years, integrated water management mobilized water stakeholders on watersheds and they are on their way to initiating their first MPW.

This article analyzes the role of social work in the context of the special political, economic, cultural, and historical background in China. A historical perspective is used to understand the evolution of the Chinese welfare system and explain the timing of reintroducing the social work profession. A pluralistic perspective is adopted to define social work relating to different stakeholders in social welfare and services. The government starts to diminish its role as a direct service provider. The traditional family and community have less capacity to take care of people. Yet, the social work profession is not ready to take over. Finally, a social development perspective is used to illustrate why economic growth is prioritized by the Chinese government and social work as profession is supposed to work to promote social stability and prosperity. Implications for social work research and practice are discussed.

This research discusses and analyzes the deep comprehensiveness of the process of determining and implementing the E-Budgeting Policy by the Government of the Jakarta Migrant Workers; Research methodology uses a qualitative approach. The research results reveal the effectiveness of the role of actors in the process of implementing E-Budgeting policies determined by several factors, namely: the level of understanding of budgeting procedures and mechanisms (APBD), activeness in providing input in the initial process (Musrenbag), and the ability to accommodate the interests of constituents into programs and concrete activities in the RKPD; the legislative role in implementing E-Budgeting can be mapped out by looking at the actions of the executive and executive, namely: first, the interaction of non-professional making models, is a form of meeting between the executive and the legislature to use the power and authority, use of the budget, process and use; secondly, the associative systemic pattern, is a model of executive and legislative relations that is influenced by political, economic, and social systems, so that the process of formulating the General Budget Policy (KUA) and the Budget Priority and Platform (PPAS) is not value-free because it is influenced by the interests and demands of various interest groups. If there are interests from groups that have more political resources and political power compared to other groups, then they are likely to influence budget decisions.

ABSTRAKAdanya kebijakan dari pemerintah terkait pandemi covid 19 turut memberikan dampak bagi masyarakat, salah satunya dari aspek kesehatan seperti terhambatnya akses untuk mendapatkan layanan fasilitas kesehatan, terutama pada lansia. Salah satu penyakit yang paling sering terjadi pada lansia adalah osteoarthritis. Osteoarthritis merupakan penyakit rematik akibat gangguan metabolisme yang diikuti oleh beberapa perubahan pada sistem muskuloskeletal pada lansia. Dengan diberikannya pelatihan pada pengasuh lansia terkait peran latihan fisik dalam manajemen terpadu osteoarthritis diharapkan pengasuh lansia dapat membantu lansia dalam upaya pencegahan secara mandiri penyakit osteoartritis. Program kemitraan ini bertujuan untuk meningkatkan pemahaman pengasuh lansia terhadap peran latihan fisik dalam manajemen terpadu osteoarthritis. Kegiatan ini dilaksanakan di Panti Werdha Tresno Muti Turen Kabupaten Malang, sebanyak 3 kali melalui pemberian materi dan video pembelajaran, serta melaksanakan diskusi interaktif kepada 25 orang pengasuh lansia. Dari hasil evaluasi yang dilakukan, diketahui bahwa terjadi peningkatan pemahaman para pengasuh lansia, dimana sebelum diberikan penyuluhan, rata-rata nilai pre test sebesar 60,00 dan setelah diberikan penyuluhan terjadi peningkatan nilai post test menjadi 84,00. Kegiatan ini perlu dilakukan sebagai upaya meningkatkan kesadaran, kepedulian dan mendorong keterlibatan peran pengasuh lansia dan para lansia dalam upaya manajemen terpadu pencegahan osteoarthritis melalui latihan fisik. Kata kunci: lansia; latihan fisik; manajemen terpadu; osteoarthritis ABSTRACTThe existence of policies from the government related to the COVID-19 pandemic also has an impact on the community, one of which is from the health aspect such as hampering access to health facilities, especially for the elderly. One of the most common diseases in the elderly is osteoarthritis. Osteoarthritis is a rheumatic disease due to metabolic disorders followed by several changes in the musculoskeletal system in the elderly. By providing training to elderly caregivers regarding the role of physical exercise in the integrated management of osteoarthritis, it is hoped that elderly caregivers can help the elderly in efforts to independently prevent osteoarthritis. This partnership program aims to increase the understanding of elderly caregivers on the role of physical exercise in the integrated management of osteoarthritis. This activity was carried out at the Tresno Muti Turen Nursing Home, Malang Regency, 3 times through the provision of learning materials and videos, as well as carrying out interactive discussions with 25 elderly caregivers. From the results of the evaluation, it was found that there was an increase in the understanding of the elderly caregivers, where before being given counseling, the average pre-test score was 60.00 and after being given counseling there was an increase in the post-test score to 84.00. This activity needs to be carried out as an effort to increase awareness, concern and encourage the involvement of the role of elderly caregivers and the elderly in an integrated management effort to prevent osteoarthritis through physical exercise. Keywords: elderly; integrated management; osteoarthritis; physical training

The paper presents a discussion on the water crisis that occurred between 2013 and 2015 in the Metropolitan Region of São Paulo, the lack of integrated natural resources planning, and the reaction of social actors affected by the crisis. The region was affected by an extreme hydrological and climatological event, which was combined with the unsustainable management of water resources. The paper addresses, initially, the dynamics of water governance in the region, and the main aspects related to water availability and climate dependence that caused the water crisis. Then, we present an analysis of the process that led to the water crisis and its main developments, which is based on the follow-up of the different moments of the crisis and dialogues with its relevant stakeholders. The results indicate the relevance of emphasizing issues on matters such as the lack of transparency and highlight the role of societal initiatives. We conclude the paper with a proposition to discuss governance processes that can contribute to the development of more effective initiatives in order to reduce the impact of this visible change in water regimes, strengthen transparent management, and promote a more democratic interaction between social actors and the government.

Abstract Water governance remains barely understood in Kenya, despite the fact that water scarcity is endemic in the country. This study focuses on the role of decentralisation in water and sanitation services delivery in two sub-counties: Kiambu and Thika. The study uses primary data from a survey involving 766 respondents and secondary evidence from water agencies' records. Findings point to the need to adopt decentralisation particularly in stakeholder participation on water issues, power and role distribution in the Kenyan water sector. Decentralisation trends have been shown to enhance accountability, acceptance of pluralistic trends, and efficient and effective service delivery. Water policy revisions, enforcement and the proactive nature of water users are also prerequisites to better water and sanitation services delivery, if sustainable water management will be realised in the near future.

As we know that economic growth is one indicator of a country's economic performance. Experts state that small traders are business actors with relatively small capital who carry out production activities or sell goods and services to meet the needs of certain groups in society. From a business development perspective, small traders, such as warungs, street vendors or hawkers, and small-scale shops are micro-enterprises that operate informally. The emergence of the Covid-19 pandemic had a negative impact on 84.7% of MSMEs, the average income fell significantly by 53%, and around 72% of MSMEs experienced a decrease in income of more than 40%. MSMEs have a very large role in the Indonesian economy.

The central question of this study is: what should be the approach to municipal water provision in Owerri city? Is it through reliance on the government, NGOs, International actors or the private water investors? For the study both primary and secondary data were obtained and analysed. The study found that though most residents of Owerri city rely heavily on commercial borehole owners and water tanker drivers/water peddlers for their daily supplies, the government through its SWA is in control, and there is an absence of a popularly acceptable regulatory framework/water policy. It also found out water projects by international agencies and donors such as World Bank in water service provision in Owerri city which improved supply in the past also led to the emergence of fragmentation in service provision. The study equally found that, water governance and its institutions in the study area which operated under national and local forces is now tending towards the international. The study recommends that government should have a robust collaboration with the private sector and other community based organizations for its initiated tripartite partnership to be successful.

The purpose of this study is to describe and analyze the implementation of policies and strategies in the delivery of infrastructure, facilities and housing utilities in Sidoarjo from a legal standpoint, as well as the development perspective. Date analysis technique used is descriptive qualitative models. The results showed that the implementation of policy implementation of policies and strategies in the delivery of infrastructure, facilities and utilities housing in Sidoarjo influenced by several aspects, including regulatory aspects are not full ownership documents owned by the developer, negligence developer obligations, lack of coordination at each institution, and also belummempunyai complete data base regarding the infrastructure, facilities and utilities. In addition to regulatory aspects of the procedure is still considered berbilit-Sukau, inconsistent and inadequate. Given the purpose and role of each - each party must be done consistently in the submission process infrastructure, facilities and utilities, both the Government of Sidoarjo regency and the developer, so that the resulting synergies that can create the infrastructure, facilities and utilities are in short supply, both quantity and quality for the benefit of society. Alternative strategies that can be done is by setting short-term goals, medium term and long term.

This paper discusses the challenges involved in adopting an integrated approach to urban water policies and management, a particularly problematic issue in Brazil due to the incomplete nature of urbanization, defined as the lack of adequate and/or universalized access to infrastructure and services, informal housing and conflicts between environmental protection and social housing needs. In the last two decades strong social movements have influenced urban environmental policies from national to local levels. In Belo Horizonte since 1993, decision-making processes have involved important mechanisms of democratic inclusion, which have contributed to fairer urban policies. A brief discussion of the concept of governance follows, introducing the municipal urban policy within which drainage and sanitation policies have been implemented. This paper presents the constitutional and institutional role of the five municipal committees dealing with water governance issues, as they are important arenas for civil society participation. The main constraints to achieving integrated urban water governance at the local level and the extent to which such policies are able to reduce social inequalities and promote social environmental justice in the use and appropriation of urban water, are discussed. This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.
