Experiences with stakeholder involvement in strategic sanitation planning: a case study of the city of Darkhan, Mongolia

Stakeholder involvement is a prerequisite in urban strategic sanitation planning, particularly in low-income countries. This paper investigates the experiences and lessons learnt in terms of effective stakeholder involvement gained from a case study on strategic sanitation planning in a peri-urban sub-district in the city of Darkhan, Mongolia. Conceptually the Darkhan case study builds on a participatory sanitation planning approach known in the literature as community-led urban environmental sanitation (CLUES) planning. Firstly, a brief introduction to the CLUES approach, its basic principles for effective stakeholder involvement and its adaptation to the Darkhan case study is given. Secondly, two relevant planning steps including the building and testing of pilot facilities are described and assessed in terms of effective stakeholder involvement. It is shown that even if not all basic principles could be fulfilled adequately, the participatory planning framework helped to improve the scientific outputs of the project – mainly the technological research and development – and to smooth the way for further actions towards the sustainable implementation of measures on a larger scale.

Unsafe sanitation is an increasing public health concern for rapidly expanding cities in low-income countries. Understanding household demand for improved sanitation infrastructure is critical for planning effective sanitation investments. In this study, we compared the stated and revealed willingness to pay (WTP) for high-quality, pour-flush latrines among households in low-income areas in the city of Nakuru, Kenya. We found that stated WTP for high-quality, pour-flush latrines was much lower than market prices: less than 5% of households were willing to pay the full costs, which we estimated between 87,100–82,900 Kenyan Shillings (KES), or 871–829 USD. In addition, we found large discrepancies between stated and revealed WTP. For example, 90% of households stated that they would be willing to pay a discounted amount of 10,000 KES (100 USD) for a high-quality, pour-flush latrine, but only 10% of households redeemed vouchers at this price point (paid via six installment payments). Households reported that financial constraints (i.e., lack of cash, other spending priorities) were the main barriers to voucher redemption, even at highly discounted prices. Our results emphasize the importance of financial interventions that address the sizable gaps between the costs of sanitation products and customer demand among low-income populations.

The current planning framework in the Province of Ontario is based on principles of “smart growth” including transit oriented development, intensification, and a focus on building complete communities. While the advancement of these principles has been positive in certain cases, the literature identifies that industrial lands may face redevelopment pressure as smart growth principles are adopted. This paper provides the opportunity to assess the extent of which this is the case in the context of the City of Markham. A content analysis of twelve employment land conversion applications provides for an on-the-ground case study of how the planning framework in Ontario, informed by smart growth principles, is leveraged by developers to support employment land conversions. Research findings include conflicting interpretations, among stakeholders, of planning policy goals related to employment land. Recommendations include the need for a more consistent articulation of policy goals and a rethink of traditional zoning strategies for industrial lands.

ABSTRACT Favelas are low-income urban communities in Brazil, and Maré in Rio de Janeiro has the largest cluster of favelas in the country. The prevailing view of a unique, regulated, and normative city conflicts with the reality of the continued expansion of the favelas, posing challenges for architects and urban planners in developing new strategies for integrating informal areas with the main city. This study focused on a decaying industrial area adjacent to the Maré favelas and explored a sustainable path for improving both the quality of the built environment and the quality of life of the residents. Effective infrastructure and socioeconomic links between the favelas and the city were proposed. The home production model that emerged from the favelas inspired the use of the abandoned industrial area as a home-industry incubator. The study proposed an urban regeneration strategy involving a bottom-up industry-space process evolving from home industries to group industries, and finally to larger community industries. This strategy can accelerate Maré’s development and integration with the city of Rio de Janeiro.

A large part of the population in low-income countries (LICs) lives in fragile and conflict-affected states. Many cities in these states show high growth dynamics, but little is known about the relation of conflicts and urban growth. In Afghanistan, the Taliban regime, which lasted from 1996 to 2001, caused large scale displacement of the population. People from Afghanistan migrated to neighboring countries like Iran and Pakistan, and all developments came to a halt. After the US invasion in October 2001, all the major cities in Afghanistan experienced significant population growth, in particular, driven by the influx of internally displaced persons. Maximum pressure of this influx was felt by the capital city, Kabul. This rapid urbanization, combined with very limited capacity of local authorities to deal with this growth, led to unplanned urbanization and challenges for urban planning and management. This study analyses the patterns of growth between 2001 and 2017, and the factors influencing the growth in the city of Kabul with the help of high-resolution Earth Observation-based data (EO) and spatial logistic regression modelling. We analyze settlement patterns by extracting image features from high-resolution images (aerial photographs of 2017) and terrain features as input to a random forest classifier. The urban growth is analyzed using an available built-up map (extracted from IKONOS images for the year 2001). Results indicate that unplanned settlements have grown 4.5 times during this period, whereas planned settlements have grown only 1.25 times. The unplanned settlements expanded mostly towards the west and north west parts of the city, and the growth of planned settlements happened mainly in the central and eastern parts of the city. Population density and the locations of military bases are the most important factors that influence the growth, of both planned and unplanned settlements. The growth of unplanned settlement occurs predominantly in areas of steeper slopes on the hillside, while planned settlements are on gentle slopes and closer to the institutional areas (central and eastern parts of the city). We conclude that security and availability of infrastructure were the main drivers of growth for planned settlements, whereas unplanned growth, mainly on hillsides, was driven by the availability of land with poor infrastructure.

Abstract There is a well-recognized need for empirical study of processes and factors that influence scale up of evidence-based interventions in low-income countries to address the ‘know-do’ gap. We undertook a qualitative case study of the scale up of chlorhexidine cleansing of the umbilical cord (CHX) in Bangladesh to identify and compare facilitators and barriers for the institutionalization and expansion stages of scale up. Data collection and analysis for this case study were informed by the Consolidated Framework for Implementation Research (CFIR) and the WHO/ExpandNet model of scale up. At the national level, we interviewed 20 stakeholders involved in CHX policy or implementation. At the district level, we conducted interviews with 31 facility-based healthcare providers in five districts and focus group discussions (FGDs) with eight community-based providers and eight programme managers. At the community level, we conducted 7 FGDs with 53 mothers who had a baby within the past year. Expanded interview notes were thematically coded and analysed following an adapted Framework approach. National stakeholders identified external policy and incentives, and the engagement of stakeholders in policy development through the National Technical Working Committee for Newborn Health, as key facilitators for policy and health systems changes. Stakeholders, providers and families perceived the intervention to be simple, safe and effective, and more consistent with family preferences than the prior policy of dry cord care. The major barriers that delayed or decreased the public health impact of the scale up of CHX in Bangladesh’s public health system related to commodity production, procurement and distribution. Bangladesh’s experience scaling up CHX suggests that scale up should involve early needs assessments and planning for institutionalizing new drugs and commodities into the supply chain. While the five CFIR domains were useful for categorizing barriers and facilitators, additional constructs are needed for common health systems barriers in low-income settings.

Biophilic design stems from the term biophilia; a concept that describes humans’ innate connection and love for nature. It is an innovative way to bring nature into cities, reconnecting urban residents to the natural world through the built environment, while simultaneously contributing many mental, physical and environmental benefits. Despite extensive research on the significance of biophilic design, application in many urban environments, including Toronto, is minimal. This paper investigates what, if any, obstacles may be preventing Toronto from integrating biophilic design. Research was conducted through a literature review, case study analysis and four key informant surveys. It finds that there are obstacles to local implementation including a lack of supportive planning framework, a lack of economic support and incentives, lacking professional expertise and absent demand. The paper acknowledges the literature, case studies and informant responses through the provision of recommendations that are designed to help the city overcome these obstacles. Bridgeheader is one of the typology of low-income people in the city who assume that the house is only ‘a springboard’ for their life in the city. This group of people dwelt not far from the location of their place to work; occupying marginal spaces in the city and its environment tend to be slump. Almost all areas in the city of Jakarta have marginal spaces, therefore the government attempt to improve the quality of their houses, for example by providing low-cost housing. In fact the low-cost house which was provided by the government failed to be ‘consumed’ by the brigdeheaders at the time when the used value of the house has been turned into market value. The research aimed to determine such approaches of use value of the house that can be ‘consumed’ by the brigdeheader, but did not undermine the space in the city. Data collection methods using practical observation conducted with interviews. While the analysis using descriptive pragmatic method in four case study area in Jakarta. The findings indicate that the concept of house for this group is not determined only by the ‘low price tag’ but also ‘the way of use’ of the space contributed with the result that the house can be ‘consumed’ well.
