Transboundary water justice: a combined reading of literature on critical transboundary water interaction and ‘justice’, for analysis and diplomacy

By reviewing and blending two main bodies of research (critical transboundary water interaction analysis and centuries of thought on social justice) this paper seeks to improve international transboundary water interaction analysis and diplomacy. Various implications for transboundary analysis and diplomacy are grouped under themes of equitability, process/outcomes, and structural concerns. These include shortcomings of analysis and policy based on unfounded assumptions of equality, and options excluded from consideration by the legitimisation of particular concepts of justice over others. As power asymmetry is seen to enable or disable justice claims and conflict resolution efforts, the importance of ensuring equitable outcomes as a pre-condition for cooperation is asserted. Similarly, water conflict resolution is found to be more fair – procedurally – than is conflict management, and may be supported to a limited extent by international water law. A number of analytical tasks are suggested for future research and policy, including a call to scrutinise the source of legitimacy of strands of justice invoked. Given the very many perspectives on justice that exist in the network of relevant actors, potential bias in research and diplomacy could be reduced if all involved openly stated the morals underpinning their understanding of ‘justice’.

This paper examines the transboundary water resources conflict resolution mechanisms. Various academic fields have provided conflict resolution mechanisms that could be used to analyse transboundary water conflicts. These mechanisms include social planner, water market, game theory, static and dynamic systems engineering models, and negotiation analyses. These mechanisms share some common characteristic features. This similarity has led to a general belief that these mechanisms are competitive substitutes. However, closer examination by this research reveals that these mechanisms have more complementarity than similarity. This complementarity permits researchers and practitioners to combine any two or more of them to develop more comprehensive mechanisms with stronger analytical capacity to analyse the different elements of the process of transboundary water conflict resolution.

One of the most important environmental issues today is the water crisis and the ensuing security challenges. Of these, transboundary waters pose the most significant security challenges. Resolving these conflicts and agreements over transboundary waters has always faced a variety of challenges, making it difficult to reach a mutually agreed solution. One of the transboundary water conflicts that have been exacerbating in recent years is the conflict between Afghanistan, Iran, and Turkmenistan over the use of the Harirud river water resources. The present paper aims to analyze, using the Graph Model for Conflict Resolution (GMCR), a game theory model, the conflict between the three countries regarding the utilization of the water resources of the border river, Harirud. To this purpose, first, the current state of the conflict was investigated. Then, each of the three countries’ possible options and preferences was defined according to the past and present state of the conflict as well as the possible states. By defining the permissible movements and priorities of each decision maker, the equilibrium of the conflict was obtained. Next, four scenarios were defined, the equilibria were extracted in each scenario, and the results were interpreted. The implementation of the GMCR model algorithm regarding the Harirud water conflict between the three countries indicated that the current state is the most likely outcome of the conflict as none of the parties involved, given their preferences, and is motivated or able to change their strategy to help the conflict to a more favorable state.

Abstract Purpose of Review This review offers a discussion on how energy storage deployment advances equitable outcomes for the power system. It catalogues the four tenets of the energy justice concept—distributive, recognition, procedural, and restorative—and shows how they relate to inequities in energy affordability, availability, due process, sustainability, and responsibility. Recent Findings Energy storage systems have been deployed to support grid reliability and renewable resource integration, but there is additional emerging value in considering the connections between energy storage applications and equity challenges in the power system. Through a thorough review of the energy justice and energy transitions literature, this paper offers the equity dimensions of storage project design and implementations. Summary Emerging energy programs and projects are utilizing energy storage in pursuit of improved equity outcomes. Future research and policy design should integrate energy justice principles to align storage penetration with desired equity outcomes.

Workplace incivility, also called bullying, mobbing, and harassment, is pervasive and takes a high toll on employees. This study draws on 18 in-depth interviews with women in the precarious, low-wage, service sector in jobs such as customer service representative, retail sales, food service, pharmacy technician, and bank teller. Women service workers are a particularly vulnerable group, and yet most research on workplace problems of this type focus on professional women’s experience. We find that in this sample, most incivilities came from supervisors, followed by customers and then coworkers. Among supervisors, women were the most common perpetrators, while customer and coworker perpetrators were largely men. The type of incivility varied depending on role: Disparagement was common on the part of supervisors and customers, while coworkers were far more likely to engage in sexual harassment, which was virtually nonexistent among supervisors. Consequences for targets of these incivilities included anxiety, which most had experienced, and income loss. We offer suggestions for future research and policy.

This occasional paper examines common instructional strategies in early-grade mathematics interventions through a review of studies in classrooms in low- and middle-income countries. Twenty-four studies met the criteria for inclusion, and analyses reveal four sets of instructional strategies for which there is evidence from multiple contexts. Of the 24 studies, 16 involved the use of multiple representations, 10 involved the use of developmental progressions, 6 included supporting student use of explanation and justification, and 5 included integration of informal mathematics. Based on the review, we provide conclusions and recommendations for future research and policy.

This paper discuss good governance model for conflict resolution around water tourism area in Indonesia. This paper developed structural factors that influence water tourism such as the population, economic development, regional generated revenue, real-time sector revenue, poverty rates, and water management which is the focus of the study affected the rising of the water conflict. This study is field research qualitative study. The objects in this research are water tourism stakeholders which are composed of three different water tourism management in Karanganyar, Central Java, Indonesia, namely Grojogan Sewu, Jumog and Peblengan. This study conducted in Karanganyar as a district that has a natural beauty with huge potential to further develop its natural attractions. The data sampling is done by observation and interview. From the result of this study it can be concluded that (1) there needs to be a clear explanation for the villagers near the water tourism area that the natural resources of water needs to be preserved and used moderately ; (2) a communication needs to be established between the stakeholders and those using the water resource, for the sake of the villagers’ welfare as well as the economic improvement; (3) the government, both the regional government as well as the central government need to make regulation to keep the condition of the nature without ignoring the possibility of conflict ensuing because of water usage by the villagers; (4) increasing the role of the villagers in managing the water resource so that there will be no prolonged conflict in the future.

Research and policy have invested in the prospect that gaining digital skills enhances children’s and young people’s outcomes. A systematic evidence review of research on digital skills among 12- to 17-year-olds identified 34 studies that used cross-sectional survey methods to examine the association of digital skills with tangible outcomes. Two-thirds concerned the association with online opportunities or other benefits. Another third examined online risks of harm. Findings showed a positive association between digital skills and online opportunities, information benefits, and orientation to technology. Greater digital skills were indirectly linked to greater exposure to online risks, although any link to harm was unclear. While technical skills were linked with mixed or even negative outcomes, information skills were linked with positive outcomes. There was little research on the outcomes of communication or creative digital skills. Future research should examine the dimensions of digital skills separately and encompass a wider range of outcomes.
