Economic valuation of aquatic ecosystem services in developing countries

An important challenge of integrated water resources management (IWRM) is to balance water allocation between different users. While economically and/or politically powerful users have well developed methods for quantifying and justifying their water needs, this is not the case for ecosystems—the silent water user. A promising way of placing aquatic ecosystems on the water agenda is by economic valuation of services sustained by ecosystems. In developing countries, the livelihoods of rural people often depend directly on the provision of aquatic ecosystem services. In such situations, economic valuation of ecosystem services becomes particularly challenging. This paper reviews recent literature on economic valuation of aquatic ecosystem services in developing countries. “Market price” is the most widespread method used for valuating marketed ecosystem services in developing countries. “Cost based” and “revealed preference” methods are frequently used when ecosystem services are non-marketed. A review of 27 existing valuation studies reveals a considerable range of estimated total economic value of aquatic ecosystem services in developing countries, that is from US$30 to 3,000/ha/year. The paper concludes that economic valuation is vital for bringing ecosystems to decision-making agendas in developing countries and that great effort must be made to bridge the gap between scientists and decision makers.

Mangrove forest gives many benefits and services to human and environment. Even though it contributes many benefits and services, coastal ecosystems threatened as one of the most critical ecosystems in the world. The study aims to estimate the economic value of ecosystem services provided by Lansa mangrove forest, Wori Sub-district, North Minahasa District, North Sulawesi Province, Indonesia. Here, we describe the use value (direct and indirect value) and non-use value (option and existence value), and emphasize the components of ecosystem services fish resources, firewood, coastal protection, biodiversity, carbon (C) removal and mangrove sustainability because these directly influence human welfare. Their market price calculated fish and C removal value. Coastal barrier and firewood were approached using the replacement cost method. Biodiversity value was calculated using Indonesia mangrove forest biodiversity value. Contingent Valuation method was used to find out people willing to pay for the sustainability of mangrove forest. Lansa mangrove forest total economic value (TEV) was IDR 4,431,197,603 or equal to US$ 305,600 (US$ 1,959 ha-1). The success of this mangrove valuation has potentially large implications for future policy-making of its’ ecosystem service values.

Pasture-based livestock systems, often located in High Value Nature farmland areas, hold the greatest potential to deliver public goods across European agricultural systems. They play an important role in preserving agricultural landscapes, farmland biodiversity, cultural heritage, and in sustaining rural development. However, many of these functions are ignored in evaluation frameworks because public goods do not have market price and are often ignored in policy design, so farmers do not get the appropriate incentives to provide them. Different conceptual frameworks can be utilized to evaluate the multiple functions or services of these systems: Multifunctional Agriculture, Ecosystem Services, and Total Economic Value. We analyze the common characteristics of these concepts (e.g. they place human benefits and societal demands at the core of their definitions), their specificities (e.g. use of different units of analysis and spatial-temporal scales), and how they can be embedded in the wider concept of sustainability. Finally, we illustrate how the different concepts can be combined to evaluate pasture-based livestock farming systems from a socio-cultural and economic perspective. The public goods (ecosystem services) provided by representative case studies in Mediterranean and Nordic regions are quantified (also in monetary terms) under different environmental/policy scenarios. The results show that there is a clear underestimation of the socio-cultural and economic values of ecosystem services provided by these farming systems. They also show that the social welfare loss linked to further abandonment of livestock farming, and the associated environmental degradation, is very large. From a societal perspective, it is necessary to jointly measure the biophysical, socio-cultural and monetary values of ecosystem services (market and nonmarket) in order to promote the sustainability of pasture-based livestock systems.

Demonstrating economic benefits generated by protected areas is often pointed out as pivotal for supporting decision-making. We argue in this paper that the concept of ecosystem services (ES), defined as the benefits humans derive from ecosystems, provides a consistent framework to approach this issue as it links ecosystem functioning and benefits, including benefits with economic value. This study aimed at providing evidence on how to bring the economic value of protected areas to the decision-making process and contributing to extend current EU Member States' experience in mapping and assessing the economic value of ES in the context of the EU Biodiversity Strategy to 2020 (Action 5). In doing so, we used the Natural Park of Serra de S. Mamede (PNSSM), located in the Alentejo NUTS II region, as a case study. We followed a three-step approach to pursue our goals, entailing stakeholders' engagement for selecting relevant ES (through a participatory workshop), biophysical mapping of ES flows (based on a multi-tiered approach depending on data availability) and spatial economic estimation of such flows (using value transfer, willingness-to-pay and market price methods). Our results indicate that the ES with highest economic value are not always the ones with higher perceived value by stakeholders. For most ES, the economic value increased with increasing protection level within the park, except for the crop production service. Although no formal uncertainty or sensitivity analysis has been performed, the following range is based on a critical assessment of non-primary data used. We estimated the aggregate annual value of PNSSM to be 11 to 33M€/year (representing 0.1 to 0.3% of the regional NUTSII Alentejo Gross Domestic Product). Our findings reinforce the need to adopt mixes of monetary and non-monetary valuation processes and not to rely just on one approach or measure of value while bringing ES into protected areas management.

Coastal and marine ecosystem (CME) services provide benefits to people through direct goods and services that may be harvested or enjoyed in situ and indirect services that regulate and support biological and geophysical processes now and in the future. In the past two decades, there has been an increase in the number of studies and journal articles designed to measure the economic value of the world’s CME services, although there is significantly less published research than for terrestrial ecosystems. This article provides a review of the literature on valuation of CME services along with a discussion of the theoretical and practical challenges that must be overcome to utilize valuation results in CME policy and planning at local, regional, and global scales. The review reveals that significant gaps exist in research and understanding of the broad range of CME services and their economic values. It also raises questions about the validity of aggregating ecosystem services as independent components to determine the value of a biome when there is little understanding of the relationships and feedbacks between ecosystems and the services they produce. Finally, the review indicates that economic valuation of CME services has had a negligible impact on the policy process in four main regions around the world. An alternative direction for CME services research would focus on valuing the world’s CME services in a wealth accounting framework.

<p>The objective of this paper is to obtain the monetary value of ecosystem services provided by the Turia Natural Park (TNP). This paper proposes the use of the Analytic Multicriteria Valuation Method (AMUVAM) by replacing the Analytical Hierarchy Process (AHP) with the Analytic Network Process (ANP), since the ANP method allows to analyze interdependence relationships between the services provided by a system. The results express that the economic value of the ecosystem services associated to the TNP ranges between 163,946,752 € and 481,549,597 €. The results reveal distinct patterns in the valuation of the existing services due to ethical issues.</p>

ABSTRAK Sumberdaya Waduk Cengklik merupakan sebuah waduk wisata yang terdapat di Desa Ngargorejo, Boyolali. Penelitian yang dilakukan pada bulan Oktober 2016 yang bertujuan untuk mengetahui nilai manfaat langsung dan tidak langsung kawasan Waduk Cengklik. Penelitian ini bertujuan untuk menentukan besarnya nilai manfaat langsung dan tidak langsung Waduk Cengklik.Waduk Cengklik memiliki banyak peran penting dari sektor ekologi dan ekonominya. Manfaat Nilai Ekonomi dari Waduk Cengklik dapat ditinjau dari manfaat langsung dan tidak langung. Untuk menganalisis pemanfaatan waduk mengenai hasil valuasi ekonomi digunakan beberapa metode yaitu metode penilaian harga pasar untuk sektor perikanan tangkap, metode biaya perjalanan untuk sektor pariwisata, metode Market Price Method untuk sektor air bersih. Metode penentuan responden menggunakan teknik purposive sampling untuk perikanan tangkap, convenience sampling untuk pariwisata, cluster sampling untuk air bersih, sensus untuk penyedia transportasi, convinience sampling untuk pengguna transportasi dan convenience sampling untuk transportasi serta sampling untuk irigasi. Hasil yang didapatkan dari perhitungan menunjukkan nilai manfaat langsung pada sektor perikanan tangkap yaitu sebesar Rp. 3.384.038.000/tahun, sektor pariwisata sebesar Rp.2.340.591.000/ tahun, sektor air bersih sebesar Rp 73.944.000/tahun, sedangkan sektor transportasi sebesar Rp 55.700.000/tahun. Total nilai ekonomi manfaat langsung yaitu Rp. 5.854.273.000/tahun. Sedangkan nilai ekonomi manfaat tidak langsung yaitu dari sektor irigasi mempunyai nilai ekonomi sebesar Rp.1.245.000.000/tahun.Kata Kunci  : Valuasi Ekonomi, Manfaat Langsung, Manfaat Tidak Langsung, Waduk Cengklik. ABSTRACT                                                                              Cengklik Reservoir Resource is a tourism reservoir located in Ngargorejo Village, Boyolali. The research which was conducted in October 2016 aims to determine the value of direct and indirect benefits of Cengklik Reservoir area. This study intends to determine the value of direct and indirect benefits of Cengklik Reservoir. Cengklik Reservoir possesses many significant roles in both ecological and economic sectors. The Benefit of Economic Value from Cengklik Reservoir can be observed from direct and indirect benefits. In order to analyze the utilization of reservoirs on the economic valuation result, several methods are used: market price valuation method for capture fishery sector, Travel Cost Method for tourism sector, and Market Price Method for clean water sector. This research used purposive sampling technique for capture fishery, convenience sampling for tourism, cluster sampling for clean water, census for transportation provider, convenience sampling for transportation user and convenience sampling for transportation and sampling for irrigation. The results which were obtained from the calculation show the value of direct benefits in fishing sector which is IDR 3 384 038 000 per years, tourism sector of IDR 2 340 591 000 per years, clean water sector of IDR  73 944 000 per years, while transportation sector of IDR 55 700 000 per years. Total economic value of direct benefit is IDR  5 854 273 000 per years. Cultural ecosystem services (CESs) are non-material benefits generated by natural and human ecosystems that substantially contribute to human wellbeing. Estimating the monetary value of CESs is challenging because there is no real market for these services and therefore there is no actual market price. This study seeks to define an economic evaluation method for these services, with special reference to a recreational CES that has so far received little discussion: hunting. We conducted an online survey in the province of Siena (Tuscany, Italy). The Consumer Surplus estimate of hunters was made using the travel-cost method with a detailed analysis of the annual expenditure on hunting activities, and a negative binomial statistical regression. The results reflect the nature of hunting activity and show the dynamics that have occurred over recent decades. In fact, whereas hunting used to be strongly connected to the rural world as it was an income supplement for local communities, nowadays it has turned into an elitist and almost exclusively recreational activity. In any case, knowing the economic value of ecosystem services constitutes an essential background for planning effective land management and development policies in the short and long term.

AbstractThe true economic value of ecosystem services may not be reflected in market transactions, because there is no real transaction for ecosystem services in the market. Therefore, it is important to evaluate the cost of time and travel to define the value people place on something in the absence of a market price. This study estimates the recreational value of Ghaleh Rudkhan forest park in the north of Iran using the individual travel cost method. This method is considered to be a substitute approach for the market. The data required were collected using questionnaires. Therefore, 271 questionnaires were randomly distributed between the visitors of the recreational site in 2016. In this study, a linear function is used to estimate the effects of explanatory variables including economic and social variables on the number of visits to estimate the recreational value of the forest park. Results showed that a consumer surplus of each person for their visit was 21500 Rials and the annual recreational value of the park was 78390595 Rials per ha. Furthermore, the variables such as travel expenses, income, distance, family size and visitor’s age are effective factors in the recreational use of the park. The results of this study can improve the quality of environmental services of the Ghaleh Rudkhan forest park and could expand the variety of services that they could supply based on the demand of the people.

Mangrove ecosystems become an important ecosystem for the community of Mandah district, this is because the community uses the mangrove ecosystem as a producer of mangrove wood, as well as a place to catch fish, shrimp, and crabs. Therefore, it is important to maintain the sustainability of mangrove ecosystems in multiple ways; one option is by providing an economic report regarding the mangrove ecosystem. The purpose of this study is to estimate the economic value of mangrove ecosystems. This research was conducted in Mandah District using the survey method. Data analysis using economic valuation by calculating the total economic value of mangrove ecosystem services, comprising: supporting services, provisioning services, regulating services, and cultural services. The results showed that the total economic value of mangrove ecosystem services which has an area of 31,007 Ha amounting to IDR 6,100,130,675,685/year or IDR 196,733,985/Ha/year consisting of the value of supporting services amounting to IDR 2,843,521,034,280/year, the value of provisioning services IDR 120,274,922,887/year, the cost of regulatory services is IDR 3,132,894,718,518/year, and the value of cultural services is IDR 3,440,000,000/year. The high economic value of regulating and supporting services indicates that the mangrove ecosystem has a high value of environmental services, so it needs to be preserved and the sustainability of the mangrove ecosystem to remain of high economic value.
