A capstone experience, as an exit degree requirement, allows Master of Public Administration (MPA) students to build quasi-experimental practices by applying learned knowledge and skills throughout their curriculum in the United States. Accredited MPA programs have implemented their capstone courses differently to achieve required standards. Small programs have faced more challenges in organizational capacities than big programs. Although no consensus on standard capstone course components has been made, this study intends to discuss feasible capstone formats for small programs by reviewing the relatively small accredited MPA programs. The majority of the comparable programs have adopted the professional paper model with different course structures. In response to the program reviews and the pilot experience, three components are suggested to redesign a capstone course for small programs: faculty-directed; group-based; and project-focused. The capstone pilot experience has confirmed that ownership by the involvement of many faculty and external inputs in designing the course is critical to implement successful capstone experiences for small programs.

Abstract Phosphorus (P) enrichment to streams, lakes, and estuaries is increasing throughout the United States. P loading is typically viewed from a harmful algal bloom perspective; if added P causes excess growths of phytoplankton or macroalgae, it may become targeted for control. However, P loading also contributes to two other non–algae-based aquatic problems. Field and experimental evidence shows that P loading directly stimulates growth of aquatic bacteria, which can increase to concentrations that exert a significant biochemical oxygen demand on water bodies, contributing to hypoxia, a widespread impairment. Experimental evidence also demonstrates that fecal bacterial growth can be significantly stimulated by P loading, increasing health risks through exposure or the consumption of contaminated shellfish and causing economic losses from beach and shellfish area closures. Resource managers need to look beyond algal bloom stimulation and should consider the broader roles that excess P loading can have on ecosystem function and microbiological safety for humans.

<p>Cesarean delivery (CD) is the second most commonly performed surgery in the United States. As such, prevention of complications associated with this procedure is a top priority in nursing care. Nurses at the study insti- tution perceived that postcesarean patients experienced increased uri- nary retention after use of spinal morphine for postoperative pain relief. This observation prompted a review of the literature indicating that limited research had been conducted in this area. The purpose of this study was to explore the relationship of postelective CD urinary reten- tion and dose of spinal morphine. A retrospective, quasi-experimental, three-group design was used. Records of 150 patients, ages 17 to 39, undergoing elective primary or repeat CD were examined. Morphine doses included 100, 150, and 200 mcg. No statistically significant differ- ences were found between the three groups.</p>
