The paper proves that the various forms of regulatory experiments (including regulatory sandboxes) are an effective instrument of regulation of the digital innovations. The authors have found the main pass through technologies that are the object of experimental regulation in international practice. The paper sets the criteria for a successful implementation of the concept of supranational regulatory sandboxes that are implemented in several jurisdictions simultaneously.Discussion and conclusion. The study described the main patterns of implementation of regulatory sandboxes for digital innovations; the main characteristics of the regulatory sandboxes’ design were revealed; the general economic activities that can be enhanced by the instrument of regulatory sandboxes for digital innovations were defined.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures. The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies. The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

At present, the digital economy, which takes information technology and data as the key elements, is booming and has become an important force in promoting the economic growth of various countries. In order to explore the current dynamic trend of China’s digital economy development and the impact of the digital economy on the high-quality economic development, this paper measures the digital economic development index of 30 cities in China from the three dimensions of digital infrastructure, digital industry, and digital integration, uses panel data of 30 cities in China from 2015 to 2019 to construct an econometric model for empirical analysis, and verifies the mediating effect of technological progress between the digital economy and high-quality economic development. The results show that (1) The development level of China’s digital economy is increasing year by year, that the growth of digital infrastructure is obvious, and that the development of the digital industry is relatively slow. (2) Digital infrastructure, digital industry and digital integration all have significant positive effects on regional total factor productivity, and the influence coefficients are 0.2452, 0.0773 and 0.3458 respectively. (3) Regarding the transmission mechanism from the digital economy to the high-quality economic development, the study finds that the mediating effect of technological progress is 0.1527, of which the mediating effect of technological progress in the eastern, northeast, central and western regions is 1.70%, 9.25%, 28.89% and 21.22% respectively. (4) From the perspective of spatial distribution, the development level of the digital economy in the eastern region is much higher than that in other non-eastern regions, and the development of digital economy in the eastern region has a higher marginal contribution rate to the improvement of the total factor productivity. This study can provide a theoretical basis and practical support for the government to formulate policies for the development of the digital economy.
