The State’s and Party’s policy of foundation study for ethnic minority students to create high-quality ethnic minority human resources for mountainous provinces and ethnic minority areas has been effectively deployed at Pre-University schools across the country. However, there are still several difficulties in the recruitment, enrichment, and allocation process of the Pre-University system: there are no specialized policies for students who belong to ethnic minorities with small population size based on the ethnic structure of the province, the connection of Pre-University schools and province officials in the work of creating ethnic minority human resources is weak. This article proposes several solutions to improve the efficiency of human resource training for ethnic minority groups with local typical characteristics through the pre-university system.

The university reform in Morocco introduced principles of quality assurance into the Higher Education System. In this regard, the law 01-00 has set up a device which is mainly articulated around the establishment of a system of accreditation of training and the establishment of a global system of evaluation in the whole system. However, Human Resources Management, the keystone of any change project, is not put at the center of the operationalization of reform projects. In our research, we will look at the factors that impede the operationalization of the principles of quality assurance to improve the effectiveness and efficiency of the HR function. Based on the results obtained within the framework of this exploratory study, we let's propose the key determinants for the implementation of a quality approach in Human Resources Management within Moroccan universities.

The study aimed to identify the effectiveness of talent management strategies in human resource development at the University of Taibah, And to develop the necessary scientific solutions and recommendations, which can contribute to enhancing the effectiveness of talent management strategies in human resource development. Using the descriptive approach, study sample consisted of 67 leader, the leader of the 95 representing the entire community of the original study, and88member of the faculty members out of 365. The study relied on questionnaire tool, included thirty-eight parts, distributed over four axes, polarization, the discovery, the professional development, and the retention. In addition to an open question. The study found a range of results, which are; The general grade of the effectiveness of talent management strategies in human resources development at the University of Taibah from the perspective of leaders and members of the faculty average, is a mean 3.13.The polarization strategy is the most effective in the talent management in the development of human resources at the University of Taibah, a mean 3.35. The second was professional development with an average (3.17) and third discovery with an average of (3.09) The retention strategy came to be the least strategy in the talent management effectiveness in human resource development at the University of Taibah, a mean 2.93.In light of the results , a number of recommendations and suggestions.

The general objective of the article is to determine the degree of satisfaction of the students of the Autonomous University of Chiapas, Mexico, through a cross-sectional study to assess the institutional services offered and their impact on their academic training. The specific objectives are: 1) Analyze the opinion of students regarding their curriculum and teachers, 2) Analyze the opinion of students regarding the knowledge of university regulations and 3) Describe the conditions of University infrastructure: physical and technological. The methodology used was the explanatory method of qualitative-quantitative and transverse cutting, for this it was necessary to design and apply a Likert-type survey, which was applied to 3,842 enrolled students of the 5th. to the 8th. semester of 22 Bachelor's degrees from the various UNACH headquarters. The contribution that this research has is: a) Provide academic elements to university authorities for decision making in their accreditation processes, b) Training of human resources through the participation of students in the development of research and c) Sensitize the university community through the publication of research results.

<p>This study aims to reveal the antecedents of growth in Higher Education Institutions of North Cyprus, using Resource Based Approach. Research in this field is limited to developed economies and there is a need for more research in the developing country settings. North Cyprus is a unique location for this study since it is a developing country which is geographically located in between Europe, Africa and Middle East harmonizing several different cultures in its unique settings. An explanatory research design was adopted using a questionnaire survey to collect data and test the hypotheses. Data was collected from 343 respondents, consisting of 172 administrative and 171 academic staff, in five universities which have 10 years of history in higher education sector. The results of the study showed that Marketing resources, Human resources, Research and Development resources, Organizational resources and accessibility of these resources have been shown to positively influence the university growth.</p>

The Engineering Design Group (EDG) at the University of Melbourne has forged an ongoing teaching, research, design and development liaison programme with industrial partners, in particular with small and medium-sized enterprises. A government-sponsored centre, the Advanced Engineering Centre for Manufacturing has provided the necessary financial and human resources to facilitate this collaborative work. The EDG collaborative programme incorporates a staged liaison model: short-horizon senior undergraduate industrial projects and medium-horizon product design and development opportunities that can include training for industry clients, leading to long-horizon collaborative projects that attempt to enhance the technologies used in Australian industry.


Subject Mexico's brain drain. Significance Recent studies suggest increasing numbers of skilled professionals are emigrating from Mexico. A report by the University of Zacatecas (UAZ) published in March shows more than 1.4 million Mexicans with postgraduate degrees left the country between 1990 and 2015 due to a lack of professional development opportunities. According the National Council for Science and Technology (CONACYT), the government agency responsible for policy in this area, 46% of skilled emigrants live in Europe, 30% in the United States, 12% in Latin America and 7% in Canada. Impacts Emigration of skilled workers will be a fiscal burden as it annuls the benefits of investing in human resources. Policies to attract foreign talent could mitigate the problem, but there is no evidence that this is being considered. A contentious election outcome could trigger instability, further fuelling the outward flow of highly skilled Mexicans.

AbstractEqual access has serious implications for the growing chasm in learning in remote areas and in economically disadvantaged communities. To help bridge the digital divide for children in remote areas, engaging communities to provide the needed resources in remote schools is essential. With an aim to promoting teachers’ adaptation of tablet reading and teaching among remote schools, a platform for sharing experiences and exchanging ideas among teachers was developed. College students also volunteered for follow-up mobile reading promotion in order to provide needed human resources for tablet reading integration among disadvantaged communities. Collaborative efforts by the university and teachers in remote schools provided a case for study. The main issues explored in this study were: (1) how teachers in remote areas adapted tablet reading in the classroom, and (2) what university students experienced from promoting tablet reading. This paper presents a qualitative analysis of integrating volunteer services and civic engagement in promoting tablet reading, and highlights the mutual benefits, challenges, and recommendations for future implementation. Various data resources were integrated into the inductive analysis, and different resources were used for triangulating the reported phenomena. The study concludes that the teachers obtained experience of tablet reading, and the college students experienced innovative volunteer-service opportunities. The collaboration among the society, the university, and learning sites were all essential for promoting tablet reading among children in remote areas.
