Abstract An assessment of the degree of the development of the digital economy in Poland in comparison to chosen European countries is the main purpose of the paper. The methodology of the conducted research is based on the analysis of secondary sources and applying statistical methods. In order to make the comparison in methodically correct manner, synthetic measures of the development of the e-economy were used in the form of two indexes: NRI (Networked Readiness Index) and DESI (Digital Economy and Society Index). On the basis of available statistical data, four European countries were confronted with Poland. Results of the analysis indicate a relatively unfavorable situation of Poland.

Объектом статьи выступает региональная инфраструктура цифровой экономики, а предметом - институциональные механизмы распространения инфраструктуры от карскаса расселения к малым населенным пунктам на периферийных территориях региона. Выполнен анализ объемов, структуры и приоритетов финансирования национального проекта «Цифровая экономика». Сделан прогноз финансирования НИОКР в РФ в период 2019-2024 на основе правительственных документов, прогнозов ВВП и курса рубля. Выполнен сравнительный анализ достаточности финансирования НИОКР в РФ. Определена проблема, с которой столкнутся регионы России при переходе к цифровой экономике - дефицит инфраструктуры цифровой экономики и выявлены пространственные характеристики этого дефицита. Сформулированы понятия объективного (структурного) и субъективного (стратегического) барьеров на пути инвестиций в региональную инфраструктуру. На основе статистического анализа, разработаны методы решения вскрытой проблемы реиональными силами. Сформулированы региональные задачи снижения субъективных барьеров на пути развития инфраструктуры и доказана возможность их решения. Regional infrastructure of the digital economy is the object of this paper. And the subject is the institutional mechanisms for the infrastructure distribution from the urban lattice to the small rural settlement in the districts peripheral territories. Authors made analysis of the volumes, structure and priorities of the national project "Digital Economy" financing. A forecast is made for financing R&D in the Russian Federation in the period 2019-2024 based on government documents, forecasts of GDP and the ruble exchange rate. A comparative analysis of the adequacy of R&D funding in the Russian Federation is carried out. The problem that Russian districts will face in the transformation to the digital economy is identified - a deficit in the infrastructure of the digital economy and the spatial characteristics of this deficit are revealed. The author formulated the concepts of objective (structural) and subjective (strategic) barriers to investment in regional infrastructure. Methods for solving a district level open problem based on statistical analysis are proposed. Based on the institutional approach, two tasks have been set for the district authorities and the possibility of solving them has been proved.

In conditions of financial institutions' development it is crucial to examine the transformation in the form of a collective investment institution under the influence of digitalization and, in particular, the emergence of cryptocurrencies. The subject of the research refers to the features of ICO functioning as a transformation of a financial institution for collective investment. The goal is to explore the ICO as a new form of collective investment. The results of the research are achieved through a comprehensive comparative analysis of ICO and IPO as a basic tool of financial institutions. The paper highlights the advantages and disadvantages, identifies the factors, analyzes the institutional regulation of ICO and proposes development vectors from three angles: for project creators, investors, regulators. The results can be used in policymaking, the functioning of joint investment platforms, in training specialists in the field of digital economy and financial markets.

The relevance of this study is due to the fact that technological progress forms a networked society, which is manifested in the changing attitude of people to work, consumption, leisure and other aspects of life. In this regard, the article provides a comparative analysis of the principles of workplace organization and their actualization in the digital economy, as well as its impact on the existing forms of work organization. The dynamics of coworking distribution in the world as a new form of labor organization is investigated, however, its borders as a social entity are blurred and unstable, the structure and main characteristics are not described sufficiently. The main conclusions and results of the research will allow to take into account new forms of labor organization in managing human capital, as a new environment for its functioning.

Episodes in two queer and feminist Web TV programs, Orange Is the New Black and Her Story, feature ambivalent representations of labor and social reproduction. These narratives suggest implications for digital economy, particularly its algorithms and its connection with the disruption of conventional social and economic categories. This comparative analysis mobilizes theories from feminist media studies and cultural studies to present the viewing of queer and feminist Web TV as forming networks of care and, potentially, resistance in addition to producing economic value.

The history and features of the formation of an innovative economy confirm its complex path of formation and importance in the development of the economy of the Russian Federation. The digital economy has formed more rapidly and in a short period of time has taken a leading position in the economy of many countries of the world. The innovative development of the global economy has undergone a significant change and requires a transition from local development to seamless technologies, this suggests that the role of digital technology at the present stage of development of the global and national economies is seriously increasing. The challenges of our time require us to search for fundamentally new sources of enhancing the competitiveness of state economies, such sources are innovative and digital economies. The purpose of this study is to conduct a comparative analysis of innovative and digital economies at the level of concepts, indicators and indices. The comparative analysis allowed us to establish at the level of concepts that the innovative economy has already formed a conceptual apparatus, while the digital economy is only forming, as evidenced by the variety of keywords and the lack of unambiguity in the formulation of concepts. The effectiveness of the innovation economy is assessed by the “global innovation index”, the methodology is generally accepted and makes it possible to obtain both inter-regional and inter-country assessments. The effectiveness of the digital economy is assessed by the «index of the development of the digital economy», it does not have a universally recognized assessment methodology (five methods are proposed, each of which has certain limitations of both a territorial and informational nature). When comparing the system of indicators for assessing the indices of two economies, common sources of information were identified, the collection of statistical data on which requires the unification of forms. The conceptual differences of the innovation economy and the digital housekeeper in goals and tasks are established.

<p><em>Pengembangan internet </em>broadband<em> penting diimplementasikan karena perannya dalam mendukung kegiatan ekonomi. Peningkatan penetrasi </em>broadband<em> 10% memicu pertumbuhan ekonomi sebesar 1,38% di negara </em>low-income <em>dan </em>middle-income<em>, sementara di negara </em>high-income<em> hanya sebesar 1,12%. Pada tahun 2050, Cina diprediksi tetap memimpin ekonomi dunia, sedangkan Indonesia bergerak dari posisi 8 ke 4. Dengan menggunakan pendekatan kualitatif melalui tinjauan literatur, penelitian ini bertujuan untuk membandingkan pengembangan internet </em>broadband<em> untuk ekonomi digital di Cina dan Indonesia dalam rangka merealisasikan posisi ekonomi kedua negara tersebut di tahun 2050. Berdasarkan hasil yang diperoleh, dapat disimpulkan bahwa infrastruktur telekomunikasi untuk mendukung internet </em>broadband<em> dan regulasi ekonomi digital di Cina lebih matang daripada di Indonesia. Meskipun demikian, Indonesia sangat aktif dalam proses pengembangan </em>e-commerce <em>saat ini. Namun, Indonesia perlu melakukan ekspansi dalam kegiatan ekonomi digital lainnya seperti </em>fintech<em> serta menyediakan sumber daya manusia yang memiliki pengetahuan dan keterampilan di bidang ini sebagai bagian dari komponen penting ekonomi digital. Indonesia juga perlu belajar dari Cina mengenai peraturan </em>e-commerce<em>, seperti perpajakan dan standar produk. Upaya ini membutuhkan kolaborasi semua pihak, yang terdiri dari pemerintah, akademisi, pelaku industri untuk memperkuat peran internet </em>broadband<em> dalam ekonomi digital, di Cina dan di Indonesia. </em></p><p><em><br /></em></p>
