This article examines the scientific and theoretical aspects of increasing competitiveness in the regional labor market. The example of Tashkent region classifies an effective method of effective management of the labor market based on the creation of cluster structures in the mecha market. Scientific proposals and practical recommendations have been developed to address the shortage of qualified personnel based on the formation of cluster structures in the development of the regional labor market.

Improved fiscal management and economic diversification have strengthened the resilience of Morocco’s economy in recent years. Yet, economic growth, at 3 percent in 2018, has not been robust enough and unemployment remains high, especially among the youth. This reinforces the need for sustaining the recent momentum in reforms toward higher and more inclusive growth, buttressed by the private sector. Key priorities include improving the quality of the education system, the functioning of the labor market, female labor force participation, and the business environment. Since 2012, the Fund has been actively engaged with Morocco through four two-year Precautionary Liquidity Line (PLL) arrangements, the last one approved in December 2018.

  El presente estudio aborda el tema sobre emprendimiento joven y los factores que los estimulan a crear un negocio a partir de su capacidad y conocimiento de empresas, considerando la importancia que la fuerza de trabajo joven tiene para la sociedad y para la economía de una región. De ahí que el objetivo del presente estudio es identificar factores que puedan contribuir a que los jóvenes opten por desarrollar una actividad emprendedora al crear un marco de negocio. Para ello, se hace un análisis teórico con base en estudios efectuados por otros autores para determinar cuánto se ha investigado y cuánta relevancia se ha dado al tema. Entre los resultados alcanzados se evidencia que aspectos como creatividad, contexto, familia y nivel de escolarización, son capaces de influir en el individuo joven en la creación de un negocio.   Palabras clave: emprendedor, emprendedor joven, factores.   ABSTRACT   This study addresses the issue of entrepreneurship young people and the factors that encourage these people to create a business based on their capacity and knowledge of companies; the literature has scant information on research related to the young entrepreneur, so it is necessary to show the importance both for society and for the economy of a region; where young entrepreneurship is presented as a form of inclusion in the labor market, being a preponderant factor for socioeconomic development. This is how the objective of the present study is to identify factors that can help young people choose to develop an entrepreneurial activity by creating a business framework. For this, the study constitutes a theoretical essay based on studies already carried out; This work is interesting, because a deep investigation has not been carried out and the great importance and relevance of this topic has not been considered. Introduction. The current state of income distribution and the particularities of the labor market is a key indicator in identifying opportunities for ensuring the country’s economic development and macroeconomic stability as a necessary basis for inclusive growth. In Ukraine, against the backdrop of an unbalanced economy, high unemployment, gender inequality, social stratification and increasing income inequality, the labor market needs to change the development vector, taking into account the demands of inclusive economic growth. Purpose. The purpose of our article is to investigate the state of distribution of population incomes and labor market features through the prism of an inclusive approach to economic growth and to identify basic principles for overcoming labor market imbalances, as well as to explore the key priorities of the Europe 2020 economic growth strategy. Methods. Based on the analysis of scientific-theoretical approaches to the interpretation of the concept of the labor market, income distribution, the essence of inclusive growth and international methods of assessment and calculation of the index of inclusive development, we applied a systematic approach using analytical, monographic, macroeconomic, economic and mathematical methods of studying this problem. Results. Today, in the labor market of Ukraine, there is a balanced demand for labor, which is reflected in a shortage of workers of specialties and excess supply of workers with higher education, and there is still unmet demand for vacancies, one of the reasons for the mismatch of requirements, the offered professions and the level of qualification available in employees. It is confirmed that the vector of inclusive development of the economy of Ukraine will help to overcome imbalances in the labor market, will become one of the factors of balanced development and will increase the standard of living of the population and reduce the income gap. Reducing the income gap as one of the main priorities of inclusive growth should be realized through improving the social policy of the state, ensuring structural transformations in the Ukrainian economy, establishing a real minimum wage and the size of the consumer basket, improving the monitoring of labor market forecasting and education the labor market in skilled labor and the expansion of opportunities for increasing the competitiveness of the workforce through the improvement of educational services. Discussion. The basic principles of inclusive development should be the principles of equal opportunities; the principle of justice for all; the principle of openness; the principle of inclusive solutions; the rule of law; the principle of inclusive democracy; principles of decent work and decent living standards; the principle of entrepreneurial activity for all; the principle of social cohesion; principle of being scientific. The subject of our further research is to identify the infrastructure functions of an inclusive labor market.

The priorities and problems of balancing the supply and demand of the labor force are investigated, the prerequisites and factors of the labor market formation are determined. The role of the employment service bodies in assisting employers in selecting the necessary employees is revealed. The causes and consequences between the creation and preservation of jobs, the state of employment and unemployment are established. Measures to stabilize the employment sector based on the formation of a civilized labor market are proposed.

Chapter 5 offers an in-depth analysis of the key role that doctors play in organizing and facilitating surrogates’ relationships with commissioning parents. By examining how doctors influence the ways in which surrogates themselves understand and negotiate their relationships with commissioning clients, the chapter argues that Indian doctors racialize surrogates in ways that justify their unequal position in surrogacy arrangements. The chapter first addresses the ways in which doctors articulate their own role in transnational surrogacy arrangements, demonstrating how they structure relationships and facilitate communication between clients and surrogates. The chapter then examines surrogates’ narratives regarding their relationships with intended parents, demonstrating how physicians’ practices powerfully shape how surrogates view their own relationships with commissioning clients and fetuses. This chapter shows how physician racism and a racialized labor market shape surrogates’ views of commissioning parents as actors in an economic transaction, rather than as co-collaborators in the creation of babies. Yet while doctors develop racial reproductive imaginaries through which they justify their treatment of surrogates, surrogates simultaneously describe this treatment as problematic and disrespectful, and perceive their inability to communicate directly with clients as a mark of disrespect.

Background: Since the latter part of the 20th Century, countries have been particularly challenged by the trade-off that exists between delivering generous welfare provisions and strong economic growth. Such dynamics have stimulated a need to better understand the causes of income inequality so as to better formulate policies that foster inclusive growth and reduce growing concerns surrounding income inequality. Method: Given its ability to succinctly summarize, analyze, and synthesize an extant body of literature from a certain genre of scholastic endeavor, this study utilizes a literature review as its proposed methodological approach. Results: From our assessment of the literature, we identified four key areas that contribute significantly to income inequality in both advanced and developing economies, these include: (i) pursuing skill-biased technological change; (ii) enhancing education systems; (iii) consolidation of globalization; and (iv) reform of the labor market and its relevant institutions. Conclusion: There is no silver bullet to achieving inclusive growth. Any policy manifesto must seek to offer a coordinated policy platform that looks to deal directly with the causes of inequality. In order to do so, consideration should be given to a range of policy areas including fiscal, education, trade liberalization, and labor market reforms.

The article raises the problem of improving the quality of vocational education which largely depends on the joint efforts of all stakeholders of the labor market of territorial education. Therefore, the creation and successful functioning of social partnership will allow in the long term to prepare qualified and in-demand specialists for regional enterprises. According to the authors, the process of formation and development of social partnership in the field of vocational education takes place on the background of reconsidering the role of the State in organizing and governing vocational education under conditions of rapid labor market development.
