<abstract><p>Wind energy is one of the most significant renewable energy sources due to its widespread availability, low environmental impact, and great cost-effectiveness. The effective design of ideal wind energy extraction areas to generate electricity is one of the most critical issues in the exploitation of wind energy. The appropriate site selection for wind power plants is based on the concepts and criteria of sustainable environmental advancement, resulting in a low-cost and renewable energy source, as well as cost-effectiveness and job creation. The aim of this article is to introduce the idea of q-rung orthopair hesitant fuzzy rough set (q-ROHFRS) as a robust fusion of q-rung orthopair fuzzy set, hesitant fuzzy set, and rough set. A q-ROHFRS is a new approach towards modeling uncertainties in the multi-criteria decision making (MCDM). Various key properties of q-ROHFRS and some elementary operations on q-ROHFRSs are established. A list of novel q-rung orthopair hesitant fuzzy rough weighted geometric aggregation operators are developed on the basis of defined operational laws for q-ROHFRSs. Further, a decision making algorithm is developed to handle the uncertain and incomplete information in real word decision making problems. Then, a multi-attribute decision making method is established using q-rung orthopair hesitant fuzzy rough aggregation operators. Afterwards, a practical case study on evaluating the location of wind power plants is presented to validate the potential of the proposed technique. Further, comparative analysis based on the novel extended TOPSIS method is presented to demonstrate the capability of the proposed technique.</p></abstract>

Abstract The use of renewable energy sources (RES) and storage batteries (SB) in decentralized power systems is a cost-effective way to supply power to consumers. In this case, storage batteries are one of the most important system components. The significance of storage batteries is conditioned by a stabilizing effect obtained at generation from RES that are defined by stochastic oscillating functions. However, it is worth noting that storage batteries also improve the cost-effectiveness of such systems by reducing consumption of diesel fuel. This is particularly noticeable at night when load is the least and the use of diesel generators is inefficient. One of the most important points is the determination of potential internal processes of aging and breakdowns that occur in storage batteries during operation. The use of a tested model for categorization of storage batteries according to the operating conditions makes it possible to take account of these factors at the stage of a system design. The paper presents a detailed analysis of decentralized power supply system Verkhnyaya Amga. The focus is made on the cost-effectiveness of a combined use of RES with storage batteries, annual saving of diesel fuel, operating parameters. The research reveals hidden problems that represent various uncertainties that affect greatly the economic and operation parameters of the system.

An hourly optimization tool is developed to select and size renewable energy (RE) systems to meet the energy needs for various federal facilities. The optimization is based on life cost analysis of various RE technologies including wind and PV systems. The developed hourly optimization tool is used to evaluate the cost-effectiveness of RE technologies using complex energy and demand charges such time-of-use (TOU) rates. The paper compares results obtained using hourly analysis instead of annual based calculations to optimize the sizing of RE systems for residential, commercial, and industrial facilities in three representative US climates.
