The impact of coastal development in Kuwait is to be assessed as per the following environmental conditions: water circulation, sediment behavior, water quality, and marine ecology and fisheries. The objectives of this assessment are to identify and predict the environmental impact associated with coastal development and the various activities involved in any coastal project. These activities and their associated impact can be grouped into two categories: those that occur during construction (short-term effect), and those that occur after construction (long-term effect). This paper attempts to present the fundamental issues related to the environmental measures and the practical experience required to evaluate the potential environmental impact of coastal development in Kuwait. The conclusions and general considerations regarding the environmental feasibility of coastal development are given, and measures to minimize the adverse impact on the environment are recommended.

For decades, the western North Pacific (WNP) has been commonly indicated as a region with high vulnerability to oceanic and atmospheric hazards. This phenomenon can be observed through general circulation model (GCM) output from the Coupled Model Intercomparison Project (CMIP). The CMIP consists of a collection of ensemble data as well as marine surface winds for the projection of the wave climate. Wave climate projections based on the CMIP dataset are necessary for ocean studies, marine forecasts, and coastal development over the WNP region. Numerous studies with earlier phases of CMIP are abundant, but studies using CMIP6 as the recent dataset for wave projection is still limited. Thus, in this study, wave climate projections with WAVEWATCH III are conducted to investigate how wave characteristics in the WNP will have changed in 2050 and 2100 compared to those in 2000 with atmospheric forcings from CMIP6 marine surface winds. The wave model runs with a 0.5° × 0.5° spatial resolution in spherical coordinates and a 10-min time step. A total of eight GCMs from the CMIP6 dataset are used for the marine surface winds modelled over 3 hours for 2050 and 2100. The simulated average wave characteristics for 2000 are validated with the ERA5 Reanalysis wave data showing good consistency. The wave characteristics in 2050 and 2100 show that significant decreases in wave height, a clockwise shift in wave direction, and the mean wave period becomes shorter relative to those in 2000.

Mangrove forests can ameliorate the impacts of typhoons and storms, but their extent is threatened by coastal development. The northern coast of Vietnam is especially vulnerable as typhoons frequently hit it during the monsoon season. However, temporal change information in mangrove cover distribution in this region is incomplete. Therefore, this study was undertaken to detect change in the spatial distribution of mangroves in Thanh Hoa and Nghe An provinces and identify reasons for the cover change. Landsat satellite images from 1973 to 2020 were analyzed using the NDVI method combined with visual interpretation to detect mangrove area change. Six LULC classes were categorized: mangrove forest, other forests, aquaculture, other land use, mudflat, and water. The mangrove cover in Nghe An province was estimated to be 66.5 ha in 1973 and increased to 323.0 ha in 2020. Mangrove cover in Thanh Hoa province was 366.1 ha in 1973, decreased to 61.7 ha in 1995, and rose to 791.1 ha in 2020. Aquaculture was the main reason for the loss of mangroves in both provinces. Overall, the percentage of mangrove loss from aquaculture was 42.5% for Nghe An province and 60.1% for Thanh Hoa province. Mangrove restoration efforts have contributed significantly to mangrove cover, with more than 1300 ha being planted by 2020. This study reveals that improving mangrove restoration success remains a challenge for these provinces, and further refinement of engineering techniques is needed to improve restoration outcomes.

In the 21st century, in addition to the growing population and the depletion of land-based mineral and energy resources, the development of coastal economic sectors has become a new global concern.  Therefore, all marine countries in the world consider the development and use of marine resources an essential part of their national development strategy. The marine economy gradually stimulates competition among nations. This article is based on the synthesis of documents to learn and analyze experiences of coastal development in some Northeast Asian countries in the context of the Industrial Revolution 4.0. From there, draw reference lessons for Vietnam.

金融產業由於涉及市場秩序與消費者保護,在我國向屬於高度監理之產業。保險業由於涉及保戶大眾之權益,更為監理之重心所在。然而,如果監理密度過高,但裁罰之發動或標準並不明確,可能導致業者難以預期評估,更可能導致業者動輒得咎,致生經營上之困難,對於市場並非有利。近來許多保險裁罰案件中,多涉及裁罰基礎不明確之爭議,可見本問題之嚴重性。因此,如何平衡監理與業者之經營自由,瞭解保險監理之特徵與趨勢,乃為亟待釐清之議題。本文乃從金融監理之有效性與透明性切入,並針對本文所蒐集之近年保險業裁罰案進行法律實證研究。本文將各種裁罰案歸納為七種主要類型,以檢討其是否妥適。之後再針對所有之案件進行統計分析,以明瞭保險業裁罰案件之特徵、趨勢、以及問題。最後,總結全文之法律與實證分析,對我國保險業裁罰提出建議。 Financial industry is highly regulated in Taiwan because of concerning market and consumer protection. Insurance enterprise is even more involving with insured and therefore at the core of regulation. However, intense regulation with vague standard and trigger of sanction, may undermine the expectation of insurer, cause the difficulty in business, and finally hurt the market. Thus, it is a critical issue to realize the characteristic and tendency of insurance regulation, and then strike a balance between regulation and business. This paper will start by regulatory effectiveness and transparency, and then conduct an empirical legal study on insurance sanction cases in recent years in Taiwan. This study categorizes administrative sanctions against insurance enterprise into seven groups and then examines the appropriateness. Afterwards, this paper will use empirical methods to clarify the characteristic, tendency, and issue of insurance sanction. Finally, we will conclude all legal and empirical analyses, and then provide suggestions for relevant administrative sanctions in Taiwan.
