On the basis of analyzing anti-ship missile operational process, this paper expounds the factors set affecting the capture capability of anti-ship missile, systematically set up anti-ship missile capture capability evaluation model; By means of large-sample simulation experiment, this paper analyzes the effects of target designation accuracy on target speed capture probability. Simulation practice shows that the detailed simulation model establishment, large sample space design, and many times simulation experiments can realize missile searching probability simulation analysis under the condition of many factors interwoven impact, and can effectively support capture capability assessment under given conditions.

The probability ranking conclusion is an extension of the absolute form evaluation conclusion. Firstly, the random simulation evaluation model is introduced; then, the general idea of converting the traditional evaluation method to the random simulation evaluation model is analyzed; on this basis, based on the rule of “further ensuring the stability of the ranking chain on the basis of increasing the possibility of the ranking chain,” two methods of solving the probability ranking conclusion are given. Based on the rule of “further guaranteeing the stability of the ranking chain on the basis of improving the likelihood of the ranking chain,” two methods are given to solve the likelihood conclusion. This paper argues that this absolute form of conclusion hinders the approximation of the theory to the essence of the actual problem and is an important reason for the problem of “non-consistency of multi-evaluation conclusions.” To address this problem, a stochastic simulation-based comprehensive evaluation solution algorithm based on the idea of “Monte Carlo simulation” is proposed, and the corresponding ranking method is investigated, which is characterized by generating evaluation conclusions with probability (reliability) information, and thus has more advantages than the absolute conclusion form in terms of problem interpretability. The method is characterized by the generation of evaluation conclusions with probabilistic (reliability) information and thus has more advantages than the absolute conclusion form in terms of problem interpretation. Because of the independence of the stochastic simulation solution method, it is applied to the “bottom-up” evaluation model as an example, and a novel autonomous evaluation method is constructed. Finally, the application of the stochastic simulation evaluation model is illustrated by an example and compared with the absolute form evaluation. The evaluation model is an extension of the traditional evaluation model, which can further broaden the practical application of comprehensive evaluation theory.

Through education programs can produce professional Air Force personnel. One of the educational programs is the basic technical vocational school education program and since the education program was implemented in the education system. it has never been evaluated. The purpose of this study is to evaluate the Education Program evaluation. This research method is descriptive qualitative, using CIPP evaluation model which consist of the component of Context, Input, Process, and Product. The data collected were primary and secondary data obtained through interviews, observation and document studies. Data validation is done by triangulation. Furthermore, the data were analyzed to obtain the results of the study. The results of this study indicate that: 1) Context evaluation, obtained an excellent category score (89%) 2) Input evaluation, obtaining excellent category score (80%) 3) Process evaluation, obtaining good category score (65%) and 4) Product Evaluation, obtaining excellent category score (85%). The overall evaluation showing the results of very an effective (79,6% aspect is considered very good), it means an effective education program to achieve the goal of increasing the competence of personel of aircraft maintenance engineering techniques that will be implemented in the work environment. Thus, feasible to be continued and developed.

The purpose of this study is to obtain empirical and analytic data on substantive and important issues that affect the implementation of the Air Force Unit Command School’s education program. The study was conducted from 1 January 2019 to 30 June 2019 at Air Force Unit Command School (Sekkau) in Jakarta. This study used a qualitative approach with the CIPP model to evaluate the results and benefits of implementing education at Sekkau. Respondents in this study were Sekkau’s students who were studying at the time of data gathering, former Sekkau’s student serving in Air Force units, as well as instructors and officers who have authority on policies of applied at Sekkau. The informants in this study were Air Force Chief of Staff (Kasau), Assistant to Chief of Air Force Staff for Personnel (Aspers Kasau), Commander of Air Force Education and Training Command (Dankodiklatau), Head of Air Force Education Service (Kadisdikau), Sekkau Commander, and Sekkau alumni batch 104 of the 2017 academic year. The sampling procedure for this population used multi-stage (clustering). The sample selection for the survey was carried out using a purposive sampling method of 15 respondents distributed proportionally consisting of Kasau, Aspers Kasau, Dankodiklatau, Kadisdikau, Dansekkau, and Sekkau alumni of the  batch 104 of the 2017 academic year. The selection of population and respondent samples, especially in modeling, was adjusted to environmental conditions and the number of interviewees to be taken i.e. those who were considered to be able to represent and understand the issues under study. The findings are: (1) the educational program of Sekkau is in accordance with the background or context of the program, which is seen based on aspects of needs, aspects of the problem and aspects of objectives, (2) the available support for education program at Sekkau in general is in a sufficiently supportive condition for the effectiveness of the education and training program for students which is seen based on aspects of human resources, budget, and the curriculum (3) implementation of educational programs were well done based on aspects of timeliness, application of learning methods, evaluation and monitoring, development of human resources, recruitment of teaching staff and staff and services to students, (4) the achieved results of the educational program at Sekkau in general was quite good from the aspect of responsiveness, toughness and vigour. The novelty of this research is that the evaluation of education program of Sekkau was obtained through two design models, namely using the David Stufflebeam CIPP evaluation model and the Four Models Kirkpatrick evaluation model that has never been done before. The results of program evaluation in this study were also obtained through the match between the idealism of evaluation criteria that were built with real conditions in the field that were different from previous studies. These are the novelties resulting from this research.

For research the radar network operation capability which are effected by complex electromagnetic environment, the paper modeling the radar operation capability cloud rules arithmetic in complex electromagnetic environment and radar network operation capability evaluation model. The operation capability of radar network, which are constituted by 3 radars in complex electromagnetic environment, is simulated & evaluated by Netlogo 3D. The result show that the operation capability of radar is impacted remarkably by complex electromagnetic environment, it could improve the operation capability availably by take the network mode.
