Summary The resource base of the north of the West Siberian oil and gas province is the basis of Russia's energy strategy. Among the northern territories of the province, the Nadym-Purskaya, Pur-Tazovskaya and Yamal oil and gas regions (OGRs) are the leaders in terms of estimated gas reserves (Figure 1). However, the largest deposits of the first two OGRs are in the stage of falling production. Therefore, the main prospects should be associated with the Yamal OGR, which has not yet been put into active operation. It is logical that along with the development of traditional methods of extraction of "dry" natural gas, the government of the Russian Federation has approved a plan for the production of liquefied natural gas based on the fields of the Yamal Peninsula, which is currently being actively implemented by PJSC "NOVATEK". For more than 15 years, a significant part of the budget revenues of the Russian Federation have been tax revenues from the sale of hydrocarbons, in particular oil and natural gas. Despite the desire of our government to minimize its dependence on oil and gas revenues, the government continues to implement measures to encourage both small and large companies by providing some tax-related benefits, thereby encouraging the fields to further develop and expand.

This article describes the results of an Arctic expedition studying the new giant gas blowout crater in the north of Western Siberia, in the central part of the Yamal Peninsula in 2020. It was named C17 in the geoinformation system “Arctic and the World Ocean” created by the Oil and Gas Research Institute of the Russian Academy of Sciences (OGRI RAS). On the basis of remote sensing, it can be seen that the formation of the crater C17 was preceded by a long-term growth of the perennial heaving mound (PHM) on the surface of the third marine terrace. Based on the interpretation of satellite images, it was substantiated that the crater C17 was formed in the period 15 May–9 June 2020. For the first time, as a result of aerial photography from inside the crater with a UAV, a 3D model of the crater and a giant cavity in the ground ice, formed during its thawing from below, was built. The accumulation of gas, the pressure rise and the development of gas-dynamic processes in the cavity led to the growth of the PHM, and the explosion and formation of the crater.

The paper is devoted to the study of industrial production of natural gas in the regions of the North and Arctic of the Russian Federation and the prospects for its implementation in the market of the European Union. It is shown that the main production is concentrated in the Yamal-Nenets Autonomous district, where up to 75% of the total gas production is produced. Gas is transported both by means of a well-developed pipeline network connecting the Yamal Peninsula with European countries, and in a liquefied state, using gas carriers of the appropriate ice class. At the same time, despite all the efforts of the EU countries to reduce energy consumption, gas consumption is growing. This is due to the decline in production within the Union itself, as well as the desire to use more environmentally friendly energy sources. The analysis conducted in the course of the study showed that Qatar and Russia can actually increase the volume of deliveries in the near future. These exporters have a number of advantages that, in our opinion, will allow them to increase their presence in the energy market of the EU countries - significant reserves of natural gas, availability of production capacity, opportunities to increase the volume of transportation, and the most attractive price for end users.

Russia’s market influence as an exporter of liquefied natural gas (LNG) is growing, possessing the world’s largest reserves of natural gas and the logistical options to deliver it at competitive prices to Asia and Europe along the now-navigable Northern Sea Route (NSR). The country became a player in the LNG market when it shipped its first cargo in 2009 to Japan from what was then Russia’s first offshore gas project, Sakhalin-2 in the Far East, operated by Sakhalin Energy Investment Company Ltd. and owned by Russia’s pipe-line gas monopoly Gazprom (50% plus one share), Shell (27.5% minus one share), and Japan’s Mitsui (12.5%) and Mitsubishi (10%). Sakhalin Energy operates three oil and gas platforms producing its current resource base from the Piltun-Astokhskoye oil field and the Lunskoye gas field off the northeastern coast of Sakhalin. To date, Sakhalin Energy has sold all the LNG produced at its 11.49-mtpa-capacity Prigorodnoye LNG production complex on the southern tip of Sakhalin Island, under long-term contracts to buyers in the Asia Pacific and North America, according to Shell’s website. In 2024–2026, the partners say they will add a third train to expand capacity by 5.4 mtpa, though they have repeatedly delayed this expansion for years due to a lack of investment capital to develop a new resource base and low gas prices in Asia. The same holds true for Gazprom’s plan for an LNG plant near Vladivostok. However, the market has now changed with rising demand for gas to replace coal, giving gas producers an incentive to invest into new E&P gas projects and mid-to-downstream megaprojects like those for producing LNG. https://jpt.spe.org/compared-to-last-year-gas-prices-are-looking-good In 2018 and again this past January, European spot gas prices spiked on Gasunie’s leading TTF (title transfer facility) virtual trading platform and other European trading hubs when Asian gas markets began offering high premiums to divert LNG cargos from Europe, according to the EU Commission’s latest European Gas Market report. The Rise of a Russian IOC—Novatek in Yamal Russia’s largest independent natural gas producer Novatek was Russia’s second entrant into the LNG market when its Yamal LNG project rose above the permafrost atop an estimated 65,000 piles on the Yamal Peninsula, home to Russia’s largest gas deposits and the source of Russian pipeline gas sold into Europe. Yamal LNG shipped its first cargo (170000 m3) in December 2017. It then upped the ante with exports from a second train in August 2018, and added a third train in November 2018, according to Novatek’s website. Situated on the South Tambeyskoye field on the coast of Ob Bay, the plant boasts a capacity of 17.4 mtpa.

The aim of the work was to study and evaluate structural changes in the economy of the regions of the North at the present stage of their development (in the period from 2015 to 2019). On the basis of the methodology previously developed by the author for assessing structural shifts, twenty types of economic activity were grouped into two large spheres: production and non-production (services), each consisting of four combined industries. For these economic spheres and industries, an assessment of sectoral and then territorial structural shifts in the period 2015–2019 was carried out. It was found that in the structure of the economy of the regions of the North during this period, the vector of development changed towards an increase in the share of the production sector and a decrease in the non-production sector by 4,4 %, whereas in the previous period 2005–2015, the opposite picture was observed. The high rates of development of the production sector in all regions of the North were revealed, while it grew most rapidly in the West Siberian region due to the extensive development of new gas fields and the construction of new largest LNG complex in the North on the Yamal Peninsula. As a result, the share of GRP in the Northern zone increased in the country from 13,2 % in 2015 to 14,5 % in 2019, and the pace of development was outstripping: 144,6 % versus 129,2 % in the Russian Federation. It is noted that the pace and volume of both sectoral and territorial structural shifts in the production sector in almost all regions of the North zone are almost entirely related to both the scale of investments directed to the development of their economy and the current situation for their resources in the world commodity markets.

At the present stage, the development of the oil industry of the Russian Federation is impossible without replenishing the resource base, and therefore an urgent task is to analyze and assess the conditions and characteristics of oil-andgas content in unexplored regions.Purpose of the study is an analysis and an assessment of reservoir properties of rocks of the Aptian horizon Р1+2- К2 within the Akhlovskaya structure.We analyzed the graphs of the distribution of indicators in wells R-212 and R-213 in the Akhlovsky area and concluded that the reservoir is heterogeneous, and there are interlayers of mudstones with other reservoir properties and geophysical characteristics. The following pairs of parameters (porosity coefficient and oil-saturated thickness of rocks, rock resistivity and porosity coefficient, rock resistivity and oil-saturated thickness of rocks) have a significant positive correlation. Having studied the distribution of indicators in the Akhlovsky area for wells R-212 and R-213 along one horizon, we concluded that these indicators differ very slightly, which indicates the homogeneity of the reservoir properties. Qualitative indicators Qualitative indicators don't change. Thus, we can expect similar indicators within the entire area of the explored layer Р1+2- К2 in the territory of the Akhlovsky area.

AbstractThe 1945 Constitution of the Republic of Indonesia regulates natural recources in its particular article. Then, the Energy Law and the Oil and Gas Law regulate the state’s control of oil and natural gas. In the sectoral regulations of oil and gas, there is a public service obligation (PSO) which must be assumed by the Government and State Owned Enterprises (SOE). Meanwhile, in the SOE Law introduced entity Perum and Persero. Where in Perum entities carrying out public service, while the Persero entity to assume the role for profit. But in practice found a PSO on the oil and gas sector carried by state-run entities Persero. IntisariDalam Undang-Undang Dasar Negara Republik Indonesia 1945 diatur penguasaan negara terhadap sumber daya alam. Kemudian UU Enegi dan UU Minyak dan Gas Bumi mengatur penguasaan negara terhadap minyak dan gas bumi. Dalam pengaturan sektoral di bidang tersebut juga mengatur kewajiban pelayanan umum yang harus diemban oleh pemerintah dan BUMN. Sementara itu dalam UU BUMN diperkenalkan  entitas Perusahaan Umum (Perum) dan Perseroan Terbatas (Persero). Dimana entitas Perum mengemban peran pelayanan umum (public service), sementara entitas Persero mengemban peran mencari keuntungan (profit oriented). Namun dalam praktek ditemukan kewajiban pelayanan umum pada sektor minyak dan gas bumi diemban oleh BUMN dengan entitas Persero.
