Cevat Paşa (General Cevat Çobanlı: 1870-1938) was an Ottoman Army officer who played a decisive role in the defence of the Dardanelles Strait against the Allied offensive during the First World War. He had been primarily responsible for the preparation and improvement of defensive plans as the commander of the Çanakkale Fortified Zone, as well as the implementation of these plans during the Allied naval assault of 19 February-18 March 1915. The ultimate failure of the offensive was mainly due to the careful planning and successful execution of defensive measures under the command of Cevat Paşa.

Medullary dorsal horn neurons with trigeminal sensory properties have been previously shown to have additional responses associated with cues relevant to the successful execution of a behavioral task. These “task-related” responses were evoked by environmental cues but were independent of the specific stimulus parameters. We have examined further the characteristics of task-related responses in medullary dorsal horn neurons of three monkeys. Single-unit activity was recorded while the monkeys were performing behavioral tasks that required them to discriminate thermal or visual stimuli for a liquid reward. Forty-five percent (34/75) of the medullary dorsal horn neurons studied exhibited task-related activity that was significantly correlated with the stereotypical behavioral events that occurred during the tasks. Similar events occurring outside of the task produced no response. In addition to the task-related activity of these medullary dorsal horn neurons, responses to mechanical and/or thermal stimuli presented within the neuron's receptive field were demonstrated in 28 of 34 cases. These sensory responses also were evoked by the same stimuli presented outside of the behavioral task. Fifteen of the neurons with task-related responses could be activated antidromically from thalamic stimulating electrodes. Task-related responses were categorized according to their relationship to the three phases of the behavioral trial: trial initiation, trial continuation, and trial termination. Although an individual task-related response was associated with a single behavioral event, most medullary dorsal horn neurons (30/34) exhibited a reproducible pattern of task-related responses that occurred during more than one phase of the trial. Trial-initiation task-related responses were subdivided depending on their correlation with specific events that occurred within that phase of the trial. One-third of the 18 excitatory trial-initiation responses were associated with the visual stimulus that cued the monkey to begin the trial; the remaining two-thirds were associated with the monkey's press of the button that actually initiated the trial. Trial-continuation task-related responses (observed while the monkey waited for a thermal stimulus that triggered a rewarded motor response) were shown to be independent of the actual temperature of the thermal stimulus. In addition these trial-continuation task-related responses were also noted during trials without a thermal stimulus, in which the trigger cue was the onset of a light (in a visual task).(ABSTRACT TRUNCATED AT 400 WORDS)

The purpose of study is to examine the influence of competitive tendering on the performance of devolved systems of governments in Kenya. A cross-sectional approach is adopted with primary data collected. The data yielded a response rate of 229 from 10 devolved systems of governments in Kenya, which were drawn mainly from supply chain and finance departments. The data collected was put through rigorous statistical analysis to test content validity as well as reliability. Further, a simple linear regression model was used to test relationships between competitive tendering and the performance of devolved systems of governments in Kenya. The finding proposes that successful execution of competitive tendering increases the performance of devolved systems of governments. The use of the competitive tendering method assists governments in attracting a huge pool of suppliers where they can choose their potential suppliers competitively and thus instil public confidence in the accountability of public resources. The study provides relevant knowledge in formulating a policy framework on efficient and effective management of the public procurement process in devolved systems of governments. Also, the study shows that if the competitive tendering method is properly embraced, it will increase the performance of devolved systems of governments. However, the study limited only to the competitive tendering method and yet it can only be applied in certain thresholds. Thus, a similar study can be conducted in the same sector but using other alternative procurement methods. The study provides a holistic approach in the application and use of the competitive tendering methods for improving the performance of devolved systems of governments. Also, the identified gaps provide future direction in research and encourage the adoption of the competitive tendering method as a way of promoting accountability of the use of public resources in the devolved systems of governments.

Secondary school libraries in Trinidad and Tobago have undergone a major transformation through the successful execution of a Secondary Education Modernization Programme. (SEMP) This paper documents the achievements of the programme in upgrading the libraries’ learning environment to meet the needs of the twenty first century learner. The efforts of the Secondary School Libraries Unit to continue to provide for the learning needs of the nation’s twenty first century secondary school students through the implementation of a Library and Information Literacy Curriculum, provision of online databases, enhanced physical facilities and information resources are also discussed.

Biostatistics is a second-year subject taken by Biomedical Engineering Diploma students in Temasek Polytechnic, Singapore. Gamification elements, referenced from the popular Pokémon GO, were infused into a suite of activities. The purpose was to engage and sustain the interest of students while facilitating the successful execution of their group project. The gamified initiative, named Biostatistics GO, generated much excitement and added depth to the learning of this project-based subject. In this paper, we present the design of Biostatistics GO by highlighting the key design principles, describing the gamification elements, and reviewing its impact on the students’ achievements and learning.

The amount of time and resources invested in bringing novel therapeutics to market has increased year over year with fewer successful treatments reaching patients. In the lifecycle of drug development, the clinical phase is a major contributor to this decreasing efficiency in the development of clinical trials. One major barrier to the successful execution of a randomized control trial (RCT) is the attrition of patients who no longer participate in a trial either following enrollment or randomization. To address this problem, we have assembled a unique dataset by integrating multiple public databases including ClinicalTrials.gov and Aggregate Analysis of ClincalTrials.gov (AACT) to assemble a trial sponsor-independent dataset. This data spans 20 years of clinical trials and over 1 million patients (3,175 cohorts consisting of 1,020,085 patients and 79 curated features) in the respiratory domain and enabled a data-driven approach to identify top features influencing patient attrition in a trial. Top Features included Duration of Trial, Duration of Treatment, Indication, and Number of Adverse Events. We evaluated multiple machine learning models and found the best performance on the Test Set with Random Forest (Test subset: n=637 cohorts; RMSE 6.64). We envisage that our work will enable clinical trial sponsors to optimize trial run time by better anticipating and correcting for potential patient attrition using patient-centric strategies to improve patient engagement, thus enabling new therapies to be delivered to patients more quickly.
