“We regard the recent science –based consensual reports that climate change is, to a large extend, caused by human activities that emit green houses as tenable, Such activities range from air traffic, with a global reach over industrial belts and urban conglomerations to local small, scale energy use for heating homes and mowing lawns. This means that effective climate strategies inevitably also require action all the way from global to local levels. Since the majority of those activities originate at the local level and involve individual action, however, climate strategies must literally begin at home to hit home.”

The article is devoted to the actual issue – institutional analysis of initiative budgeting and territorial public selfgovernment, as well as the possibility of their integration. Over the past few years, a system of civil participation in budget decisions has been built in Russia, the regulatory framework of practices has been created, thousands of employees of state and local government bodies have been trained, project centers have appeared for ensuring development of initiative budgeting. Citizen participation in budget decisions can significantly accelerate the development of the lower level of local government. Initiative budgeting is an innovative instrument of public finance and at the same time a social technology allowing for the real involvement of citizens in the issues of state and municipal governance. Initiative budgeting development programs make it possible to transfer financing of projects aimed at solving local issues with the participation of citizens onto a systemic basis. The results and materials of this study can serve a foundation for theoretical understanding of the institutional development of public finances at the regional and local levels. At the same time, this practical area that was intensively developing in recent years requires deep institutional analysis.

Developing a ethnic knowledge training program for cadres, civil servants and public employees according to 04 target groups (Prime Minister, 2018) in the political system from the central to local levels to meet the requirements of ethnic minority affairs up to 2030 is an urgent task. Because the program is “the core” to create a breakthrough in training ethnic knowledge, improving the capacity of the contingent of cadres, civil servants and public employees in formulating ethnic policies and organizing the implementation of Party and State’s policies in the current period. The article analyzes the results of theoretical and practical research on the development of ethnic knowledge training program and provides the results of developing a program that meets the requirements of Vietnam’s ethnic minority affairs from now to 2030.

Devolution, which was incorporated into the Constitution of Zimbabwe through section 264, is a new phenomenon in Zimbabwe. This incorporation came about because of the need for participatory governance and the devolution of power away from the centre. Over the years, local governance has been informed by a plethora of pieces of legislation that do not provide an enabling environment for citizen participation, giving Zimbabwe’s local government a chequered history that excludes citizens from participating in public affairs that affect their lives. An analysis of section 264 of the Constitution revealed that devolution has the propensity to enhance transparency, efficiency and effectiveness as well as the fulfilment of central government’s responsibilities at provincial and local levels. This article argues that the belated implementation of the devolution of power has delayed improved service delivery, effectiveness, efficiency and accountability within local governance. This article further seeks to explain how the implementation of section 264 of the Constitution can bring about good local governance.

The article analyzes the anti-crisis programs of the government of the Russian Federation in connection with the 2020 pandemic and measures of social and economic support for the population and business at the Federal, regional and local levels of public authority. The structure and main content of the national plan for restoring employment and the economy in conjunction with the implementation of national projects are proposed.

This chapter focuses on the repression unleashed against Social Democrats in Saxony and Germany under Bismarck’s Anti-Socialist Law (1878–90). The chapter’s perspective moves between the national, regional, and local levels to assess the range of options open to those who sought to eradicate the “threat” of Social Democracy. The first section examines the national context of Bismarck’s war on socialism, while the following section considers Saxon peculiarities (opportunities and constraints). The focus falls on plans to impose the Lesser State of Siege on Leipzig. The next section discusses the Social Democrats’ continuing success in Landtag and Reichstag elections and zooms in on election battles “in the trenches.” Two final sections consider groups and individuals who played other roles in suppressing Social Democracy, in monitoring the fairness of elections, and in trying to rewrite the “rules of the game” for future election contests.

The depletion of non-renewable natural resources (primarily mineral and energy resources) and its assessment is a problem that is analyzed based on the concept of sustainable development. Mineral resource depletion assessment is particularly important for resource-based economies. It provides for assessing the impact of mineral asset disposal that results from the suspension or termination of operations conducted by a mining company due to insurmountable circumstances. The results of such an event will be manifested at the national, regional, and local levels and felt by mining companies, suppliers, workers, the population of the territory, and other stakeholders. The study clarifies the attributes and essence of mineral resource depletion, analyzes the advantages and limitations of the existing tools for assessing mineral resource depletion, identifies depletion factors, describes a methodology for assessing mineral resource depletion, and contains a case study of a tin deposit. The results of the study contribute to the development of the theory on the depletion of non-renewable natural resources. They provide for assessing losses to social wellbeing that can be caused by stopping the use of profitable mineral reserves.

Anthropogenically-induced climate change is expected to be the contributing cause of sea level rise and severe storm events in the immediate future. While Danish authorities have downscaled the future oscillation of sea level rise across Danish coast lines in order to empower the coastal municipalities, there is a need to project the local cascading effects on different sectors. Using geospatial analysis and climate change projection data, we developed a proposed workflow to analyze the impacts of sea level rise in the coastal municipalities of Guldborgsund, located in Southeastern Denmark as a case study. With current estimates of sea level rise and storm surge events, the island of Falster can expect to have up to 19% of its landmass inundated, with approximately 39% of the population experiencing sea level rise directly. Developing an analytical workflow can allow stakeholders to understand the extent of expected sea level rise and consider alternative methods of prevention at the national and local levels. The proposed approach along with the choice of data and open source tools can empower other communities at risk of sea level rise to plan their adaptation.
