Dada la necesidad de contar con un modelo que supere los principales vacíos que, a nivel histórico-metodológico, se han identificado en estudios comparativos de educación a distancia y que vayan más allá de la mera descripción de situaciones o contextos educativos; en el Programa de Investigación en Fundamentos de Educación a Distancia (PROIFED) surge el interés de proponer un modelo para realizar este tipo de estudios, con el fin de desarrollarlos en redes flexibles de profesionales, que promuevan el intercambio de información para conocer cómo otras universidades dirigen y resuelven sus situaciones de conflicto y cómo proyectan su quehacer en la educación a distancia, abierta o en línea.  Se dispone el presente modelo, el cual procura ser integrador y articulado; abierto o adaptativo a algunos requerimientos específicos que la persona investigadora requiera, con el fin de fortalecer y promover el mejoramiento del modelo de educación a distancia de la Universidad Estatal a Distancia (UNED), Costa Rica.Palabras clave: Educación a distancia, Educación en línea, Educación abierta, Educología comparativa, Estudios comparativos, Red de profesionales.AbstractThe Research Program on Fundamentals of Distance Education of UNED Costa Rica proposes an analytical model for the generation of comparative studies among open, online and distance education universities and institutions. This model is intended to satisfy a historical and methodological vacuum identified in comparative studies that are usually limited to the mere descriptions of educational contexts and situations. The comparative studies proposed by this model, on the other hand, are thought to be developed by professionals assembled in flexible networks and to promote the exchange of information about the ways in which open, online and distance education universities confront and resolve their situational conflicts and how these universities project their work. This model for comparative studies is designed to be open, adaptable to specific requirements of researchers, and to strengthen and promote the improvement of the distance education model of UNED Costa Rica.Keywords: Distance learning, Online education, Open education, Comparative educology, Comparative studies, Professional networking

Open education becomes the important approach for education in the digital age and it plays a significant role in broadening educational access and increasing higher educational opportunities. The author of the chapter considers the basic principles and emerging trends in quality assurance of distance higher education in the digital age. Considering the intelligent distance education system as a dynamic, time-developing system, one can speak of the underlying computer imitation model that has an independent theoretical and practical value. The objective of this chapter is to explore how can information technologies influence the distance education quality assurance, specifically, to develop a conceptual framework for the intelligent distance education system. In addition to direct application for educational quality management system's evaluation, the simulation model can be used to solve a much wider range of tasks: forecasting, risk assessment, rating of courses, individual teachers, and individual institutions.

Over the centuries, humanity's notions and worldview of what education should be have changed constantly in the order it serves both the development goals of society as a whole and the interests and needs of each individual. In the global educational environment, including Latvia, several educational paradigms have emerged and nowadays coexist which often complement each other. Among them, the Open Education paradigm plays an important role, where the main emphasis is on access to education. The aim of the research: to substantiate Open Education as a philosophical-methodological basis for distance education. The results of the research show that the origins of Open Education can be found in the philosophical thought of the Enlightenment era philosophers, as well as representatives of education, culture, and religion. The roots of the Open Education ideas can be traced to the history of distance learning, these ideas developed in close connection with the development of distance education/distance learning theories and their implementation in practice. From the 18th century to the present day, the ideas of Open Education developed and supplemented with new views on the aims, basic dimensions and principles, and functions of education, gaining more larger interpretation of this concept. At the end of the twentieth century, Open Education became the basis for a new educational paradigm in the Postmodernism era not only regarding distance education. Open Education became one of the most important doctrines of Postmodernism in the development of education, according to which the concepts of open education, open educational environment, and open school developed. There are three dimensions of Open Education: space, time, and process. Open Education and distance education have common three basic principles: openness, respect for distance in providing education, and flexibility.

Universitas Terbuka (UT) as an open and distance e-learning institution in Indonesia, has widely intensify the interconnectivity on international stages. UT adopts international academic standard and pave its vision “to provide access to a world quality higher education for all through open and distance higher education”. Although, most of UT students do not yet have access to adequate internet connection, UT has been a reference for other open education institutions and was acknowledged by the global community to have been succeeded in managing distance education system. By outlining the concept of education diplomacy creates an explanation that the growth of globalized educational collaboration increases the importance of conveying people-to-people engagement through e-learning education system. In previous years, UT has aimed the mission toward an ASEAN distance education collaboration and offer an Open Online Certificate Program through MOOC (Massive Open Online Courses). The aim is to share knowledge among Indonesian and its counterparts in ASEAN.
