Because ports are considered to be the heart of the maritime transportation system, thereby assessing port performance is necessary for a nation’s development and economic success. This study proposes a novel metric, namely, “port performance index (PPI)”, to determine the overall performance and utilization of inland waterway ports based on six criteria, port facility, port availability, port economics, port service, port connectivity, and port environment. Unlike existing literature, which mainly ranks ports based on quantitative factors, this study utilizes a Bayesian Network (BN) model that focuses on both quantitative and qualitative factors to rank a port. The assessment of inland waterway port performance is further analyzed based on different advanced techniques such as sensitivity analysis and belief propagation. Insights drawn from the study show that all the six criteria are necessary to predict PPI. The study also showed that port service has the highest impact while port economics has the lowest impact among the six criteria on PPI for inland waterway ports.

The analysis in hand provides a brief assessment of the United States’ and Canada’s marine transportation system and relevant search and rescue (SAR) support in relation to the Northwest Passage, with the purpose of examining to what extent these countries’ relevant infrastructure resources are able to meet the expected growth of shipping operations and business activities in the Arctic. Through an extensive literature review, this assessment will specifically describe the most important influences upon the maritime transportation system, with the issue of certain geographical details and the capabilities of existing ports standing out. Additionally, vessel activity trends and vessel traffic routing measure initiatives will be examined. Furthermore, the SAR infrastructure details and means to render assistance to people in distress along the Northwest Passage will be discussed. The reality remains that port characteristics are limited and vessel traffic routing measure initiatives and upgrades to SAR assets are commendable but slow-paced. It is true that both the United States and Canada are taking proper measures to build up infrastructure needs, but they both may run out of time to put adequate infrastructure in place to deal effectively with the changing environment.

Traditionally, ports have been regarded as hubs responsible for the reception of ships and passengers, but nowadays they have a much wider economic function, being clusters of various activities directly or indirectly linked to maritime transportation and seaborne trade, among which container traffic is the most important segment. The Port of Rijeka as the largest Croatian cargo port, positioned in the North Adriatic Sea, has exceptional but not fully exploited opportunities for further economic development of importance not just for the port and the city but for the Republic of Croatia as well. In addition, its geostrategic position makes it an important international port for Central and South Eastern European countries. The aim of this paper is to investigate and identify the current position of the Port of Rijeka (hereinafter Rijeka) in relation to the container business and, using Benchmarking as the research method, to analyse the established five main factors that have to be taken into consideration where its efficiency is compared to the statistically proven “best container port” in the region – the Port of Koper (hereinafter Koper). The results show significant competitive advantages of the Port of Koper almost in any of the analysed factors. Therefore, recommendations are given for further actions and improvement according to the natural advantages that Rijeka has to utilize in order to enhance its competitiveness and overall performance.
