This research was conducted at Asosiasi CI+BI Nasional, which aims to determine the process of teamwork and communication is done Asosiasi CI+BI Nasional in improving the quality of educational services for gifted students and special intelligent Indonesia. This study was conducted in November 2015 and January 2016. The researchers used a qualitative approach and descriptive method. Data collected through interviews, observation, and documentation study. Source data from this study are: the general secretary of the Asosiasi CI+BI Nasional, chairman of the Asosiasi CI+BI Wilayah, and some informants supporting, among others, the management areas of the Asosiasi CI+BI Nasional and school/madrasah service provider subsidiary CI+BI under the auspices of the Asosiasi CI+BI Nasional. Teamwork in Asosiasi CI+BI Nasional is done by those who want to work together to analyze needs and the resources available for cooperation with Asosiasi CI+BI Nasional. Then those who want to work together to contact Asosiasi CI+BI Nasional and did a deal related to the program to be implemented. Asosiasi CI+BI Nasional provides guidance to those who want to work together to reach areas of Asosiasi CI+BI Nasional in accordance with the needs and demands. Asosiasi CI+BI Nasional should help schools/madrasah service provider subsidiary CI+BI to look for students who have the potential of gifted special use technology optimally to notify information about the achievements of students CI+BI by making connections between blogs Asosiasi CI+BI Nasional website owned by the school/madrasah service provider CI + BI children under the auspices of Asosiasi CI+BI Nasional.

The purpose of this study is to determine the KBIH strategy in improving prime service in the form of customer needs or practical pilgrims as well as the needs of customers or pilgrims emotionally and the process of providing services in KBIH Maqdis in terms of improving excellent service for prospective pilgrims. The method used in this study is descriptive method using a qualitative approach. The research steps are taken by: determining the location of research, collecting data using observation techniques, interviews, literature studies, and documentation then analyzing data by means of data reduction then data classification and drawing conclusions. From the results of the study it can be concluded that the KBIH Maqdis strategy in improving excellent service is quite good because this can be seen from the practical needs given by KBIH Maqdis to prospective pilgrims. The KBIH Maqdis party provides good service in terms of its service, supervisor, management and chairman. Because the effort to provide good service is expected that pilgrims feel satisfied so that they can tell others about the quality of services provided by KBIH Maqdis to worshipers. The process of implementing service delivery can also look good, that is seen from the provision of excellent service in KBIH Maqdis, Bandung.Tujuan dari penelitian ini untuk mengetahui strategi KBIH dalam meningkatkan pelayanan prima berupa kebutuhan pelanggan atau jamaah secara praktis maupun kebutuhan para pelanggan atau jamaah secara emosional dan proses dari pemberian pelayanan yang ada di KBIH Maqdis dalam hal meningkatkan pelayanan prima terhadap calon jamaah.Metode yang digunakan pada penelitian ini adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Adapun langkah-langkah penelitian ditempuh dengan: penentuan lokasi penelitian, pengumpulan data dengan menggunakan tehnik observasi, wawancara, studi kepustakaan, dan dokumentasi selanjutnya analisis data dengan cara reduksi data kemudian klasifikasi data dan penarikan kesimpulan.Dari hasil penelitian dapat disimpulkan bahwa strategi KBIH Maqdis dalam Meningkatkan pelayanan prima cukup baik karena hal ini dapat dilihat dari kebutuhan secara praktis yang diberikan KBIH Maqdis kepada calon jamaah haji. Pihak KBIH Maqdis memberikan pelayanan yang baik dari segi pelayanannya pembimbing, pengurus maupun ketuanya. Karena dengan upaya memberikan pelayanan yang baik diharapkan jamaah haji merasa puas sehingga dapat memberitahu kepada orang lain tentang kualitas pelayanan yang diberikan pihak KBIH Maqdis terhadap jamaah. Proses pelaksanaan pemberian pelayanan pun dapat terlihat baik yakni dilihat dari pemberian pelayanan prima yang ada di KBIH Maqdis Kota Bandung.


This study is to examine Describe and analyze the quality of the implementation of public services by the district government in public services through the Public Service Mall (MPP) in the Sumedang patent district. Seeing the supporting factors and servants in the process of public service that refers to KememPan number 31 of 2019 there are still not many maximums from the start of the regent's regulations that have not yet come out even though the service has begun to run, this study will analyze how public services should be carried out in the process of implementing the pub service system lik through the Mall Public Services (MPP) in Sumedang Regency. The method used in the activity is a descriptive method through a qualitative approach. With this method and approach, it is expected to be able to describe various problems in their entirety and comprehensively, so that the results of the problem analysis can be used as a basis for understanding phenomena and giving birth to a concept of the quality of public service delivery in Sumedang Regency

Based on the analysis of the current civil legislation regulating the sphere of services as well as the legislation on communications, the article deals with the problems of legal regulation of telematic communications services. We are talking about gaps in the specialized legislation, which do not allow creating the necessary guarantees of the quality of the provided communication services as well as the importance of ensuring the ratio of the norms of the specialized legislation and the norms of civil legislation in connection with the presence of a general subject of legal regulation. The problems of defining essential and obligatory conditions in contracts for the provision of telematic communication services are disclosed, in particular, the presence of the discretion of the communication service provider in determining the "quality range", which significantly infringes upon the rights of consumers. The issues of legal regulation of blocking sites due to the presence of violations determined by the legislation on communications are considered: at present there are no criteria for the unlawful use of telematic communication services as well as real leverage on unscrupulous consumers from operators.

The performance of the school head master is one of the efforts of the school head master to improve the graduate quality. The aim of this research is to describe the work of the school head master in improving the students’ quality of MTsN Meurebo. The method of the study is descriptive method through qualitative approach. The data collection techniques are: observations, interviews and documentations. The subjects of the research are: the school head master, school administrative chairman, teachers. The result of the study shows that: 1) the ability of school headmaster in improving the quality of the graduates is met the graduate criteria because the school head master has run various abilities to support the achievement of the graduates’ quality, both abilities as an educator, manager, administrator, supervisor, leader, and innovator . 2), In practice , it is indeed need motivation of the school head master and all the school members to manifest the graduates quality. 3), the school head master is able to identify the strengths, weaknesses, opportunities and threats faced by the school, so that it can be used as a reference in making decisions concerning the improvement of the quality of graduates. In its implementation that various efforts require s a consensus commitment of all the school members in order to achieve the optimal quality of the school graduates.

The study was conducted to determine the profile of the written argumentation skills of class XI students at SMA Negeri Sukabumi Regency. The method in this study uses a descriptive method with a qualitative approach. The subjects were class XI students of SMA Negeri Sukabumi with a total of 36 students, who had followed the motion system material. The instrument used was in the form of problem descriptions to measure students' argumentation skills with 10 questions that referred to the Toulmin Argumentation Pattern (TAP) argumentation skill indicators. The results showed that students' written argumentation skills were still at level 1-2, students at that level could only include claims, data, warrant and backing indicators in their answers. Whereas the refutational indicators (rebuttal) students have not been able to provide answers using refutation or reinforcement, so that the quality of student argumentation in Sukabumi District High School is still low and needs to be trained so that students' written argumentation skills can develop. Abstrak. Penelitian dilakukan untuk mengetahui profil keterampilan argumentasi tertulis siswa kelas XI di SMA Negeri Kabupaten Sukabumi. Metode dalam penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Subjek penelitian adalah siswa kelas XI SMA Negeri Kabupaten Sukabumi dengan jumlah 36 siswa, yang telah mengikuti materi sistem gerak. Instrumen yang digunakan berupa soal uraian untuk mengukur keterampilan argumentasi siswa dengan jumlah 10 soal yang mengacu pada indikator keterampilan argumentasi Toulmin Argumentation Pattern (TAP). Hasil penelitian menunjukkan bahwa keterampilan argmentasi tertulis siswa masih berada di level 1-2, siswa pada level tersebut hanya bisa menyertakan indikator klaim (claim), data (data), jaminan (warrant) dan dukungan (backing) dalam jawabannya. Sedangkan pada indikator sanggahan (rebuttal) siswa belum bisa memberikan jawaban dengan menggunakan sanggahan maupun penguatan, sehingga kualitas argumentasi siswa di SMA Negeri Kabupaten Sukabumi masih rendah dan perlu untuk dilatihkan agar keterampilan argumentasi tertulis siswa dapat berkembang. Tujuan penelitian mengungkapkan konsep pelayanan prima, rancangan pemberian pelayanan, dan bentuk pelayanan KBIH Maqdis terhadap jamaah dalam meningkatkan kualitas bimbingan ibadah haji. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Adapun langkah-langkah penelitian yang ditempuh; penentuan lokasi penelitian, pengumpulan data dengan menggunakan teknik observasi, wawancara, studi kepustakaan,  dokumentasi. Dari hasil penelitian disimpulkan bahwa konsep pelayanan prima KBIH Maqdis dalam meningkatkan kualitas bimbingan ibadah haji dilihat dari konsep pelayanan prima yang diterapkan KBIH Maqdis meliputi: kemampuan, sikap, penampilan, perhatian, tindakan dan tanggungjawab. Kemudian rancangan pemberian pelayanan prima KBIH Maqdis diantaranya: regulasi layanan, fasilitas layanan, peranan tim pengarah dan budaya pemberian pelayanan. Selain itu bentuk layanan KBIH Maqdis terhadap jamaah dalam meningkatkan kualitas bimbingan ibadah haji diantaranya KBIH Maqdis menyediakan pembimbing haji yang profesional dan materi bimbingan ibadah haji. The purpose of this study is to determine the concept of excellent service, the design of service delivery, and the form of KBIH Maqdis service to the congregation in improving the quality of pilgrimage guidance. The method used in this research is descriptive method with qualitative approach. The research steps taken; determination of research location, data collection by using observation technique, interview, literature study, further documentation of data analysis by means of data reduction, data classification and drawing conclusion. From the result of the research, it is concluded that the concept of excellent service of KBIH Maqdis in improving the quality of Hajj guidance from the concept of excellent service applied by KBIH Maqdis include: ability, attitude, appearance, attention, action and responsibility. Then the design of service delivery prime KBIH Maqdis include: service regulation, service facility, role of steering team and culture of service delivery. In addition, the form of KBIH Maqdis service to pilgrims in improving the quality of haj pilgrimage services such as KBIH Maqdis provides professional hajj guide and pilgrimage guidance material.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).

The purpose of the research was to know whether the implementation of Human resource competency at Jasa Marga (Ltd) has been run well in terms of employee recruitment. The two variables being compared in this study were the competency of the employees who hold positions and the work competency itself. The study focuses on analyzing the existing employees competency with the needed job requirements.  The research used descriptive method with qualitative approach by interviewing related parties and conducting a field observation concerning the problem being researched. From measuring competency of the employees who hold positions at Jasa Marga (Ltd) it was found that there were still a few employees whose qualification were below the job requirements. It was proposed that Jasa Marga (Ltd) should continuously increase the quality of the human resources through development training in short term and long-term programs in order to fulfill the predetermined job requirements. The application of the employees competency training should be conducted interactively to produce professional and transparent human resource because it function as initial filter from the early employees recruitment and selection programs.

Penelitian ini bertujuan untuk mengetahui peran (Wilayah pengaruh), peran pimpinan dalam mengarahkan program, serta peran pimpinan dalam mengawasi program kegiatan untuk meningkatkan kualitas dakwah santri di Pondok Pesantren Cipari. Metode yang digunakan dalam penelitian ini adalah menggunakan metode deskriptif, melalui pendekatan kualitatif. Peran pimpinan Pondok Pesantren Cipari dalam mengarahkan proses pendidikan guna meningkatkan kualitas dakwah santri terus dikembangkan, hal tersebut terlihat dari terus berjalannya kegiatan-kegiatan para santri untuk menunjang kemampuan dalam berdakwah dan hal tersebut tercermin dalam salah-satu kegiatan pondok pesantren yaitu muhadharah yang rutin dijalankan setiap minggunya. Peran pimpinan Pondok Pesantren Cipari dalam mengarahkan program terlihat pada proses pengorganisasian yang menghasilkan sebuah rumusan struktur organisasi dan pendelegasian wewenang dan tanggung jawab, pola yang dibangun sangat khas, musyawarah untuk mufakat selain pemimpin pun menjalankan fungsinya sebagai penentu kebijakan. Proses pengawasan yang biasa dilakukan di Pondok Pesantren Cipari dengan mengambil jalannya pelaksanaan kegiatan, mengukur keberhasilan dan kegagalannya dengan standar sebagaimana yang telah di tetapkan. The purpose of this research is to know the role (the region of influence), the role of leadership in directing the program, and the role of the leader in supervising the program of activities to improve the quality of preaching santri in Pondok Pesantren Cipari. The method used in this research is to use descriptive method, through qualitative approach The role of the leadership of Pondok Pesantren Cipari in directing the process of education in order to improve the quality of da'wah santri continues to be developed, it can be seen from the continuous activities of the santri to support the ability in da'wah and it is reflected in one of the activities of boarding school that is muhadharah routinely run every week. The role of the leadership of Pondok Pesantren Cipari in directing the program is seen in the organizing process which resulted in a formulation of organizational structure and delegation of authority and responsibility, a pattern that is built very distinctive, deliberation to consensus other than the leader also performs its function as a policy maker. The usual surveillance process at Pondok Pesantren Cipari by taking the course of the implementation of the activity, measuring its success and failure with the standard as it has been set.

Efektivitas pengelolaan sumber daya sekolah adalah tingkat pencapaian tujuan pengelolaan dan pemanfaatan sumber daya yang ada baik tenaga pendidik, pendidik, sarana prasarana, dan lain sebagainya untuk mencapai tujuan sekolah serta memiliki lingkungan sekolah yang mendukung kegiatan pembelajaran dan output yang dihasilkan oleh sekolah dapat bermanfaat bagi masyarakat. Tujuan  penelitian ini untuk mengetahui tingkat keefektifan pengelolaan sumber daya sekolah di SMA Negeri 8 Yogyakarta untuk meningkatkan mutu sekolah. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, pengambilan data sekolah, dan studi dokumentasi. Berdasarkan penelitian ini, dapat diketahui bahwa pengelolaan sumber daya sekolah di SMA Negeri 8 Yogyakarta sudah efektif. Keefektifan sekolah tersebut dilihat dari kepemimpinan situasional, program kemitraan, program sekolah, sarana prasarana, pendidik dan tenaga pendidik, serta output sekolah. AbstractEffectiveness of school resources management is the achievement level of the objectives of management and utilization of existing resources, both teaching staff, Educators, Infrastructure facilities, etc. to achieve school goals and have a school environment that supports learning activities and outputs produced by schools can benefit for the society. The purpose of this study was to determine the effectiveness of school resources management in SMA Negeri 8 Yogyakarta to improve the quality of schools. The method used is a descriptive method with a qualitative approach. The technique of collecting data were interviews, observation, school data collection, and documentation study. Based on this research, it can be known that the learning process at SMA Negeri 8 Yogyakarta has been effective. The effectiveness of the school can be seen from leadership, school programs, partnership programs, infrastructure, educators and teaching staff, and school output.
