Purpose – the purpose of this paper is to identify how entrepreneurs from European Union (EU) use informational and communicational technologies in their business activities. We also try to identify the benefits and the challenges arisen for the European entrepreneurs in using information technologies. Research methodology – we analyze a sample of EU countries, by including them into two groups, according to the stage of their economic development. As methods, we use the logical-constructive method and also comparative methods. We also use the benchmarking method in order to estimate country indicators in the sample and compare them. Findings – the results of our study emphasize that e-entrepreneurship in developed countries is more advanced compared to developing countries. There are also significant differences regarding the use of informational technologies between types of firms by their size. Research limitations – are given by the availability of data. Practical implications – we emphasize that in order to support the development of E-entrepreneurship in the EU, government policies should pay more attention to the development of information technology infrastructure. Originality/Value – comes from grouping the EU countries into two groups, according to their stage of economic development. Economic development and socioeconomic cohesion have always been an object of scientific research. In particular, this issue had become a focus of attention after EU enlargement in 2004 and Great Recession in 2007–2009. The above changes have given way to a certain slowdown in economic growth in most EU countries along with triggering a range of divergence processes between EU countries and regions. As a response to situation, the EU offered a Europe 2020 strategy, in which smart growth was mentioned as one of critical instruments to deal with increasing menaces. The objective of the study is to evaluate the progress of the main smart growth indicators (investment in research and development (R&D), employment rate and share of population obtaining tertiary education) in the EU over the period 2001–2017 within the framework of the economic cohesion concept. The paper seeks to explore the EU from different perspectives. First, the EU new member states (EU-10) and the old ones (EU-14) were compared. Second, the EU countries were divided by economic development level (calculated by GDP per capita in PPP): highly developed (H-7), medium developed (M-7) and less developed (L-7) countries. Finally, aggregate cohesion indices of all three smart growth indicators were calculated for the entire EU (EU-28). The research findings have revealed some interesting trends. First, each smart growth indicator’s progress depends on countries’ economic development level. Aggregate values for more developed countries (EU-14, H-7 and G-3) are always higher than the EU average (EU-28) and aggregate values for less developed economies are basically lower. Second, cohesion progress of smart growth indicators was influenced by economic recession in 2007–2009. It is argued that cohesion is evident in times of economic growth, but its progress ceases or divergence might occur in case of economic hazards. However, despite the expanding cohesion between the new and the old member states, a gap between certain groups of countries is even growing. This is clearly evident when the EU member states are divided into groups subject to the level of their economic development.

The article discusses the dynamics of economic development based on the level of digitalization of the countries. Economic development is evaluated through the dynamics of GDP changes. Digitalization level is evaluated through the Digital Economy and Society Index (DESI), which is calculated on a regular basis by the European Commission. Object of study – 28 EU‑member countries. The hypothesis of the investigation: a high level of digitalization leads to an acceleration of economic growth on national level. This hypothesis did not find any statistically significant confirmation. Thus, we can conclude that the level of the economy digitalization at the present stage of development of technologies and institutions in the EU countries does not have a decisive effect on the rate of economic growth.

The efficiency of the labor market functioning directly depends on a qualitative analysis of the existing structure of the labor force. The article presents the results of the analysis of the influence of the main trends in economic development on the structure of the labor force. The absolute changes and the share in the structure of the employed are calculated, which characterize the labor force of the EU countries and Russia. A comparative analysis of the existing relationships in the structure of the labor force of Russia and the EU countries is carried out. According to the results of the study, it was concluded that structural changes in the economy, acceleration of technological and social changes lead to a reduction in low-skilled employees, an increase in the group of highly qualified workers.

Article concerns economic and energy efficiency of agriculture in European Union countries. The study period concerned 2016. For analysis and presentation of materials, descriptive, tabular and graphic methods and the Data Envelopment Analysis (DEA) method – CCR (Charnes, Cooper and Rhodes) model focused on input-oriented minimisation were used. An assessment of the socio-economic development of the EU countries was made using the following measures: Human Development Index (HDI) and Gross Domestic Product (GDP) per capita (USD per inhabitant). Modern agriculture depends on industrial energy sources and as the socio-economic development changes into more and more energy-intensive production technologies. After presenting the introduction and review of the literature, the economic and energy efficiency of agriculture in the EU countries in 2016 was examined, which was at a high level – the DEA reached 0.67. Then, the correlation between the socio-economic development of countries and their economic and energy efficiency was analysed. It was also found that along with socio-economic development in the EU countries, the economic and energy efficiency of agriculture is increasing.

The themes of the impact of foreign trade on economic growth has been repeatedly assumed by investigators and were most often related to various aspects: the openness of the economies, economic prosperity, competitiveness and diversification of export. The objective of the research was the evaluation of changes in economic development and the development of foreign trade in Poland comparing them with the EU and some EU countries. Particular attention was given to the issue of diversification and competitiveness of exports by putting the hypothesis that the greater product diversification of Polish export, the greater its competitiveness, which leads to economic growth. The work uses the following test methods: descriptive methods, statistical methods, the indexing methods of which Indicator of the Absolute Deviations and Revealed Comparative Advantages were calculated. Export diversification can lead to speeding up the pace of economic growth. By analyzing in detail the situations in Poland can conclude that it is advisable to diversify of the export structure.

The article considers the role and place of public authorities in shaping the policy of effective cross-border cooperation between Ukraine and the EU taking into account the national interests.Particular attention is paid to the principles and features of territorial cooperation, taking into account the specifics of the EU’s external cooperation as well as the interests of the participating countries.The basic principles of the cooperation are determined on the basis of connections as well as contractual interregional and interstate relations, in compliance with the national legislation and respect for the international obligations of the states that are subjects of contractual relations; the thematic objectives are defined.The current state of Ukraine and the EU countries cross-border cooperation development is characterized and the main factors limiting this process are outlined. The most significant ones are the insufficient level of the national economic development and inconformity of the national legislation with European standards; lack of well-balanced management at the local level; the impossibility of implementing international projects of economic and social development due to ineffective management; lack of proper infrastructure; lack of marketing which aims to facilitate the existing resource potential of the border regions; sparking interethnic conflicts; the lack of skilled personnel in different spheres of establishing effective cooperation between the authorities, business and the public, etc. are also among them.Lack of sufficient financial resources and managerial powers in local administrations, in particular, for establishing the information infrastructure necessary for the cooperation with the authorities of the foreign countries regions and the development of financial projects is a specific problem of cross-border cooperation.The role of international projects and regional programs such as EU4Business, cross-border cooperation (Black Sea, Romania, Moldova, Hungary, Slovakia, Poland), EU programs, such as ERASMUS, HORIZON (61 projects amounting to 11.95 million euros were announced in 2016), COSME (May 2016) and their role in improving the socio-economic development of the border regions as well as solving common problems in ecology, health, safety and security, promoting the living conditions of citizens are grounded in the paper.The role of the united territorial communities (UTC) in cross-border cooperation activating, in particular their participation in international projects is grounded and the results of this activity in the Transcarpathia are presented. Insufficient level of professional training of public authorities representatives is pointed out. It is proved that cross-border cooperation is one of the main economic mechanisms of attracting foreign investments and grant funds for the economy modernization, for new jobs creation through the small business development, attraction of innovative technologies, access to the European market and the entry of Ukraine into the European community in the current economic situation.The expediency of working out the coherent effective state policy of cross-border cooperation with the EU, in which the legal, institutional and financial instruments should be clearly defined, along with the determined means of its implementation and mandatory public monitoring of the results is emphasized. The development of cross-border cooperation between Ukraine and the EU countries, ensuring a competitive economy running, the effective development of international trade, improvement of conditions and support of entrepreneurship, can be realized under the condition of implementation of the policy of public administration at the regional level.

The modernization and specialization of the economy in hi-tech and high-value-added goods is the long term goal defined and set forward within the frame of Russian Federation 2020 Concept for the Social and Economic Development. According to the principles and clauses of the abovementioned document these high-tech and high-value-added products in the long run are intended to be exported to the European Union countries. For the foreseeable future EU will remain Russia’s key trade partner and moreover will play an immense and significant role for the integration of the Russian Federation in the international manufacturing and industrial processes. However, considering the high level of economic development of the EU countries and their strong positions in global exports of processed products including hi-tech goods, the export of the manufactures to the EU countries is quite a challenging task for Russia. Currently the manufactures that are supplied to the European Union mainly consist of semi-processed commodities, e.g., metals, diamonds and chemicals. Russian high-value-added products are exported to a limited number of partners; export volumes are comparatively moderate and volatile. However, some high-tech Russian products are successfully exported to the EU countries and meet growing demand from consumers from Central and Western Europe. The share of finished products and high-value-added goods exported to the Central and Eastern Europe slightly exceeds the EU average; the growing machinery and transport equipment sales are determined by an increased supply towards Poland, Slovakia, Bulgaria and Czech Republic.

Abstract The paper looks at the issues related to the research on and assessment of the contagion effect. Based on several examinations of two selected EU countries, Poland paired with one of the EU member states; it presents the interaction between their economic development. A DCC-GARCH model constructed for the purpose of the study was used to generate a covariance matrix Ht, which enabled the calculation of correlation matrices Rt. The resulting variance vectors were used to present a linear correlation model on which a further analysis of the contagion effect was based. The aim of the study was to test a contagion effect among selected EU countries in the years 2000–2014. The transmission channel under study was the GDP of a selected country. The empirical studies confirmed the existence of the contagion effect between the economic development of the Polish and selected EU economies.


Further positive social and economic development (SED) requires modelling and analysis for evaluating its results to ground directions for future development. The purpose of the paper is to study the problem of estimating of SED, to form the methodology for modelling its results and to create an aggregated econometric indicator within the framework of unified conceptual approach for the European Union (EU) countries. To achieve this goal, it is necessary to solve the following objectives: to determine the essence of the concept of SED, to study traditional approaches to measure SED, to give an overview of the DP2 modelling method, to discover and structure the elements of SED in the EU countries and to argue a conceptual approach to modelling its outcomes. The study is based on the method of mathematical modelling in economics based on Distance P2 method. Econometric modelling, as well as regression analyze, was used to develop a synthetic indicator DP2 for evaluating SED of the EU countries. Also, the research process was based on analysis, synthesis and the system approach for information processing, as well as on the method of comparative and statistical analysis, quality and quantity analysis. The results of the deep research showed that there is no unified approach to modelling SED. The Distance P2 method was first proposed to measure SED at the national level exactly for the EU. The methodology for measuring SED specifically for the EU countries based on the conceptual approach was developed and substantiated. Based on the proposed methodology and taking into account the special characteristics of the region studied - the social and economic DP2 indicator for the EU countries was created. This study proposes to build a synthetic indicator DP2 to model results of progress in SED, especially in the EU. The practical implications of the synthetic indicator DP2 for modelling and analysis of SED of the EU countries can be a prospect for further research. Applied aspect of these studies is advising the EU's public policy with the aim of advancing. Using the DP2 synthetic indicator of SED for the EU countries will identify and substantiate the main directions for developing the country's domestic policy to improve the quality of life of the populations. Also, the results of the study can be used for advisory purposes to develop and optimize the EU development strategy 2020-2030. The value and originality of the paper lie in further application of the methodology of modelling the SED of the EU countries through synthetic indicator DP2. This will expand opportunities for increasing the national economy’s efficiency, that is highly important in terms of increased international competition.
