Abstract : This paper describes the policy of the implementation of Community-Based Forest Management program (CBFM) in Bulukumba district. CBFM Program consists of policies regarding Forest Villages, Community Forests and Community Plantation Forests. In these schemes, CBFM concept is applied in different region and different case. Research location for this paper is in Bulukumba, the location of the implementation of Community Forest to some Forest Farmers Group. The results found that CBFM scheme, which is the process of power transfer, devolution of forest resources to local users, has its own limitations and possibilities. The program was running well within the context of improvement of tenure security of forest communities, but on the other hand, this scheme does not have the authority to reform the structure of forest land tenure that has already crippled and been confirmed by this CBFM scheme. Keywords : Community Base Forest Management, Comunity Forest, DevolutionIntisari : Tulisan ini ingin menggambarkan kebijakan pelaksanaan program Community Base Forest Manajement (CBFM) dalam pengelolaan hutan di kabupaten Bulukumba. Program CBFM ini terdiri dari kebijakan mengenai Hutan desa, Hutan Kemasyarakatan dan Hutan Tanaman Rakyat. Dalam skema-skema inilah konsep CBFM ini diaplikasikan di masing-masing wilayah dan case yang berbeda-beda. Lokasi penelitian untuk tulisan ini dilakukan di Kabupaten Bulukumba, lokasi penerapan Hutan Kemasyarakatan kepada beberapa Kelompok Tani Hutan. Hasil penelusuran yang dilakukan menemukan bahwa skema CBFM, yang merupakan proses transfer kekuasaan, devolusi sumberdaya hutan kepada pengguna lokal, memiliki keterbatasan dan kemungkinannya sendiri. Program ini baik dalam konteks perbaikan tenurial security masyarakat pengelola hutan, tetapi disisi yang lain skema ini tidak memiliki kewenangan untuk melakukan perombakan struktur penguasaan lahan hutan yang sudah timpang dan dikukuhkan oleh skema CBFM ini. Agroforestry as a model of community-based forest management generally does not develop and is mostly in the form of traditional management. In West Sumatra, sustainability relates to the status of land tenure as communal property (communal land). Communal interests that appear on the communal rights to land and trees are able to direct the management of agroforestry to be sustained. Lack of security of land tenure does not affect the appearance of agroforestry, but the level of management or management of land use is more important for the purpose.

Community-based forest management practices vary according to biophysical and management factors. This study aimed to explain the vegetation conditions of community-based forest management in Aik Bual and Setiling village, Lombok Tengah. The study site was divided into protected forest areas (HL) in Aik Bual Village with a legal community forest permit (Aik Bual-HKm), HL in Setiling Village with no legal community forest permit (Setiling-Non Permit), and HL in Aik Bual Village with no legal community forest permit (Aik Bual-Non Permit). Field measurement was conducted in July 2018 by establishing 12 plots of 20 m x 20 m. Each plot consisted of subplots of 10 m x 10 m, 5 m x 5 m, and 2 m x 2 m to collect data of woody and non-woody plants with the criteria of diameter (D) as follows: D ≥ 20 cm, 10 cm ≤ D < 20 cm, 2 cm ≤ D <10 cm, and D < 2 cm with tree height of < 1,5 m, respectively. The results showed that Aik Bual-HKm, Setiling-Non Permit and Aik Bual-Non Permit had 24, 13 and 22 species, respectively. Dominant species of vegetation at D ≥ 20 cm were Erythrina variegata and Swietenia macrophylla, at 10 cm ≤ D < 20 cm were Musa paradisiaca and Durio zibethinus, at 2 cm ≤ D < 10 cm was Coffea canephora, and at D < 2 cm were C. canephora and S. macrophylla. Vegetation diversity index (H') of plants at D ≥ 2 cm in Aik Bual-HKm was slightly higher (H'=1,78) than that in Setiling-Non Permit (H’=1,04) and Aik Bual-Non Permit (H’=1,15), although these are classified as moderate. The results illustrated the possible differences of vegetation diversity in community-managed forests with and without legal permission.Keywords: agroforestry, land tenure, protected forest, vegetation analysis

Community-based forest management program provides the access for communities to participate in managing state forests. One of them is conducted through agroforestry planting pattern in village forest. The purpose of this research is to know the performance of agroforestry management on land managed by Sumur Kumbang village community in Protected Forest Management Area of Rajabasa. The data collection was got through by interview and observation; the data obtained were analyzed descriptively. The results show the performance of agroforestry management in protected forest management area of Rajabasa in moderate performance (productivity 84, sustainability 167, fairness benefit 88, and efficiency 168). Such performance is influenced by forest management system, ie controlled lands and individually controlled forest products; agroforestry business orientation is commercial; and forest structure is a complex agroforestry. Therefore, the Protected Forest Management Unit of Rajabasa and related stakeholders should develop community capacity and strengthen local institutions continuously so that their forests can be managed in a fair, beneficial, and sustainable way.Keyword : agroforestry; village forest; protected forest management unit; performance..Program pengelolaan hutan berbasis masyarakat memberikanakses bagi masyarakat untuk berpartisipasi mengelola hutan negara;salah satunya dilakukan melalui pola tanam agroforestri di hutan desa. Tujuan penelitian ini untuk mengetahui performa pengelolaan agroforestri pada lahan-lahan yang dikelola oleh masyarakat Desa Sumur Kumbang di wilayah Kesatuan Pengelolaan Hutan Lindung (KPHL) Rajabasa. Pengumpulan data dilakukan dengan wawancara dan obsevasi, data yang diperoleh dianalisis secara deskriptif.Hasil penelitian menunjukkan performa pengelolaan agroforestri di wilayah KPHL Rajabasa dalam performa sedang(produktivitas 84;keberlanjutan 167; keadilan manfaat 88; dan efisiensi 168). Performa tersebut sangat dipengaruhi oleh sistem pengelolaan hutannya, yaitu penguasaan lahan dan hasil hutan yang dikuasai secara individu, orientasi usaha agroforestri bersifat komersial, dan struktur hutan merupakan agroforestri kompleks. Oleh karena itu, KPHL Rajabasa serta stakeholder terkait harus mengembangkan kapasitas masyarakat dan menguatkan kelembagaan lokal secara terus menerus, sehingga hutannya dapat dikelola secara adil, bermanfaat, dan berkelanjutan.Kata kunci : agroforestri; Hutan Desa; KPHL; performa.

Internationally, there has been a paradigm shift in forest resource management from state-based forest management to community-based forest management. This change has also occurred in Indonesia, namely through the social forestry program as outlined in the the Minister Regulation on Social Forestry and the Minister Regulation on Social Forestry in Perhutani Area. Indeed, these Ministerial Regulations already contain the principles of community-based forest management. However, the implementation still leaves problems. This paper will analyze the procedural weaknesses and inaccuracies in the designation of these Ministerial Regulations. The approach used is the statutory approach and comparison with qualitative analysis. The result shows that it is necessary to change the policy model by changing procedures by re-functioning the role of Forest Management Units as an institution that has the authority to manage forest resources in its area. Besides, the Social Forestry program should only be intended for forest communities who have pioneered forest resource management, whether they have joined the Community Joint Forest Management program or not. However, they must reside around forests managed by Perum Perhutani.
