Agriculture in the Russian Federation is fundamental to the country’s economic performance, living standards, the wellbeing of people and state safety. Considerations relating to food security, prospects of and challenges before plant breeding in the Siberian Federal District (SFD), the largest agricultural area of the Russian Federation, are provided in the article. The agricultural area used in the SFD is about 50 million hectares and accounts for 13 % of the country’s gross grain production. The need for the introduction of modern molecular biological methods, bioengineering and IT technology is demonstrated and discussed. As Russia as a whole, Siberia is largely engaged in unpromising extensive farming practices, which rely on natural soil fertility, and this factor should be taken into account. Another issue is noncompliance with intensive farming technologies used for cultivating new-generation commercial cultivars. Although capital investments in plant breeding are the most cost effective investments in crop production, breeders’ efforts remain underfunded. The article explains the need for fundamental reform in this economic sector: the recognition of plant breeding as being a fundamental science; a fair increase in its funding; the development of a breeding strategy, nationally and regionally; the further expansion of the network of the Breeding Centers; the re-establishment and improvement of the universities’ departments specialized in plant breeding and seed production; having more state-funded places in the universities for training plant breeders to be able to maintain and cement the country’s advanced position in plant breeding and to develop new globally competitive next-generation cultivars of main crops. Should these issues be ignored, all the problems that have accumulated to date will lead to risks of long-term instability in this economic sector. The need for the careful preservation of continuity in plant breeders and plants being bred is stated. The regulatory functions of the state and agricultural science in plant breeding, plant industry and seed production are considered.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

В статье представлены результаты комплексного исследования на рынке производства и переработки хмеля. Проанализированы отчеты фирмы «Барт» и годовые отчеты International Hop Growers’ Convention в период 2007-2020 гг. Приведены и систематизированы данные Федеральной службы государственной статистики Российской Федерации, по Чувашской Республике и официального интернет-портала органов власти Чувашской Республики по формированию внутреннего рынка хмеля. Предложены меры регионального регулирования отрасли, которые согласованы с утверждённой Концепцией развития хмелеводства в Чувашской Республике на 2020-2025 гг. в рамках государственной программы. The article presents the results of a comprehensive study on the market of hop production and processing. The reports of the company «Bart» and the annual reports of International Hop Growers'are analyzed Convention in the period 2007-2020. The data of the Federal State Statistics Service of the Russian Federation on the Chuvash Republic and the official Internet portal of the authorities of the Chuvash Republic on the formation of the domestic hop market are presented and systematized. The measures of regional regulation of the industry are proposed, which are coordinated with the approved Concept of hop growing development in the Chuvash Republic for 2020-2025 within the framework of the state program.
